POWERS OF ARCHITECTURAL AND CONSTRUCTION CONTROL TO BE TRANSFERRED TO UKRAINIAN COMMUNITIES

The powers of architectural and construction control will be transferred to local authorities by the end of 2021, Minister of Communities and Territories Development of Ukraine Oleksiy Chernyshov has told Interfax-Ukraine.
“My mission as minister of communities and territories development is to transfer powers to the communities. The deadline will be determined by law [on the reform of the system of architectural and construction control]. The beginning of a new budget year would be perfect so that communities have the opportunity to prepare for the high-quality performance of their powers,” Chernyshov said.

UKRAINE DEVELOPS CANCER CONTROL STRATEGY

The Ministry of Health has developed and is preparing for implementation the National Cancer Control Strategy until 2030, Health Minister Maksym Stepanov said during a press briefing in Kyiv on Wednesday.

“The Ministry of Health in 2020 has developed a National Cancer Control Strategy until 2030, the implementation of which will start in the near future,” he said.

The minister said that it is planned to expand the list of services for the diagnosis and treatment of cancer under the medical guarantees program.

“In 2020, 118 medical institutions provided services for the diagnosis of oncological diseases. In 2021, we will expand the list of such services as much as possible,” Stepanov said.

BRITISH-BASED FERREXPO, WHICH CONTROLS MINING ENTERPRISES IN UKRAINE, RAISES PELLET OUTPUT BY 7.4%

British-based Ferrexpo Plc, which controls Poltava and Yeristovo mining enterprises in Ukraine, increased the total production of pellets by 7.4% in January-March 2020 compared to the same period in 2019, to 2.725 million tonnes. According to the company’s press release on Tuesday, April 7, the total production of pellets with 65% iron content (Ferrexpo Premium Pellets and Ferrexpo Premium Pellets plus) amounted to 2.652 million tonnes (an increase of 9,1%), with 62% iron content (Ferrexpo Basic Pellets) some 73,330 tonnes (a decrease of 31.8%).
There was no pellet production from third party concentrate in Q1 2020.
Sales are expected to reach about 2.8 million tonnes in the first quarter 2020, compared to 2.6 million tonnes in the first quarter 2019 (an increase of 7.7%).
“Production in Q1 2020 was not impacted by the COVID-19 virus [disease]. Ferrexpo continues to take active measures to help protect our workforce and local communities against the spread of the virus,” the enterprise said in a press release.
In 2019, there was also no pellet production from third party concentrate, while in 2018 some 101,000 tonnes of pellets were produced.
Ferrexpo is a Swiss iron ore company with assets in Ukraine. Its core business is production and export of high quality iron ore pellets used in steel production.

DTEK GAINS CONTROL OVER KYIVOBLENERGO

PrJSC Kyivoblenergo has stated DTEK had gained control over the company, having received relevant information from the Agency for the Development of the Ukrainian Stock Market Infrastructure.
In addition, according to reports on the website of the regional energy company, the supervisory board of the company at a meeting on May 24 fired the board headed by Volodymyr Cherniavsky.
New members of the board have not been elected, but it is absent DTEK-controlled power grid companies, while the director general is in charge of operative management.

UKRENERGO TRANSFERRED UNDER FINANCE MINISTRY’S CONTROL

The Ministry of Finance of Ukraine has been authorized to manage national energy company Ukrenergo, the ministry’s press service has said.
A corresponding acceptance statement was signed on February 4 by the commission created by the ministry on the transfer of the company’s property and assets.
“After the signing of the document, Ukrenergo was transferred from the Ministry of Energy and Coal Industry to the Ministry of Finance,” it said.
Strategic management and control over the activities of Ukrenergo will be carried out by the supervisory board of the company, which, as reported, chaired by ex-head of the EBRD representative office in Ukraine Sevki Acuner. Earlier, a number of independent members with international experience in the field of energy, as well as state representatives entered the supervisory board.
“The Finance Ministry’s task is to accelerate Ukrenergo’s corporatization. This will make significant progress in implementing the electricity market legislation, make it possible to certify Ukrenergo as an independent transmission system operator for electricity transmission, and will split control over electricity generation and transmission,” the ministry said.
This issue is a condition for Ukraine to receive a disbursement worth EUR 500 million under the Memorandum of Understanding with the European Union, it said.
Ukrenergo operates trunk and interstate transmission lines, as well as centralized dispatching of the country’s integrated power grids. It is a state-owned enterprise, which was managed by Ukraine’s Energy and Coal Industry Ministry.
