According to Serbian Economist, President of Montenegro Jakov Milatovic has sent to the President of Parliament Andrija Mandic a proposal to amend the Constitution to enshrine the general rule on non-working Sundays and days of public and other holidays for employees of the country.
According to the initiative, it is proposed to supplement Article 64 of the Constitution with the provision that employees in Montenegro do not work on Sundays and public holidays provided by law, while the possibility of establishing exceptions by law for certain activities is allowed, when it is necessary to protect the public interest.
In the justification, Milatović pointed out that the Constitutional Court on January 28, 2026 struck down as unconstitutional Article 35a of the Law on Internal Trade, which restricted the work of trade on Sundays and holidays, citing the violation of freedom of enterprise and the principle of equality.
Milatović also emphasized the importance of the trade sector for the country’s economy, noting that it employs almost 20% of workers and generates about 14% of GDP, according to data cited in the document, and workers’ rights should have a predictable legal basis.

IC “Express Insurance” in 2025 settled 2442 insurance events under compulsory insurance of civil liability for a total amount of UAH 102.9 million, which is 42% more than in 2024, according to its website.
It is noted that in the structure of payments during the year were represented both cases of compensation for damage to property, and compensation for harm caused to the health of victims under contracts MTPL.
The company informs that in this reporting period in 59% of cases the registration of the insured event was carried out with the participation of the police, another 41% – through the procedure of “europrotocol”.
Last year, the level of financial obligations under CMTPL insurance is illustrated by the maximum amounts paid out for individual insurance events. The largest payout with the participation of the police amounted to UAH 250 thousand, and in cases formalized by the procedure of “europrotocol” – 186.2 thousand UAH.
It is noted that at the end of 2025, payments under CMTPL insurance were formed in the conditions of growth of settlement volumes and application of various procedures for registration of insurance events.

In 2025, the State Service of Ukraine on Food Safety and Consumer Protection conducted almost 22 thousand inspections of advertising media. This is 14% more than in 2024. More than half of the inspections concerned outdoor advertising. A total of 4,085 violations in advertising were detected last year, a 1.5-fold increase in violations over the year. Businesses in Kharkiv, Kyiv, and Chernihiv regions received the most comments. The total amount of fines amounted to UAH 10.68 million. More than a quarter of violations concern the use of non-state languages in advertising.
21,938 advertisements were checked last year in Ukraine, which is 14% more than in 2024. After a sharp decline in the first year of full-scale advertising, the number of inspections of advertising media has been growing year on year, although it has not yet reached the level of 2021. Although there are fewer inspections, violations are found by a third more than before the full-scale campaign.
More than half of the inspections last year concerned outdoor advertising – 11,037. At the same time, the State Service of Ukraine on Food Safety and Consumer Protection has become more active in checking promotions on social media and websites: 2,695 investigations.
On average, violations were found in every fifth case – 4,085. However, it is worth noting that there may be several violations on one checked advertising medium. In general, the number of observations increased by one and a half times over the year.
What violations in advertising are businesses fined for?
About a quarter of all violations relate to advertising in non-state languages – 1,075 cases. In more than half of the cases, the violators were businesses from Kharkiv region: 672 fines. Other frequent violations include advertising of alcohol (320 cases), medicines (276), and cigarettes (195).
Businesses in Kharkiv region were the leaders in terms of the number of violations: 1014 violations were found in 1248 ads studied. This is the highest figure in the country. By comparison, Kyiv, where the most inspections were conducted (3,256), found only 514 violations, which is the second highest. Businesses from Chernihiv region round out the top three violators of advertising rules: 304 observations were made in 2,646 inspections.
In total, almost UAH 10.68 million worth of remarks were issued, which is 4,227 fines. On average, a business pays UAH 2,526 for non-compliance with advertising rules.
Violations of advertising rules were most expensive in Zaporizhzhia region, where the average fine reached UAH 4,500, and the lowest average amounts were recorded in Sumy region – UAH 1,050.
Businesses voluntarily paid 61% of fines in the amount of UAH 6.65 million. Another 17% were collected from violators by force. And only 3% of entrepreneurs were able to appeal the decision of the State Service of Ukraine on Food Safety and Consumer Protection in the amount of UAH 455 thousand in courts.

In Cyprus from January 1, 2026, changes affecting the processing of real estate transactions and taxation on the sale of assets came into force, according to the explanations to the reform.
The key simplification for new transactions is the complete abolition of stamp duty (Stamp Duty) for sale and purchase agreements signed from January 1, 2026. Previously the levy was calculated on the value of the transaction and required separate procedures, it is now zero-rated for new contracts.
Lifetime capital gains tax deductions (CGT) have also been revised, which may reduce the taxable base for real estate sales by individuals. In particular, the limits of the personal deduction, the exemption for agricultural land and the deduction for a principal residence (subject to fulfillment of conditions and proof of documentation) have been increased. These parameters apply to contracts entered into starting in 2026.
A separate block of the reform relates to transactions involving shares in real estate companies. The threshold at which the sale of shares/shares qualifies as a real estate transaction for CGT purposes has been lowered – this increases the tax due diligence requirements for purchases of corporate shells with properties on the balance sheet.
In addition, exemptions for real estate exchange and barter schemes in development (e.g., when land is transferred to a developer in exchange for finished objects) have been extended, and control over compliance with tax procedures has been strengthened: if the parties are in arrears, transfer of ownership rights may be blocked, and Tax Clearance checks have become tougher.
According to the Department of Land and Cadastre of Cyprus (DLS), in 2025, foreign buyers (excluding Cypriot citizens) registered 7,255 sale contracts (sale contracts), of which 4,809 – buyers from outside the EU; the number of transferred objects (transfers/sales) amounted to 4,195 (2,234 – buyers outside the EU).

Ukraine will open ten export centers in European countries by the end of the current 2026, Ukrainian President Volodymyr Zelensky said.
