Some 65% of retailers surveyed by international company Colliers Ukraine expect recovery in the Ukrainian retail market in the next year or two.
“Over the entire period of the spread of the pandemic, retailers have adapted their business processes and potentially understand where to move. As soon as the tough quarantine restrictions are eased this year, we can state the presence of deferred demand from buyers. After the quarantine, in a fairly short period of time, there is a stabilization of tenants’ turnover,” Director of Retail Agency at Colliers Ukraine Ihor Zabolotsky has told Interfax-Ukraine.
Colliers Ukraine told Interfax-Ukraine that more than half (55%) of surveyed retailers were more comfortable with the total restrictions of this year, or were more prepared for the next closure of their outlets than in 2020. In particular, if last year almost 35% of surveyed retailers expected that it would take six months to recover the situation, then according to the results of the 2021 survey, only 13% believe that it will take six months to restore the pre-quarantine indicators after the spring quarantine in 2021.
As retailers note, online sales cover a larger percentage of operating costs this year compared to spring 2020.
Anti-crisis measures that retailers used to cut expenditures during the lockdown were also softer. As noted in Colliers Ukraine, this year the number of retailers who sent their staff on unpaid leave has decreased. Compared to spring 2020, the share of retailers who cut staff and closed outlets as anti-crisis measures decreased from 69% to 50%.
Some 60% of retailers noted the presence of supply disruptions during the spring of 2020, this year only 40%.
According to Zabolotsky, this year the number of operators who plan to reduce their outlets in the short term has decreased to 24% from 36% in 2020. About a third of retailers are planning to expand their chains (15.5% in 2020).
The expert added that today there are changes in the standard commercial terms of lease agreements: in a number of new agreements, the emphasis has shifted towards the percentage of turnover.

Ukraine has registered 1,188 new cases of coronavirus (COVID-19), as well as 4,682 recoveries and 55 deaths in the past 24 hours, the Ukrainian Health Ministry press service said in a statement on Thursday.
“Ukraine registered 1,188 new cases of COVID-19 on June 17, 2021. In particular, 62 children and six medical workers contracted the virus. Over the past day, 601 persons were hospitalized, 55 died, and 4,682 recovered,” the ministry said on Telegram.
Ukraine reported 1,045 contagions the day before.
As of this date, Ukraine has recorded 2.227 million cases of COVID-19, including 2.146 million recoveries and 51,902 deaths.

The Ukrainian government has approved the terms of a tender for the sale of United Mining and Chemical Company with a starting price of UAH 3.7 billion.
The government informed Interfax-Ukraine that the Cabinet of Ministers adopted the corresponding decision at a meeting on June 16.
Earlier that day, the State Property Fund at the Ukraine.30 forum announced the holding of this tender in August this year.
Head of the State Property Fund Dmytro Sennychenko explained to the Interfax-Ukraine agency on the sidelines of the forum, the fund submitted the necessary documents to the government on April 27.
“We have done our job. As soon as the Cabinet of Ministers makes a decision, it will take two months until the auction,” Sennychenko said.
United Mining and Chemical Company state enterprise began its actual activity in August 2014, when the government of Ukraine decided to transfer to its management the property complexes of Vilnohirsk Mining and Metallurgical Plant (Dnipropetrovsk region) and Irshansk Mining and Processing Plant (Zhytomyr region). Then it was transformed into PJSC, and then – into PrJSC.
Independent experts as part of selection committees that select and vet officials for Ukraine’s judiciary and anti-corruption institutions will achieve changes that will be the most fundamental renewal of Ukraine’s judiciary since independence, the U.S. Embassy and EU delegation to Ukraine said.
“The involvement of independent experts is in compliance with international standards: their crucial role is temporary and justified by the extraordinary circumstances presented by the opportunity Ukraine now has to take a decisive step toward its destiny as a modern European nation,” a joint statement by the U.S. Embassy and the Delegation of the European Union posted on the website of the U.S. Embassy on Wednesday reads.
According to the diplomats, to seize that destiny, “we, as friends of Ukraine, stand with Ukraine’s leaders and ask them to act with political courage.” “As they consider the future, we urge them to think back upon the desires of the Ukrainian people. It is reform they demanded during the Revolution of Dignity and voted for, over and over again, in elections. It is now up to Ukraine’s leaders to make good on their promises. When they do so, there is no doubt but that the Ukrainian people will thank them,” it says.
The U.S. Embassy and the Delegation of the European Union believe that one critical prerequisite for the success of these reforms is the role independent experts, nominated by international partners of Ukraine, in the commissions that select and vet the individuals who serve in Ukraine’s judiciary and anti-corruption institutions — bodies that have enormous power to shape the future of Ukraine.
“It is a future where the country either remains beholden to the powerful interests who use their resources to protect themselves from justice or where all are entitled to equal protection before the law. Because these commissions will ensure that candidates with the highest professional competence and integrity will be selected as Ukraine’s future judges, Special Anti-Corruption Prosecutor, and NABU Director – those who will hold the corrupt to account – they have an important role in shaping Ukraine’s destiny,” the statement reads.
It is noted that for the same reason, the role of independent experts has become one of the most important issues in discussions about the future of the reform agenda in Ukraine.
“Independent experts threaten those who benefit from the current system and seek to retain control over the levers of power in Ukraine. Ukraine has proven that this is a successful reform model to ensure that a commission serves the Ukrainian people, and not the vested interests that seek to control it. The ongoing competition for the SAPO leadership serves as proof that independent experts’ decisive role in the selection process is critical to ensure that decisions are merit-based and not politically-motivated,” it says.
It is also noted that he Venice Commission clearly stated that giving the international members a prevailing vote in case of a tie after a repeat vote is acceptable from the viewpoint of national sovereignty, given that final decisions remain with the appointing body.
“The current draft laws, including on the High Qualification Commission of Judges, that are now in parliament need to be aligned with the Venice Commission opinion before their second and final reading,” the U.S. Embassy and the Delegation of the European Union stated.
