Ukraine cancels export licensing for many food products

Ukraine has abolished the need to obtain licenses for the export of live cattle, chicken, frozen beef as well as meat and edible meat by-products and flour from them.
Corresponding changes to the list of goods, export and import of which in 2023 are subject to licensing, made by the decision of the Cabinet of Ministers № 472 of May 12, published on its website.
In addition, the liberalization affected the export of eggs, rye, oats and millet.
At the same time, exports of buckwheat, sugar and mineral fertilizers are still subject to licensing.

“Nova Posta” partially lifted restrictions on sending food products to Poland

“Nova Posta”, the leader of express delivery in Ukraine, partly lifted restrictions on sending food products to Poland in international parcels, the press service of the company said.
“The government of Poland lifted restrictions on the import and transit of certain types of food products. As a result, Nova Posta has resumed accepting some products as part of international parcels that are sent to the EU,” the company said in a press release Wednesday.
In the list of products that can be sent abroad again: chocolate and chocolates with stuffing, waffles, cookies, gingerbread, chewing gum, crispbread, croutons and toast, ready-made sauces, ketchups, mustard, canned fish or fish roe – provided that such products are suitable for long-term storage, transported only in original undamaged packages and do not require special temperature storage mode. The total weight of products that are approved by customs authorities for shipment abroad is 10 kg.
However, it is specified that it is prohibited to ship meat, animal products, products of short-term storage or products that require a special temperature regime, dairy and fermented dairy products (including canned condensed milk). canned condensed milk); fruits, vegetables, edible fruits in any form (fresh, dried, dried, canned); nuts, seeds, coffee, tea; vegetable oils; grains and cereals and flour; cereals; sugar, syrups, jams, jams, fruit jellies, marmalade, marshmallows; purees and pastes of fruits or nuts, natural and artificial honey, fruit juices, vinegar, spices and eggs.

Nova Posta group of companies has suspended acceptance of food products for shipment to all EU countries due to import restrictions imposed by the Polish customs, the company’s press service said.
“We are waiting for further clarification from the governments of Poland and Ukraine to clarify the possible terms of resumption of such shipments,” the statement said.
All branches of “Novaya Posta” temporarily do not accept any products in international parcels that are sent to the EU, due to the introduction of temporary restrictions on the import and transit of a number of food products from Ukraine – sugar, cereals, confectionery, fruits, vegetables and others.

Hungary will allocate funds for transportation of food products within “Grain from Ukraine” initiative

Hungary will allocate funds for the transportation of food products from Ukraine within the “Grain from Ukraine” initiative, as well as provide logistical support, said the President of Hungary Katalin Novak.
“We support Ukraine at the bilateral level. We have allocated more than 172 million euros, and today Hungary has committed to provide $3.5 million to ensure the transportation of 10 thousand tons of wheat and food products,” – said Novak at the summit on food security.
She also called for the use of the Ukrainian-Hungarian border as an additional food transportation channel.
“We support not only financially, we also support logistically. Our special terminal on the border between Hungary and Ukraine should increase and speed up the transportation of necessary goods,” the president said.
“And, of course, this is all happening because of the war in Ukraine. And democratic channels must be restored. In the end, there must be a just peace, a peace for all of us,” she stressed.

UKRAINE REMOVED NUMBER OF FOOD PRODUCTS FROM LIST OF CRITICAL IMPORTS, WHILE NEW PRODUCTS WERE ADDED TO LIST – FULL LIST

Milk, yogurt, butter, flour confectionery and a number of other food products have been removed from the list of critical imports, which at the same time has new positions: farm animals, cut flowers, yeast, planting material and other agricultural products.
The Cabinet of Ministers made the relevant changes to Decree No. 153 of February 24 on the list of critical imports by its Decrees No. 553 of May 3 and No. 554 of May 7.
Thus, non-condensed milk and cream are no longer critical imports to Ukraine; butter and other fats from milk; milk pastes; prepared foods from cereals, flour, starch or milk; flour confectionery prepared without the addition of vinegar or acetic acid vegetables (except nuts preserved in sugar).
Tomatoes, yogurt, potato starch and peanuts are also removed from the list.
In turn, the list of critical imports includes live farm animals (cattle, pigs, sheep and goats), products of animal origin (caeveta and musk; bile, including dry bile), as well as glands and other products of animal origin used to make pharmaceuticals.
The list dated May 3 was replenished with live plants for further cultivation: seedlings, cuttings and rootstocks, bulbs, tubers, roots and rhizomes that are in a state of vegetative dormancy, vegetation or flowering. Also on the list were mushroom mycelium; trees, bushes and shrubs with edible fruits or nuts, cut flowers, parts of plants and buds for bouquets or ornamental purposes.
In addition, critical imports are expanded by hop cones, yeast (active or inactive), prepared baking powders, glycerine, cocoa-containing finished products and cocoa waste, refined and unrefined olive oil, roasted malt.
As reported, the proposal to exclude dairy products from the list of critical imports was submitted in April by the Union of Dairy Enterprises of Ukraine association. According to her, since the beginning of the military invasion of the Russian Federation into Ukraine, 60-65% of the country’s milk processing enterprises have already resumed work, and the current volumes of their production are able to provide the Ukrainian market.
After the start of Russia’s military aggression on February 24, the government on the same day, by decree No. 153, determined a list of critical import goods, for the purchase of which the National Bank of Ukraine allows buying foreign currency. Since then, the government has changed this list more than 10 times.
According to the NBU, by mid-April, the list of critical import goods covered about 88% of all imports to Ukraine in 2021. At the same time, the National Bank does not yet call for abandoning it, since this list also contains services that are more difficult to analyze and account for.

USA CANCELS DUTY-FREE IMPORT OF 155 TYPES OF UKRAINIAN GOODS DUE TO COPYRIGHT INFRINGEMENT, LIST INCLUDES FOOD PRODUCTS, WOODWORKING INDUSTRY, ENGINEERING, ELECTRICAL APPLIANCES

The effect of the Generalized System of Preferences, which allows for duty-free import of more than 3,500 types of goods from Ukraine to the United States, has been suspended for 155 types of Ukrainian goods from April 26, the Ukrainian Economic Development and Trade Ministry reported on Saturday, May 5. “A total of 155 types of goods fall under the restrictions, in particular, some products of the food, light, woodworking industry, engineering, and some electrical appliances,” the ministry said.
The Office of the U.S. Trade Representative enacted these restrictions from April 26 this year, 120 days after the publication of the respective presidential proclamation of December 22, 2017.
“The Economic Development and Trade Ministry has been in constant dialogue with the U.S. government and is working to resolve the problem. At the same time, the lifting of the restrictions largely depends on the adoption by the Verkhovna Rada of bill No. 7466, known as the bill on the organization of collective management,” the report says. It recalls that the bill drafted by the ministry is aimed at establishing an effective and transparent system of collective management of property rights in the field of copyright and related rights in Ukraine. The document was adopted at first reading on March 1. On April 19, MPs began its consideration at second reading.
