President of Ukraine signs law on mandatory placement of bomb shelters in new buildings

On August 22, President of Ukraine Volodymyr Zelensky signed a law on amendments to some legal acts of Ukraine on measures of civil protection during planning and development of territories, which, in particular, provides for mandatory placement of bomb shelters in new buildings.
According to the press service of the Ministry for Communities and Territories Development of Ukraine, the law provides for a change in approaches to the forming of a system of civil protection structures in the planning and development of territories at the stage of urban planning documentation at the regional and local levels. In particular, the documentation must necessarily contain a section of engineering and technical measures for civil protection, defining a plan for the development of protective structures and ensuring unhindered access to shelters.
“Today, more than ever, Ukraine needs the development of a network of reliable shelters and storage facilities that will protect people from the risks associated with hostilities. The development of such a network should become mandatory and ubiquitous, which will make our communities safer and more secure,” Minister for Communities and Territories Development of Ukraine Oleksiy Chernyshov said.
As reported, the Verkhovna Rada adopted respective bill No. 7398 on July 29.

KYIVSTAR MOBILE OPERATOR PROVIDES 1,000 BOMB SHELTERS IN UKRAINE WITH FREE INTERNET

By now, the mobile operator Kyivstar has provided 1,000 bomb shelters all over Ukraine with free home internet.
According to the press service of the company on Thursday, Kyiv, Zhytomyr, Rivne, Lviv, Dnipro, Obukhov, Khmelnitsky, Belgorod-Dnestrovsky, Chernivtsi, Zaporozhye, Lutsk, Nikolaev and others receive this service from the operator.
Every day, the company connects an average of 15 new locations and accepts applications for connection.
According to the operator, in order to apply for connecting a bomb shelter to the Internet, you need to send a request to the email address wifi@kyivstar.net, indicating your contacts and connection address. Within a few days, a technician will provide feedback on connectivity and the required time to complete the request.
Kyivstar notes that today, since the beginning of the war, the company has already provided subscribers with free services worth more than UAH 400 million. In addition, she transferred more than UAH 30 million in charitable assistance for the humanitarian needs of the military, hospitals, the elderly and those affected by the war.

CONSTRUCTION OF BOMB SHELTERS IN NEW HOUSING CAN BE REGULATED AT LEGISLATIVE LEVEL

The construction of bomb shelters in new housing can be regulated at the legislative level, said Elena Shulyak, leader of the Servant of the People party.
“Will there be new buildings with bomb shelters? We plan to resolve this issue at the legislative level, with prescribed norms and rules. I’m sure this should become one of the requirements of users of such housing and premises,” the people’s deputy wrote on Facebook.
According to Shulyak, the role of bomb shelters can also be performed by specially designed fortified underground parking lots.
The People’s Deputy recalled that the Verkhovna Rada adopted in the first reading bill No. 7198, which provides for the restoration of housing destroyed by the occupiers at the expense of the state.
As reported, President of Ukraine Volodymyr Zelensky supported the idea of introducing a rule on mandatory shelters into state building codes.
