State Property Fund puts Belgorod-Dnistrovsk sea port on auction again, price reduced by half

The State Property Fund of Ukraine (SPFU) has rescheduled the second privatization auction of Belgorod-Dnistrovskyi Sea Commercial Port (BSCP), setting it for June 14, 2023.
According to the announcement on the SPF website, the starting price of the object was almost halved – down to $92.46 million (excluding VAT). The auction will be held in the ProZorro.Selling system. The guarantee fee is 18.49 mln UAH.
As reported, a repeated auction for the sale of Belgorod-Dnistrovsky ICC was scheduled for June 6. The announced starting price was UAH 184.92 million (excluding VAT). The guarantee fee amounted to UAH 36.98 million.
Earlier it was also reported that the winner of the previous auction for the sale of “Belgorod-Dnistrovskiy MPP”, which was held on March 13, LLC “Ukrdoninvest” businessman Vitaly Kropachev refused to buy the port at the stage of coordinating the terms of the sales contract with the regional office of the State Property Fund in the Odessa and Nikolaev regions. The company specified that the sale price of the port at an auction, which it won was 264.12 mln hryvnia (including VAT). It was also reported that Ukrdoninvest did not ask for the refund of the guarantee fee of 18.76 million UAH.
The State Property Fund reported that it will hold the privatization auction for Belgorod-Dnistrovskiy ICC again, because the auction in which it was sold to Ukrtdoninvest failed: the auction winner did not pay for the object, the press service of the Fund reported.
The first auction for the sale of the port, scheduled for March 3, with a starting price of 187.57 million UAH, was not held.
The SPF stated earlier that Belgorod-Dnistrovsky port, founded in 1971, is unprofitable, however, since 2022, the enterprise “plays an important role in ensuring the world food security as a logistical center for the ports on the Danube”. In the first quarter of 2023 the total income of the port was 7.391 million hryvnias. At the same time the loss for this period was 4.45 mln UAH. As of March 31, 2023, the amount of overdue accounts payable was 118.7 million UAH, including wage arrears of 11.5 million UAH. The total debt on wages and payments to the budget is 96.37 million UAH, including penalties of 1.7 million UAH.
In 2022 Belgorod-Dnistrovsky ICC has made 63 thousand UAH of profit against losses of 28.5 million UAH in 2021 and 25.2 million UAH in 2020.
The port provides loading and unloading services for the main range of cargo: timber cargo, mineral fertilizers, iron ore pellets, metal products. It works with timber and grain cargoes bound for export.
