The Export Credit Agency of Ukraine (ECA) supported exports worth UAH 4.6 billion in the first half of 2024, First Deputy Prime Minister and Minister of Economy Yulia Svyrydenko said.
“In the first half of the year, the Export Credit Agency of Ukraine increased the volume of export support by almost 2.5 times compared to the same period last year,” the press service of the Ministry of Economy quoted the Vice Prime Minister as saying.
It is emphasized that the development of non-resource exports is one of the key areas of the “Made in Ukraine” economic policy, and ECA instruments help to achieve these goals, as banks recognize ECA insurance as sufficient collateral for a loan, which simplifies and reduces the cost of obtaining a loan.
In addition, cooperation with the ECA reduces the risks of the exporter and the bank, reduces the cost of financing and increases opportunities for business development, Svyrydenko explained.
The three leading regions are as follows: Kyiv – UAH 2.78 billion, Lviv region – UAH 1.11 billion, Vinnytsia region – UAH 234.2 million.
The top five countries to which Ukrainian producers sold their products in January-June (in terms of the value of concluded and insured contracts) were Poland, the UAE, Azerbaijan, Slovakia and Germany.
The most popular export goods were dairy products, wood and wood products, toys, clothing, and processed vegetables.
The tools of the Export Credit Agency of Ukraine are one of the elements of the “Made in Ukraine” policy, which was presented by President Volodymyr Zelenskyy in February. Its goal is to support non-resource exports, develop production and attract investment in the real sector, the Ministry of Economy reminded.
In May 2024, the Export Credit Agency (ECA) supported UAH 1.23 billion of exports, while since the beginning of the year this amount amounted to UAH 2.93 billion, according to the ECA website.
It is specified that one hryvnia of ECA’s insurance liability has generated UAH 11.15 of future export revenue as of today.
Among ECA’s partner banks, MTB Bank provided the largest financing to Ukrainian exporters in May (UAH 79.2 million), and it also supported the largest exports – by UAH 911.2 million. It is followed by Ukrgasbank (UAH 182 million of supported exports and UAH 28.2 million of loans issued) and Oschadbank (UAH 80.8 million and UAH 17.1 million, respectively) in the top three in May.
Since the beginning of the year, the leader among banks is Urgasbank, which has provided export loans worth UAH 120.5 million, thus securing UAH 1.75 billion in future revenue.
Among the regions, Kyiv (UAH 911.2 million), Ivano-Frankivsk (UAH 158.4 million), and Lviv (UAH 165.2 million) regions were the most active users of ECA insurance to develop export potential in May, while partner countries included Poland (UAH 660.7 million), Denmark (UAH 197.6 million), and the Netherlands (UAH 158.4 million). The most popular export products include milk and dairy products, processed vegetables, alcoholic and non-alcoholic beverages.
As of April 1, 2024, the Export Credit Agency (ECA) supported Ukrainian exports by UAH 627 million, which allowed the country’s exporters to attract UAH 99.8 million in financing from partner banks in cooperation with the agency, said Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine.
“Supporting and developing processing companies that export their products to other countries is one of the priorities of the Made in Ukraine state policy. After all, the growth of domestic exports contributes to an increase in production and, at the same time, the creation of new jobs in the economy. As part of the “Made in Ukraine” program, we plan to promote Ukrainian goods to foreign markets. Consumers around the world should know our products. It should become a real symbol of quality for them,” the press service of the Ministry of Economy quoted him as saying.
According to him, the exporters’ support program with the participation of the ECA and partner banks was most often used by entrepreneurs from Vinnytsia region, where the volume of future export revenue in the region amounted to UAH 243.2 million, Kyiv (UAH 235.3 million) and Kharkiv region (UAH 33.7 million).
The most popular goods for sale abroad in the first quarter were toys and play equipment, clothing and various food products, which were supplied to foreign counterparties in Germany, the USA and India.
PJSC Export Credit Agency was founded in 2018. Its sole founder and shareholder is the state represented by the Cabinet of Ministers. The corporate rights owned by the state in the authorized capital of ECA are managed by the Cabinet of Ministers through the authorized management body – the Ministry of Economy.
The main goal of the ECA is to support and stimulate the expansion of exports of goods (works, services) of Ukrainian origin. The institution protects Ukrainian exporters from the risk of non-payment and financial losses associated with the fulfillment of foreign trade contracts, and provides a number of services to strengthen the credit policy of Ukrainian exporters.
In September, the Export Credit Agency (ECA) insured exporters’ loan agreements worth UAH 50.5 million, according to the ECA website.
It is specified that the volume of supported exports for the month amounted to UAH 162.8 million.
