Ukroboronprom State Concern is studying the possibility of resuming the production of An-74 aircraft at the state enterprise Kharkiv State Aircraft Manufacturing Company (KSAMC) and including them in the state defense order, Deputy Prime Minister – Minister for Strategic Industries of Ukraine Oleh Urusky said on Facebook on Friday night.
According to him, at a recent meeting on the settlement of problematic issues of enterprises that are members of Ukroboronprom, the possibility of resuming the production of An-74 aircraft at the KSAMC, as well as amendments to regulatory legal acts to improve the conditions for defense production was discussed.
“As a result of the meeting, a number of decisions were made regarding the importance of including the supply of An-74 aircraft in the interests of the Armed Forces of Ukraine in the state defense order, carrying out legislative initiatives to improve the financial situation at the KSAMC, amending the legislation of Ukraine on pricing of military products and advance payments on state contracts for state defense orders,” Urusky said.
According to him, the meeting was attended by representatives of the central executive authorities, the management of Ukroboronprom and its enterprises.
The An-74 aircraft is a modification of the An-72 aircraft. It is designed to carry out ice reconnaissance and transportation while providing research work in the Central Arctic Basin and Antarctica. The aircraft can be converted under operating conditions into cargo and ambulance versions.
Ukraine and Turkey decided to deepen partnership to create joint programs in the aerospace industry at a meeting between Deputy Prime Minister of Ukraine for Strategic Industries of Ukraine Oleh Urusky and an official delegation of the Republic of Turkey headed by President of the Turkish Space Agency Serdar Huseyin Yildirim, the press service of the Cabinet of Ministers of Ukraine reported on Friday.
“The Ukrainian and Turkish aerospace industries will deepen their cooperation in order to create joint programs in the aerospace industry,” the Cabinet of Ministers said in a statement on its website on Friday.
According to the report, the joint project will significantly deepen cooperation between Ukraine and Turkey in the aerospace industry, and is also the first step in the implementation of the agreements reached during the visit of the Ukrainian delegation to Turkey at the end of August.
The Turkish delegation has recently managed to get acquainted with the capabilities of the main enterprises of the State Space Agency of Ukraine and visited the Pivdenne (Yuzhnoye) Design Bureau and the Pivdenny (Yuzhny) Machine-Building Plant in Dnipro.
“During the meeting, which took place on September 16, the parties were able to discuss in detail the real ways of combining the efforts of Ukraine and Turkey in the development and serial production of space technology,” the government said.
The government of Ukraine has approved the strategy for the revival of the national aircraft industry for the period until 2022.
The relevant draft resolution of the Cabinet of Ministers, developed by the Ministry of Economic Development and Trade, was adopted at a government meeting on May 9 without discussion. The Ministry of Finance was instructed to finalize the document within three days.
According to the draft document available to Interfax-Ukraine, the main activities of the strategy include expanding opportunities for the industry’s participation in public-private partnership projects through amending the list of state property objects that can be transferred to concession, approved by the Cabinet in 1999; improving the procedure for obtaining by aviation industry enterprises of licensing documents in the field of export control; cheapening of loans of Ukrainian banks for the development of new aircraft models; certification of aircraft engines of Ukrainian production in the EU; carrying out work on substitution of Russian components import; the development and approval of the concept of the state targeted scientific and technical program for the development of the aviation industry for 2018-2022, as well as the state program itself.
Among the main measures of the strategy are also the reorganization of state enterprise Antonov into Antonov holding company; organization of modernization and production of Mi-2MSB and Mi-8MSB helicopters for the needs of the army and law enforcement agencies, as well as for exports; the creation and organization of a multipurpose light helicopter with a take-off mass of 4-5 tonnes within the framework of Korolek MSB-2; the organization of production of a helicopter with a take-off weight of 7-8 tonnes; the organization of production of blades and helicopter gearboxes for the Mi family helicopters.
