Law enforcement officials have accused Kyivteploenergo (KTE) of overcharging for equipment that was donated to the company as humanitarian aid.
“Kyivteploenergo is outraged by the accusations of law enforcement agencies of overcharging for equipment needed for major repairs at one of its thermal power plants. Please note that the company received this equipment as humanitarian aid, so it is unclear what kind of overpricing and procurement we are talking about,” the company said on its Telegram channel on Friday.
KTE also confirmed that, as a customer, it makes all purchases in the open state system Prozorro, which provides free access for all interested participants on equal terms and determines the winner automatically. The customer does not influence the cost of equipment or works.
“Despite this, the Main Directorate of the National Police in Kyiv continues regular searches on the territory of strategic energy facilities, where large-scale restoration and preparation for the heating season are currently underway,” the company emphasized.
As KTE reminded, the company has repeatedly stated that it is under systemic pressure from law enforcement agencies, which has already led to the threat of shutting down the company and disrupting the procurement of goods and services critical to its operation.
“The actions of law enforcement officers have already led to the failure of more than 220 tenders announced by Kyivteploenergo since the beginning of 2024. Some of them were due to the refusal of contractors to participate in the bidding for fear of becoming involved in far-fetched criminal cases,” KTE noted.
At the same time, the company called on law enforcement officers to act in accordance with the law and martial law during the investigation and to prevent disruptions in the operation of critical infrastructure facilities.
The European Bank for Reconstruction and Development (EBRD), as part of the Green Cities program, intends to provide Kyivteploenergo with a loan of EUR 140 million for the modernization of the central heating infrastructure, according to information on the bank’s website.
The project, the approval of which is scheduled for May 27, will be aimed at ensuring the sustainable and efficient operation of Kyiv combined heat and power plants (CHPP) and boiler houses, improving the reliability and quality of heat supply and hot water supply.
As reported, last year, Kyivteploenergo announced its intention to attract a EBRD loan in the amount of EUR 140 million with a three-year grace period to modernize the municipal heating system. At that time, three main areas of the project were reported: closing 45 small boiler houses (out of 200 boiler houses the company has), replacing a condensing heat exchanger at the small block of CHPP-5, and installing new generating capacities at CHPP-6.
The EBRD is the largest international financial investor in Ukraine. Since the beginning of its activity in the country in 1993, the bank has financed 445 projects for a total amount of almost EUR 14.6 billion.
The European Bank for Reconstruction and Development (EBRD) could provide Kyivteploenergo with up to EUR140 million in a loan to modernize the heat and power complex of the capital, Senior Adviser of the EBRD Anton Usov has said.
The parties under the ERBD Green Cities program signed an agreement on the preparation of financing.
It is expected that the result of this work will be a loan of up to EUR140 million, Usov said on Facebook.
As reported, Kyiv, following Lviv, became the second city in Ukraine, which joined the EBRD Green Cities project.
In the autumn of 2018, the EBRD approved the extension of this program with the possibility of allocating additional financing in the form of various loans with a total volume of up to EUR700 million. According to the program’s website, it currently has over EUR1 billion of confirmed funding, of which more than EUR250 million has already been invested.
The Kyiv City Council at a plenary session on Thursday has amended the city’s budget for 2018, expanding the charter capital of municipal enterprise Kyivteploenergo by UAH 196 million.
The press service of the Kyiv City Council reported that the revenue target of the general fund of Kyiv’s budget was met by 108.4% in January-September 2018, which gave grounds for reviewing the revenues and expenditure of the document.
It was decided to assign UAH 196 million to expand the charter capital of Kyivteploenergo and UAH 100 million for education (payment of wages to teachers).