The most popular categories of goods for export in September were (by foreign economic activity groups) processed vegetables, ferrous metal products, and finished products made from grain, flour, starch, and milk, while the counterpart countries were Poland, the Czech Republic, the Netherlands, Germany, and Lithuania.
The top three partner banks were Ukrgasbank (UAH 71.1 million of supported exports and UAH 21.9 million of financing), Oschadbank (UAH 52.8 million and UAH 20.6 million), and Kredobank (UAH 38.9 million and UAH 8 million), respectively.
This year, Ukrgasbank ranks first (UAH 1.35 billion of exports supported and UAH 159 million of loans disbursed), Raiffeisen Bank is second (UAH 605 million and UAH 210 million), and Oschadbank is third (UAH 584.7 million and UAH 128.67 million).
In September, entrepreneurs from Ivano-Frankivsk region were the most active in insuring their loans received under export contracts with the ECA (the amount of contacts amounted to UAH 51.5 million and the amount of loans was UAH 11.9 million), Dnipropetrovs’k region (UAH 38.9 million and UAH 8 million), Ternopil region (UAH 29.24 million and UAH 18.3 million), Zakarpattia region (UAH 23.55 million and UAH 2.3 million), and Rivne region (UAH 19.63 million and UAH 10 million).
In the first nine months of this year, ECA and its partner banks found the largest number of customers in Kyiv (UAH 311.27 million of insured loans), as well as in Dnipropetrovska (UAH 53.63 million) and Vinnytska (UAH 10.5 million) regions.
In July 2023, the Export Credit Agency (ECA) set a new milestone in supporting Ukrainian exporters by insuring their obligations under loans issued for the execution of foreign economic contracts totaling UAH 1.035 billion. According to the ECA website, the amount of financing provided amounted to UAH 85.9 million.
Among the insured loans in July 2023, almost UAH 80 million were portfolio loans. The largest of them were issued in Kyiv (UAH 20 million), Ivano-Frankivsk (UAH 19.9 million), and Dnipro (UAH 19.4 million) regions.
It is also noted that as of August 1, 2023, the ECA supported exports of more than UAH 6.2 billion by insuring loan agreements in the amount of UAH 815.4 million.
The leaders in terms of the amount of insured loans are Oschadbank (UAH 256.3 million), Ukrgasbank (UAH 229 million) and Raiffeisen Bank (UAH 210 million). They are also the first in terms of the volume of supported exports (UAH 3.22 billion, UAH 1.51 billion and UAH 0.6 billion, respectively).
PJSC Export Credit Agency is a government-authorized agency that supports and promotes the export of Ukrainian goods (works, services). The ECA protects Ukrainian exporters from the risk of non-payment and financial losses associated with the fulfillment of foreign trade contracts.
Ruslan Gashev, Head of the Export Credit Agency (ECA), announced at the Summit of Exporters held by Forbes Ukraine in Kyiv that in 2022 it supported 35 exporters for UAH 3.18 billion and is ready to increase export support up to UAH 18 billion this year.
He pointed out that the agency is capable of such volume of activities without increasing the nominal capital.
Gashev also announced that in the nearest future the number of Ukrainian banks-partners to ECA under the program of portfolio credit insurance will increase from six to seven.
According to the head of the agency, the ECA may also become a tool of activity in Ukraine for the Multilateral Investment Guarantee Agency (MIGA) from the World Bank Group and the U.S. Corporation for International Development Finance (DFC), which do not have their own representative offices in Ukraine.
“Even in those projects where MIGA and DFC risk insurance will be involved, we can be their ‘hands’ because they do not have their own offices in Ukraine,” Gashev explained.
He clarified that this issue has already been discussed with the DFC, and the ECA has sent its proposal, while the Ministry of Economy is still working with MIGA without the agency’s participation.
The head of ECA also supported the initiative contained in the draft law “On Amendments to the Law on Financial Mechanisms to Encourage Export Activities in relation to Investment Insurance against Military Risks in Ukraine” (#9015) to expand the ECA’s mandate to insure investments in Ukraine.
“When we approach our foreign partners, especially such structures as MIGA and DFC, to insure Ukrainian and foreign investments in Ukraine, we also have to think about how to use the tools we have in the country,” Gashev said.
He stressed that we are talking about insurance not only of foreign investments, but also domestic ones. According to him, the document has not been introduced at the meeting of the Profile Committee, but it is being worked on.
Since the beginning of the year (as of March 13) ECA has supported export from Ukraine in the amount of 242.35 million UAH (11 agreements). Banks financed UAH 43.5 million. Exports were made to France, Germany, Latvia, Poland, Switzerland, and the USA. The leaders among the branches according to the results of two months of 2023 are furniture industry, the second place is taken by toys and further by rubber, rubber and rubber goods.
