The national procurement agency, the state-owned enterprise Medical Procurement of Ukraine (MPU), has announced additional procurement of medical products with a total expected value of UAH 1.81 billion at the expense of saved funds.
According to the website of the Ministry of Healthcare of Ukraine, the procurement will be carried out in the areas of adult and pediatric oncology, cardiovascular diseases, adult and pediatric hemophilia, hepatitis, cystic fibrosis, and blood donation.
The Ministry of Health clarifies that as of November 13, procurements totaling UAH 1.53 billion have been announced, which is 84.5% of the expected amount.
In 2023, the Ministry of Health saved UAH 2.5 billion in procurement, of which UAH 1.635 billion was spent on additional procurement.
The state-owned enterprise Medical Procurement of Ukraine (MPU) has delivered to hospitals 94% of the medical products purchased in 2022 for a total of UAH 5.1 billion.
According to the press release of the Ministry of Healthcare of Ukraine, more than 98% of the medical supplies procured in 2022 have been delivered to the warehouse of the state-owned enterprise.
“We deliver medicines almost every day, so we are able to quickly meet the needs of healthcare facilities when they arise,” the Ministry of Health clarified.
In addition, the Ministry of Health continues to deliver goods procured for the 2023 budget. So far, the goods purchased for the 2023 budget have been delivered to hospitals in the amount of over UAH 1.4 billion.
State Enterprise “Medical Procurement of Ukraine” (MZU) for seven months of 2023 within the framework of centralized procurement contracted 547 items of medicines and medical products for the amount of almost UAH 4 billion.
According to the Ministry of Health, the goods contracted in 2023 for the amount of more than 325.5 million UAH have already been shipped to medical institutions.
In addition, the Ministry of Health reminds that in 2023 it is planned to purchase medical equipment worth more than 2 billion UAH. We are talking about linear gas pedals, MRI machines, equipment for forensic medicine and other equipment.
The Ministry of Health also specifies that the medical goods purchased in 2022 with a total value of UAH 5.9 billion have already been delivered to hospitals.
The Ministry of Health reminds that in 2023 hospitals can use for the procurement of medical goods electronic catalog Prozorro Market, the medical part of which is administered by the Ministry of Health. Currently, the catalog has more than 3,800 medical goods of different categories. The volume of sales of medical goods through the e-catalog for the first seven months of 2023 is 285 million UAH.
The catalog for procurement in 2023 was used by 2,600 hospitals, which concluded 2,353 contracts, saving UAH 31 million.
Ukraine should simplify the procedure for import of medical equipment and medical products for signing long-term contracts with foreign producers after the completion of international purchases. Country Manager for Region Emerging East at Medtronic Stefan Linder told this to Interfax-Ukraine at the opening of the Odrex heart clinic in Odesa on Thursday, April 12.
“At present, the number of requirements and regulatory mechanisms that the Ukrainian side puts forward for medical products imported into its territory is so great that we cannot import them as easily as international organizations do. If this changes, then we will be very happy to agree to that long-term contracts with a national procurement agency,” he said. At the same time, he stressed the need to focus the efforts of the Ukrainian side on creating opportunities to “get independence from imports and create conditions within the country to meet the demand in the production of medical goods and medical equipment.”
