The French group of companies Qair, specializing in the construction of RES facilities, will build in Moldova the country’s largest wind power plant (WPP) with a capacity of 27.5 MW, the company said. Qair has won the relevant tender in Moldova.
The report also notes that in Romania, the group has been awarded a second 50MW contract for price difference (CfD) for its 100MW Cobadin wind farm under construction in the Constanta region, and is also constructing an 8MW wind farm in Bordei-Verde, a project supported by the EU. With the wind power project in Moldova, the total capacity of the company’s wind power plants under construction will amount to 135.5 MW.
“The signing of the agreement in Moldova reflects the growing complementarity of the Moldovan and Romanian markets, which are now coordinated by a single operator. This allows Qair to optimize asset management and maximize the return on its investment in the region,” the statement said.
Qair also has 1.7 GW of wind, solar and energy storage capacity in operation or under construction in the UK, Poland, Germany and France. The group is developing a portfolio of projects totaling 34 GW in 20 countries in Europe, Latin America and Africa.
In June, Moldova’s Ministry of Energy identified 4 companies that will invest €200 million over three years to build wind and solar parks with a total capacity of 165 MW. A new round of tenders for the construction of RES with an estimated capacity of up to 173 MW is scheduled for October 2025.
The development of RES generation in Moldova will contribute to the realization of the authorities’ plans to ensure at least 30% of electricity consumption from renewable sources by 2030. In 2024, Moldova’s RES generation generated 691,000 MWh of electricity, representing 16.7% of annual consumption.
The National Energy and Utilities Regulatory Commission of Ukraine (NEURC) has set a feed-in tariff for the first stage of a wind power plant of EuroCape Ukraine I LLC (Zaporizhia region) with a capacity of 98.01 MW in the amount of 8.82 eurocents per kWh.
According to the decision adopted at the meeting on April 22, the tariff is valid until January 1, 2030.
The first stage of Zaporizhia wind farm consisting of 27 GE Renewable Energy wind turbines with a capacity of 3.6 MW in accordance with the SACI certificate was commissioned on April 7, 2021. The planned annual volume of electricity supply from the facility is 325.5 million kWh.
As reported, EuroCape Ukraine I announced plans to build 500 MW wind farms in Zaporizhia region back in 2009, however, in particular, due to problems with land allocation, the project entered the construction stage only in mid-2019.
Lending for the construction of the wind farm is carried out with the financial support of the U.S. International Development Finance Corporation (DFC, formerly OPIC), which in December 2017 approved a loan for $ 150 million and insurance with reinsurance in the amount of up to $ 320 million. The total cost of construction of the wind farm was then estimated at EUR466 million ($ 560 million).
In July 2019, General Electric (GE) and LongWing Energy SCA (Luxembourg) issued a $ 150 million debt financing package for the first stage of Zaporizhia wind farm.
EuroCape Ukraine I is part of EuroCape New Energy Ltd of the international concern Eurocape Group, which is engaged in the development and construction of wind and solar energy facilities. In addition to its activities in Ukraine, the concern also has large-scale projects in France, Italy, Romania and Poland.
Cyprus-based LongWing Ukraine Limited (formerly Eurocape (Ukraine) Limited) is a 100% beneficiary of EuroCape Ukraine I.
Touchstone Capital Group (the U.K.) is interested in a project to build an offshore combined solar and wind power plant in Ukraine, the press service of Ukraine’s Energy and Coal Industry Ministry has reported after a meeting of profile specialists of the ministry with a delegation of the company. “At the meeting, representatives of the company presented a project for the offshore combined solar and wind power plant with a gigawatt power capacity, which is unique not only for Ukraine, but also for the nearest neighboring countries. Its additional advantage is the availability of its own balancing capacities, which will ensure a more even schedule of electricity production. The project also envisages the use of a significant (more than 30%) share of components of Ukrainian production,” the ministry said in a statement.
The ministry said that it is important that the implementation of these large projects occur in accordance with the actual state and the plan for the development of the electricity transmission system, and does not lead to deterioration in the operational security of the country’s power grid.
In turn, representatives of Ukrenergo at the meeting reminded: 70-80% of the projects for the construction of “green generation” is being implemented in the southern region of Ukraine (Zaporizhia, Kherson, Mykolaiv and Odesa regions), which is energy-efficient and simultaneously lacks maneuvering capacities.
