ECONOMY MINISTRY WORKS ON DEVELOPMENT OF IRRIGATION SYSTEMS

One of the key priorities for the development of the Ukrainian economy is to support agriculture through the development of irrigation systems, which will be dealt with by the Ministry of Economy from next year, Prime Minister Denys Shmyhal said.
“Completion of land reform, support for agriculture through the development of irrigation systems. This is the key project, and the Ministry of Economy will be responsible for it from next year, because this project is more about the economy, about increasing the GDP of our country,” he said during the UkraineInvest “MAKE in UA” forum in Kyiv.
As reported, last week Deputy Minister of Economy Denys Kudin at a conference in Kyiv called irrigation of land in southern Ukraine as one of the main infrastructure projects of the government. The first pilot project in this direction will start in 2022. It will cover 200 hectares of land in four southern regions of the country.
A similar opinion was expressed by Minister of Agrarian Policy and Food Roman Leschenko. According to him, the priority for his department in 2022 will be animal husbandry, gardening and land reclamation.
The restoration of the reclamation industry has become a national project until 2024. The Ministry of Agrarian Policy planned in 2021 to launch a pilot project to restore irrigation systems in Odesa, Kherson, Mykolaiv and Zaporizhia regions.

UKRAINE ASKS US TO PROVIDE $4 BLN TO MODERNIZE IRRIGATION SYSTEMS

The United States may provide Ukraine with a credit line totaling $4 billion for the period 2022-2030 to reform the system of public administration in the irrigation industry, as well as to attract investments in the renovation and modernization of irrigation infrastructure facilities.
The relevant information was published by deputy of the Verkhovna Rada from the European Solidarity faction Oleksiy Honcharenko on the Telegram channel, who presented a list of possible Ukrainian-American projects presented by President of Ukraine Volodymyr Zelensky during his working visit to the United States.
According to the deputy, Ukraine applied to the United States for a loan of $4 billion for the period 2022-2030 for the implementation of the project to restore the engineering infrastructure of irrigation systems and the development of irrigated agriculture in Ukraine, since the country’s financial capabilities do not allow it to independently implement this project.
As reported, on Thursday, Minister of Agricultural Policy and Food Roman Leshchenko said that large international agricultural companies Cargill and Lindsay had confirmed their desire to assist in the implementation of irrigation reform in Ukraine, since they see this project as a long-term strategic perspective. According to him, the ministry is negotiating with companies from Israel, the US, France and China regarding public-private cooperation in the reconstruction of irrigation systems in the southern regions of Ukraine.
In April 2021, the Cabinet of Ministers called on the restoration of irrigation systems for agricultural lands in the southern regions of the country by the end of this year.
The restoration of the reclamation industry has become a national project until 2024. In 2021, the Ministry of Agrarian Policy launches a pilot project to restore irrigation systems in Odesa, Kherson, Mykolaiv and Zaporizhia regions.

UKRAINE LOOKING FOR IRRIGATION COMPANIES ABROAD FOR RECONSTRUCTION OF IRRIGATION SYSTEMS

The Ministry of Agrarian Policy and Food is negotiating with companies from Israel, the United States, France and China regarding public-private partnership in the reconstruction of irrigation systems in the southern regions of Ukraine, Minister Roman Leshchenko said in an exclusive interview with Interfax-Ukraine.
“These are projects with main canals, pumping stations, systems for the sale of both drinking and irrigation water. Now we are negotiating with companies from Israel, the United States, France and China in terms of such a public-private partnership,” he said.
According to Leshchenko, Prime Minister Denys Shmyhal, during a meeting on the state of irrigation of lands with representatives of relevant ministries on June 9, instructed to prepare relevant projects on reclamation systems.
“The logic of the prime minister is that, given the uniqueness of our irrigation system, we need to scale the corresponding project through the prism of the expertise of world-renowned companies that can offer integrated solutions for both drip irrigation and the use of sprinkler machines, the use of main canals, and also the latest technologies of an intelligent water supply system,” the minister said.
He said that the Ministry of Agrarian Policy is currently negotiating with world leaders in irrigation, but cannot disclose their details yet.
As the minister said, there is an interest in companies with experience and the possibility of expertise in the implementation of large reclamation projects.

