Dmytro Barinov elected president of Ukrainian Ports Association “Ukrport”

Dmytro Barinov, who until recently held the position of deputy head of the State Enterprise “Administration of Seaports of Ukraine” (ASPU), has been elected president of the Ukrainian Ports Association “Ukrport.”

“I believe that Ukrport should become a modern, professional, and influential association—a service for its members, a consolidated voice of the industry, and a reliable partner of the state and the international port community,” Barinov wrote on Facebook.

He stressed that the maritime and port industry is currently undergoing a difficult transformation due to the war, blockade, and work in conditions of constant shelling and energy restrictions. Therefore, Ukraine’s experience in operating maritime corridors is unique for the international community.

Among his priorities in his new position, Barinov named changing the port management model, strengthening the role of private business, addressing security challenges, and expanding international cooperation.

Barinov has over 30 years of experience in the maritime industry. From September 2021 to February 2025, he served as deputy head of the USPA for cooperation with government agencies. Previously, he headed the USPA supervisory board (2019–2020) served as first deputy chairman of the State Service of Maritime and River Transport of Ukraine (2018–2019), and headed PJSC Ukrainian Danube Shipping Company (2014–2017). Barinov was also a member of the Odesa Regional Council (2015–2018) and a member of the supervisory board of the National University “Odesa Maritime Academy.”

The Ukrainian Ports Association “Ukrport” brings together sea and river ports and port industry enterprises. Before being elected president of the association, Dmytro Barinov worked for a long time in the structures of the State Enterprise “Administration of Sea Ports of Ukraine” (AMPU).
