An electronic cabinet for manufacturers of construction products has appeared in the Unified State Electronic System of Construction (USECS), the press service of the Ministry of Community Development, Territories and Infrastructure has reported.
As noted in the release, now manufacturers can independently declare the type of building products (windows, doors, fittings, etc.) and its characteristics (size, shape, configuration, etc.).
With this declaration, manufacturers confirm the compliance of products with legal requirements. Verification of declared indicators and characteristics of construction products is carried out by the state supervision body – the State Inspectorate of Architecture and Urban Planning of Ukraine.
Performance characteristics of construction products and requirements for their confirmation are defined in national standards, which are identical to harmonized European standards.

Recall that at the end of December 2021, the Government adopted Resolution No. 1458 “Certain Issues of Provision of Construction Products on the Market”, regulating a number of issues on the provision of construction products on the market. This was the final step of the implementation of the European Regulation 305/2011 into the national legislation.
The launch of the e-cabinet functionality of the construction products manufacturer was carried out in cooperation with the Ministry of Community Development, Territories and Infrastructure of Ukraine, the Reform Support Office of the Ministry of Community Development, Territories and Infrastructure and the Ministry of Digital Transformation of Ukraine with the support of USAID/UK aid of the TAPAS Project/Transparency and Accountability in Public Administration and Services.

The Cabinet of Ministers of Ukraine has approved amendments to the technical regulations for construction products, simplifying their provision to the Ukrainian market during martial law and within three months after its cancellation.
Corresponding resolution No. 347 of March 22 was posted on the government website.
According to it, before the termination of the martial law and within three months after it, the manufacturer of construction products can use other conformity assessment modules in agreement with the Ministry for Communities and Territories Development, if it is impossible to conduct an assessment according to the updated technical regulation.
In this case, other assessment modules are determined in accordance with Cabinet resolution No. 95 of January 13, 2016.
In addition, changes to the technical regulations provide for simplified import of construction products from the countries of the European Union during martial law and within three months after its cancellation. Thus, it is allowed to import products on the basis of a declaration of indicators issued by a foreign business entity and confirming compliance with the requirements of EU Regulation 305/2011 on harmonized conditions for the provision of construction products.
At the same time, drawing up a declaration and applying a mark of conformity in accordance with the Ukrainian updated technical regulations is not required.
The resolution also establishes that construction products put into circulation before the entry into force of the updated technical regulation cannot be prohibited or restricted in sale due to non-compliance with all or part of the requirements of the previously approved regulation, including the adopted changes.
As reported, in September 2021, the Verkhovna Rada adopted a law on the introduction of a technical regulation on construction products, which will ensure the implementation of the provisions of the European Union regulation on the quality of construction products into Ukrainian legislation.
