“Avtostrada” wins tender for construction of metro to Vynohradar

Avtostrada Group of Companies has been recognized as the winner of the procurement procedure for the construction of the metro in Vynohradar, its founder Maxim Shkil said.
“We will start work without advances, at the expense of our own working capital. For us, the decision to enter the metro construction market is strategic, the company has been preparing for this for 3 years,” Shkil wrote on Facebook.
According to the public procurement platform Prozorro, the winner of the tender was determined on July 12 with a price of UAH 13 billion 785 million, which is slightly lower than the stated expected cost of the purchase of UAH 13 billion 956 million 843 thousand 711.13. The decision can be appealed until July 18.
The terms of the procurement stipulate the completion of construction (5th and 6th launch complex) of the Syretsko-Pecherska subway line to the Vynohradar residential area by December 30, 2026.
Shkil said that before the start of work, a detailed analysis of the status of work performed by previous contractors is required. Next, it is necessary to compare the actual amount of work performed and those that should be performed in accordance with the existing design solutions. After that, it is necessary to adjust the project in terms of the scope, type of work, and cost.
“For this purpose, Avtostrada has its own design institute with a separate underground construction unit, where employees have considerable experience in metro design. Accordingly, we will start this stage of work immediately,” said the founder of the group of companies.
In parallel with the documentary work, it is planned to start the construction of the metro to Vynohradar in the coming months.
He noted that there are difficulties with organizing the construction process at the highest possible pace, i.e. nine construction sites with round-the-clock operation.
“In today’s realities, it is impossible to ensure such an approach from the very first days, as the subway construction industry has been practically lost over the past ten years. From the very first days, Avtostrada will engage its employees, and in parallel, to reach the maximum construction schedule, we will recruit and train personnel, which will actually revive the metro construction industry,” said Shkil.
According to him, a significant factor that will affect the pace of construction is timely funding from the state for the work.
“We set ourselves the task of reaching the full pace of work around the clock in all construction sites in 2025, provided that we have adequate funding. In total, we plan to employ more than 4000 people. The total investment in this project will be more than $50 million. Next month, the company plans to contract the necessary equipment for the construction of the subway for more than $30 million. In addition, to avoid construction interruptions, we are counting on loans and our own working capital of up to UAH 1 billion. – These funds will be used in case the customer has a delay in financing. This will allow us to cover short cash gaps and continue to operate,” Shkil said.
As reported, on May 13, Kyiv Metro announced a tender for the continuation of the construction of the Syretsko-Pecherska line towards the Vynohradar residential area with a total cost of UAH 13,956 million.
In December 2023, Kyiv Metro terminated the contract with Kyivmetrobud JSC in court due to unsatisfactory terms of construction works performed by the contractor. The claim also seeks to recover a portion of the prepayment, the use of which was not confirmed by the relevant acts of completion. As of May 2024, the facility has constructed a right distillation tunnel with a length of almost 1,250 meters from Mostytska station to Syrets station, and completed the construction of the main structures of the distillation ventilation unit. Also, the wall-in-soil method of enclosing structures, monolithic and reinforced concrete support of the pit with metal structures – with excavation and removal of soil – were partially installed; the main structures of the combined traction substation were built; two-tier tunnels were partially constructed, etc.

National Police announces tender for purchase of 30 special buses for UAH 124 mln

The National Police of Ukraine has announced a tender for the purchase of 30 specialized buses for a total of UAH 124.07 million by October 4 this year, according to the Prozorro electronic public procurement system.
According to the announcement of the open tender with specifics, bids are accepted until July 2, and the auction is scheduled for July 3.
The technical conditions of the tender provide for the supply of new (2024) intercity buses with soft seats, with at least 30 seats and at least three doors. The buses must be equipped with a diesel engine with a capacity of at least 4.5 liters and an environmental standard of at least Euro 5.
The bus must, in particular, have tinted windows in the passenger compartment, air conditioning and autonomous heating systems, a set of spare parts, a fire extinguisher, a first aid kit, and a blue beacon on the roof.
The warranty period is at least 2 years and/or 100 thousand kilometers.
The delivery period is up to 90 calendar days from the date of the contract conclusion or prepayment.
In particular, the participant must document the fact that in 2023 a similar contract (contracts) for the supply of at least 15 buses was executed.
The payment terms provide for payment upon delivery of the goods during the current budget period, or an advance payment of 45% of the cost of the goods, subject to justification of the need for an advance payment and its amount.

PJSC “Ukrnafta” announced tender for liability insurance services

PJSC “Ukrnafta” (Kiev) on June 25 announced a tender for liability insurance services for holders of a special permit for the use of oil and gas bearing subsoil in the development of oil and gas bearing subsoil in cases provided for by the law “On Oil and Gas”, reported in the system of electronic public procurement Prozorro.

The expected cost of the purchase of services is UAH 943,160 thousand.

According to the system, the last day for submission of tender offers is July 3.

“Chernobyl NPP” announced tender for MTPL insurance

State Enterprise “Chernobyl NPP” June 25 announced a tender for compulsory civil liability insurance of owners of land vehicles (CMTPL).

As reported in the system of electronic public procurement Prozorro, the expected cost of the purchase of insurance services is 103.8 thousand UAH.

Documents for participation in the tender are accepted until July 3.

“VUSO” has become only participant in tender of Oschadbank for voluntary medical insurance of employees with budget of UAH 115 mln

On June 17, JSC “Oschadbank” opened offers of bidders for voluntary medical insurance of employees with a budget of UAH 114.8 million, according to the e-procurement system “Prozorro”.

According to the report, the price offer of the only bidder IC “VUSO” amounted to UAH 114.2 million.

As reported, the company was the winner of a similar tender a year earlier.

IC “VUSO” was founded in 2001. The company holds 50 licenses: 34 – for voluntary and 16 – for compulsory types of insurance. It is represented in all regions of Ukraine. It is a member of ITSBU and UFS, a participant of Direct Loss Settlement Agreement and a member of Nuclear Insurance Pool.

“Kyivpastrans has again announced tender for purchase of trolleybuses for EUR50 mln with EIB financing

Kyivpastrans, as part of the implementation of the European Investment Bank-financed program “Urban Public Transport of Ukraine”, has announced a new tender for the purchase of 12m and 18m trolleybuses for a total amount of up to EUR50m.

According to the announcement published in the Official Journal of the EU, to which the AllTransUA portal refers, it is planned to purchase low-floor trolleybuses, as well as the necessary spare parts, tools and equipment.

Disclosure of the bids is scheduled for July 31. The first batch of trolleybuses should be delivered in 24 weeks after the receipt of the advance payment by the supplier, and the entire contract is designed for 78 weeks.

As reported, under this loan agreement with the EIB, Kiev has already tried twice to purchase trolleybuses – the tender announced in November 2022 failed, and the one announced in August 2023, with bids submitted by the Czech Republic’s Škoda and Turkey’s Bozankay, was recently finally canceled, according to AllTransUA.

“Unfortunately, just like last time, single and two-section trolleybuses are to be delivered within one lot, and the quantity ratio is not specified in the announcement. This creates exactly the same problems as last time, when Ukrainian manufacturers could not participate, and foreign manufacturers offered a purely formal number of two-section trolleybuses (1 and 3 pcs.),” – notes AllTransUA.

As reported, the EIB and Kyiv Mayor Vitaliy Klitschko on December 10, 2021 signed a loan agreement for EUR100 million for the project of renewal of the trolleybus fleet, as well as the car fleet of the capital’s metro. This was the first loan from the EIB in Ukraine offered directly to the city without state guarantees.
