Light rain in Kiev on Monday in some places

On Monday, February 26, in most western, northern and Vinnitsa regions, light rain in places; in the rest of the territory without precipitation, reports Ukrhydrometcenter.

The wind is southeastern, 7-12 m/s, in the eastern and southeastern regions gusts of 15-20 m/s in some places.

The temperature in eastern Ukraine at night 0-5° frost, in the afternoon 1-6° warm; in western regions at night 3-8° warm, in the afternoon 11-16°; in the rest of the country at night 0-5° warm, in the afternoon 5-10°, in the Crimea and in the south of Odessa region up to 14°.

Handing over of 16th consignment of humanitarian aid from India to Ukraine

Ambassador Shri Harsh Kumar Jain handed over the 16th consignment of humanitarian aid from India, comprising diagnostic medical equipment, including a Portable X-Ray Machine, C-Arm Fluoroscope X-Ray Machine, Electro Hydraulic Operation Table, Colour Doppler Ultrasound System, and Slim – 50 Low end Multipara Monitor, etc.

The aid was provided to “Sumy Oblast Clinical Hospital” and “Krolevets City Council Hospital” on the request from Ministry of Health, Ukraine.

Speaking on the occasion, Ambassador stated that India accords high priority to providing humanitarian assistance to the people of Ukraine, during this difficult time, keeping in line with the human centric approach of the Government of India, a central tenet of India’s national beliefs and values, which perceive the whole world as one family.

He reiterated Government of India’s commitment to continue to provide humanitarian support to the people of Ukraine as conveyed by India’s Prime Minister H.E. Shri Narendra Modi to President of Ukraine H.E. Mr. Volodymyr Zelenskyyduring their meeting in Hiroshima in May 2023.

Government of India has previously provided 15 consignments of humanitarian aid to Ukraine and its neighboring countries as well as financial assistance to Kyiv Gymnasium of Oriental Language No. I for its project of reconstruction, remodeling and refurbishment of some of the rooms and the Ukraine-India Association for its program aimed at restoration of psychological health of youth and children.

Register of gambling addicts grew 8 times in year

99% of gambling addicts put themselves on the “black list”

The number of gambling addicts is growing from year to year. Currently, Ukraine has a register of problem gamblers – people who are restricted from accessing gambling facilities and participating in gambling. According to the Commission for Regulation of Gambling and Lotteries (CRGL), 3,871 people have been included in the list over the three years of its existence. The vast majority – 87% of them – were added to the list in 2023.

Over the past two years, 171 people have been excluded from the Register due to the expiration of the restrictions. Of these, 60 people were excluded in 2022, and another 111 – last year.

99% of the individuals were included in the Register at their own request for self-restriction. Only 1% were included in the Register by the decision of the HQCJ. At the same time, no one was included in the Register by a court decision.
Context.
Currently, Ukrainians can be included in the Registry of Gambling Addicts in three cases: by applying for self-restriction on their own, by a decision of the CRAIL based on a request for restriction from relatives, and by a court decision. Thus, Ukraine does not have clear statistics on the actual number of citizens with gambling addiction, and the figures from the relevant register do not reflect the full picture.

It is important to note that only temporary bans on visiting gambling facilities are provided for gambling addicts in Ukraine – for a period of six months to three years. Upon expiration, these restrictions are automatically terminated.

It is also worth noting that in December 2023, Law 9422 was adopted, which prohibits the issuance of loans to gambling addicts included in the Register. However, this restriction is valid only if the list indicates that the person used credit funds for gambling.
