The state-owned enterprise “Boryspil International Airport” (Kyiv) announced a tender on April 27 for the procurement of compulsory civil liability insurance for owners of land vehicles (OSAGO), according to the Prozorro electronic public procurement system.
The estimated cost of the services is 543,600 UAH.
The deadline for submitting bids is May 5.
The winner of a similar tender in April of this year was Guardian Insurance Company.
“Shlyakhrembud,” a municipal specialized contractor for road repair and construction in Kharkiv, announced a tender on April 24 for compulsory motor third-party liability insurance for owners of land vehicles.
According to the Prozorro e-procurement system, the estimated cost of the services is 7.679 million UAH.
The deadline for submitting bids is May 2.
As previously reported, the winner of a similar tender a year earlier was the insurance company “Kraina.”
On April 8, JSC “NAEK ”Energoatom” (Kyiv) announced a tender for compulsory motor vehicle liability insurance for owners of land vehicles.
According to the Prozorro electronic public procurement system, the total estimated cost is 250,998 thousand UAH.
The deadline for submitting tender documents is April 16.
IC “Express Insurance” in 2025 settled 2442 insurance events under compulsory insurance of civil liability for a total amount of UAH 102.9 million, which is 42% more than in 2024, according to its website.
It is noted that in the structure of payments during the year were represented both cases of compensation for damage to property, and compensation for harm caused to the health of victims under contracts MTPL.
The company informs that in this reporting period in 59% of cases the registration of the insured event was carried out with the participation of the police, another 41% – through the procedure of “europrotocol”.
Last year, the level of financial obligations under CMTPL insurance is illustrated by the maximum amounts paid out for individual insurance events. The largest payout with the participation of the police amounted to UAH 250 thousand, and in cases formalized by the procedure of “europrotocol” – 186.2 thousand UAH.
It is noted that at the end of 2025, payments under CMTPL insurance were formed in the conditions of growth of settlement volumes and application of various procedures for registration of insurance events.

As reported in the system of electronic procurement Prozorro, the company’s price offer amounted to UAH 289.5 thousand against UAH 850.7 thousand of the expected cost of purchasing services.
The tender was also attended by the insurance company “Guardian” with a proposal of UAH 381.2 thousand, “Arsenal Insurance” with a proposal for a hryvnia more than that of ‘Guardian’, and IC “Unica” – UAH 666.6 thousand.

The average premium under contracts of compulsory motor third party liability insurance (CMTPL) in January-December 2025 (cumulative total) amounted to UAH 3.163 thousand, which is 2.32 times more than for the same period a year ago (UAH 1.362 thousand), reported the Motor (Transport) Insurance Bureau of Ukraine (MTSBU).
It is also noted that the average damage for 12 months of this year increased by 33%, to UAH 45,050 thousand against UAH 33,849 thousand for 12 months. 2024.
The average payment for damage caused to property as a result of road accidents amounted to UAH 58,048 thousand (+35,9%), according to “europrotocol” – UAH 29,478 thousand (+56,9%), and for damage to health – UAH 60,977 thousand (+11%).
The MTSBU reports that insurance companies in January-December 2025 increased the collection of insurance payments under CMTPL insurance policies 2.14 times – up to UAH 23.642 billion, and paid out UAH 6.802 billion (+41.4%).
The MTSBU is the only association of insurers in Ukraine that provides compulsory insurance of civil liability of owners of motor vehicles for damage caused to third parties. 26 insurance companies are members of the Bureau.