UKRAINE URGES MINISTRY TO START RESTORING IRRIGATION SYSTEM IN SOUTHERN LANDS IN 2021

The Ministry of Agrarian Policy and Food of Ukraine is obliged to begin restoring the irrigation system of agricultural lands in the south of the country by the end of this year, Prime Minister Denys Shmyhal said during a meeting devoted to irrigation held on Thursday.
According to the press service of the Cabinet, in addition to Shmyhal, Minister of Agrarian Policy and Food Roman Leshchenko, representatives of the Ministry of Ecology and Natural Resources, the Ministry of Finance, Head of the Mykolaiv Regional State Administration Vitaliy Kim, Head of the Odesa Regional State Administration Serhiy Hrynevetsky and acting Head of the Kherson Regional State Administration Serhiy Kozyr attended the meeting.
As the Prime Minister said, the President of Ukraine set the Cabinet of Ministers the task to begin the restoration of irrigation systems this year, which means that the government must ensure the prompt transfer of the property complexes of the Ministry of Ecology to the Ministry of Agrarian Policy.
“Today, most of the land reclamation and irrigation infrastructure is managed by the State Water Resources Agency. Accordingly, the Ministry of Agrarian Policy and Food, which is responsible for the restoration of irrigation systems, cannot yet begin practical work in this direction. A quick solution to this issue will allow the Ministry of Agrarian Policy to begin implementation of pilot projects to restore irrigation systems this year, and will help farmers to significantly increase their harvest,” Shmyhal said.
As Leshchenko said, irrigation reform is among the main priorities of the ministry.
“This year is defining for us. We understand how to form an institutional and legislative framework, and according to this plan we are ready to move,” the minister said.
Deputy Minister of Ecology and Natural Resources Mykhailo Khorev reported that on behalf of the Prime Minister, a meeting had been held, following which a roadmap for transferring property to the Ministry of Agrarian Policy was drawn up.

Prime Minister of Ukraine initiates extending area of irrigated land

Prime Minister of Ukraine Denys Shmyhal believes that Ukraine can strengthen its position in the world agricultural markets if it extends the area of irrigated land, the government’s press service reports.

“Strengthening the leadership position of Ukraine in agricultural markets in the world is possible subject to an increase in irrigated land. Ukraine has a great potential in the development of the irrigated agriculture system, but the available capacity is used only by 25%. Therefore, we must increase the irrigation area by modernizing existing irrigation systems and building drip irrigation systems,” the prime minister said.

He noted that such measures will increase the yield in Kherson region by at least 2.5 times, which will contribute to GDP growth and create new jobs.

“Kherson region has the best preserved water management complex and the largest areas under drip irrigation are concentrated. Therefore, it can become an example in the construction of new and modern irrigation systems,” he said.

IRRIGATION SYSTEMS IN UKRAINE TO BE INCLUDED IN BIG CONSTRUCTION PROGRAM

Prime Minister of Ukraine Denys Shmyhal has announced the inclusion of irrigation systems in the southern regions of Ukraine in the Big Construction national program in 2021.
“Next year, we have planned the construction of irrigation systems in the southern regions of Ukraine under the Big Construction program being implemented under the auspices of the President. This will be a strategic project that will dramatically expand the quality areas under crops, guarantee yields in dry months, and protect farmers from adverse weather conditions,” the prime minister said during a government meeting on Wednesday.
According to him, today begins the unification of the regulatory framework for environmentally friendly irrigation and drainage.
“This year in Ukraine, the grain harvest is predicted to be 7 million tonnes less than last year, according to forecasts of the Ministry of Economy and experts. The main reason is the negative impact of weather conditions, including drought,” Shmyhal said
