On September 26, Boryspil International Airport (Kyiv) announced a tender for compulsory insurance of drivers against transport accidents.
According to the electronic public procurement system Prozorro, the expected price offer was UAH 43,972 thousand.
Applications for participation in the tender are accepted until October 4.
As reported, the winner of a similar tender a year earlier was Guardian Insurance Company.
Boryspil International Airport accounts for over 68% of Ukraine’s passenger air traffic and is the only Ukrainian airport that serves long-haul flights. More than 50 airlines operate regular flights from the airport to more than 100 routes around the world.
Ukrainian airline SkyUp Airlines evacuated its last plane from Boryspil airport to Iasi, Romania, profile publication avianews reported.
“I can only point out one thing – the flight was made in the interests of the state,” the company’s general director Dmitry Seroukhov confirmed to Interfax-Ukraine news agency on Wednesday.
According to Flightradar24 resource, on April 4, the pilots of Boeing 737-800 SkyUp with UR-SQP registration turned on the aircraft transmitter in the sky near Chernivtsi, the aircraft was en route from Boryspil airport to Iasi, Romania, where it landed at 20:06.
Avianews claims that at night during the full-scale invasion of Russia, pilots tried to evacuate the plane to Chisinau, but air traffic controllers ordered to return to the airport because the sky was closed to civil planes.
According to the profile publication, this is currently the third successful evacuation of passenger aircraft from airports in Ukraine since the large-scale Russian invasion: April 2, 2022 “Rosa Vetrov” evacuated from Lviv aircraft ATR-72, and September 13 also from Lviv could evacuate their Airbus A320 low-cost carrier Wizz Air.

The former head of UIA Yevhen Dyhne reported that the airline had 12 planes “stuck” in Boryspil and another one in Odessa, while Wizz Air had three planes still remaining at Kiev (Zhulyany) airport.
Miller legal company, representing the interests of the ex-general director of Boryspil airport, Yevhen Dykhne, on Thursday filed an appeal against the decision of the High Anti-Corruption Court, which found Dykhne guilty of abuse of power and sentenced him to 5 years of imprisonment.
“An appeal is being filed today. We will insist on a full acquittal. There is not a single piece of evidence in the case that would allow us to find elements of a crime in it,” said Oleksiy Nosov, the partner of the Miller company, said at a briefing in Kyiv with the participation of Dykhne.
According to Nosov, the presence of a corruption component was not proved during the process.
“It is not even in the prosecution materials. They did not even try to attribute it to the fact that this was done in the interests of … or Yevhen Hryhorovych (Dykhne) received a kickback, for example. There was no such thing, it was not even proved, it was not even investigated,” the lawyer said.
Dykhne said that during the period when he was in charge of Boryspil airport, the task was to urgently solve the problem of the airport’s compliance with the requirements of international rules in terms of the level and quality of service.
“Under these conditions, of course, decisions were made that were not related to any possible restrictions,” the ex-general director said.
According to him, the charges brought against him and Olesia Levochko, the head of the airport’s rental relations service, who was recognized as his accomplice and sentenced by the court to four years in prison, may influence the decisions of other directors of state enterprises.
“How will the airport compete in the future? It will be exactly the same situation as in 2014. The war will end with our victory, it will be necessary to resume the operation of the airport, it will be even more empty. And where are the mechanisms?” said the ex-director.
He noted that over the three years of discussion of the problem in court, there have been no changes to the legislation, and the mechanisms for managing state property have remained the same.
Dykhne said that he had received two attractive job offers in public sector enterprises related to infrastructure, but he could not accept them before the court’s verdict of acquittal.
As reported, on March 1, the High Anti-Corruption Court found Dykhne guilty of abuse of power and sentenced him to five years in prison. The court also satisfied the civil claim of the regional branch of the State Property Fund (SPF) for recovering the damage in the amount of about UAH 10 million. Dykhne is accused of the fact that being in the position of acting general director of Boryspil airport, in April 2016 he entered into preliminary agreements with Arteria Group LLC and Coffee Bar Plus LLC, allegedly at a lower cost, without the consent of the airport’s governing body – the Ministry of Infrastructure – and without a competitive selection of the tenant. This allegedly led to losses in the amount of UAH 15.7 million: about UAH 10 million to the State Property Fund as a lessor and about UAH 5 million to Boryspil airport.

Boryspil International Airport (Kyiv) in 2021 plans to serve 9.5 million passengers, which is 82.7% more than in 2020 (5.2 million), but is only 62% of the pre-crisis 2019 (15.3 million), CEO of the airport Oleksiy Dubrevsky said at the forum “Great Construction: Aviation. Tourism.” “The dynamics of the recovery of the Ukrainian market is better than the optimistic scenario in Europe – 56% according to Eurocontrol … We see today a recovery in passenger traffic: it is due to a deferred demand, charter and low cost segments,” Dubrevsky said.According to him, the volume of charter flights amounted to 3.3 million passengers in the ten months of 2021, most of the charters are served by four airlines: Azur Air, UIA, SkyUp and Windrose. Since the beginning of the year, 468,000 passengers have passed through Boryspil airport on domestic flights.The CEO added that the low cost segment accounts for up to 40% of passenger traffic, while the transit traffic fell sharply.He specified that Boryspil accounts for over 60% of all air transportation in Ukraine.Among the priority investment projects for the next two to three years, the airport’s general director named a new air zone, the modernization of the cargo terminal, a bus station for passengers, an extension of the apron of Terminal D and a private aviation center.“About UAH 1.7 billion is planned for these projects, now we have this money,” he said.In the presentation, the airport’s needs for investments in the airfield infrastructure were estimated at UAH 9 billion, cargo transportation – UAH 3 billion, passenger – UAH 5 billion.
An Israeli investor plans to construct a hospital in Kyiv region, Head of Boryspil Regional State Administration Ruslan Diachenko said.
“We hope that next year the project implementation in the health sector will start, it will be a high-tech hospital. Now we are looking for a land plot or premises,” he told Interfax-Ukraine on during the opening of the FM Logistic new warehouses in Dudarkiv village (Boryspil district of Kyiv region) on Friday.
According to Diachenko, the area of the required site for the future hospital should be 1,500 hectares or more. In addition, two independent power grids will be required.
The planned amount of investment in the project has not yet been disclosed.
According to Diachenko, over the years of independence, some $154 million has been invested in Boryspil region.
