The Cabinet of Ministers is developing preferential programs for social rental housing and lease with the right to buy to provide housing for Ukrainians affected by the war, First Deputy Prime Minister and Minister of Economy Yulia Svyrydenko has said.
“We strive to develop various tools to provide Ukrainians with affordable housing. That is why, along with affordable mortgages, we are now developing additional affordable rental programs – rent-to-own and social rental. The most important thing for us is to provide people with permanent housing. These processes also contribute to the formation of a sustainable economy that develops in unison with other economies of the European Union,” she was quoted as saying in a press release.
According to her, Ukrfinzhytlo, the coordinating company of the eHouse program, will be involved in the implementation of the programs. Svyrydenko noted that this year the state will replenish the company’s capital by UAH 20 billion in addition to the UAH 50 billion previously financed by domestic government bonds.
The financing will allow issuing 12 thousand loans in 2024 and 23 thousand in 2025 for a total of UAH 56.6 billion, the statement said.
As reported, the volume of preferential mortgage loans issued under eHouse exceeded UAH 10 billion for 6.7 thousand families.
The eHouse affordable mortgage lending program was launched in Ukraine in October 2022. Contract servicemen of the Armed Forces of Ukraine, employees of the security and defense sector, healthcare workers, teachers, and researchers can apply for a preferential mortgage at 3% per annum for up to 20 years with a down payment of 20% of the housing cost. Starting from August 1, 2023, war veterans, combatants, internally displaced persons (IDPs) and citizens who do not have their own housing larger than the standard area could apply for the eHouse program at a 7% interest rate.
