Ten Ukrainian and Turkish companies have applied for participation in the tender for the construction of a new airfield at Dnipropetrovsk airport.
According to the information on the tender page in the ProZorro portal, participants in the tender will be: Ozaltin, Metag Insaat Ticaret AS, ONUR Construction International (all located in Turkey); Altcom, Olvia, SMT No.8, Rostdorstroy, Altis-Construction, Avtomagistral-Pivden (all located in Ukraine), as well as the Ukrainian-Turkish Black Sea Consortium.
“The next step is an auction among selected participants. We plan to hold it in the first decade of December. We made the technical task as simple and transparent as possible for maximum openness and competition of both Ukrainian and international construction companies,” Head of the State Agency for Infrastructure Projects of Ukraine Kyrylo Khomiakov wrote in his Telegram channel.
The expected cost of the main work on the construction of a new airfield in Dnipro is UAH 5.69 billion.
In the 2021 draft budget submitted by the Cabinet of Ministers for the second reading, UAH 1.4 billion is expected for the construction of the airfield.
The plan of the Big Construction program as of mid-November 2020 was already completed by 87%, the Big Construction project office at the President’s Office of Ukraine has told Interfax-Ukraine.
“For all of us, Big Construction is, first of all, a significant managerial and media challenge. Some 87% of completed objects speak for themselves – this is an absolute record of completion for all the years of independence. By the end of the year, they should approach 95%,” Deputy Head of the President’s Office Kyrylo Tymoshenko said.
According to the office, by mid-November, work was completed at the following facilities: schools – 93%, state roads – 92%, kindergartens – 89%, sports facilities – 87%, local roads – 81%, piece structures – 78%.
In total, within the framework of the Big Construction program, announced by President of Ukraine Volodymyr Zelensky in early 2020, it was planned to update and build 6,500 km of state and local roads, more than 150 artificial structures, 100 schools, 100 kindergartens, 100 sports facilities.
According to Tymoshenko, in 2021, in addition to the continuation of current projects (roads, schools, medical institutions, etc.), new infrastructure areas will be added to the Big Construction program: updating checkpoints on the borders of Ukraine and their entrances, a government program for affordable housing, public-private partnership projects in the medical field, the development and renewal of regional aviation infrastructure.
As reported, the Verkhovna Rada of Ukraine on September 18 adopted bill No. 3991 on amendments to the state budget. The matter concerns the allocation of UAH 3.16 billion of unused state funds for infrastructure projects, a significant part of which is unfinished construction.
President of Ukraine Volodymyr Zelensky says that the implementation of the Big Construction program will not end after the local elections scheduled for October 25.
“To implement the Comfortable Country program we started Big Construction. And this is not just the name of the next state program. Everyone can see that the country is really undergoing a lot of construction works. We unite Ukraine, not only with the help of ideology but with roads and bridges as well,” Zelensky said during his annual address to the Verkhovna Rada on Tuesday, October 20.
“This year these are 4,000 km of national roads and 2,000 km of local roads, 100 schools, 100 kindergartens, 100 sports facilities, 210 reception services with the latest medical equipment. When we announced these numbers at the beginning of the year, many did not believe. But most of these facilities are already finished, and by the end of the year we will fulfill this plan,” the head of state added.
The president stressed that the current government is not delaying, but finishing the construction of a number of facilities, which began in previous years.
“Despite the long tradition of Ukrainian policy, Big Construction will not end after the local elections, but will become even larger,” Zelensky added.
President of Ukraine Volodymyr Zelensky believes that Ukraine and Turkey could jointly do a lot in the field of aircraft construction and the creation of unmanned aircraft systems.
“As for the Antonov aircraft, we are certainly pleased with the interest in this enterprise. It is just as logical that in the field of aircraft construction, we can do a lot together with our Turkish friends,” he said in an interview with the Demirören Turkish news agency, answering a question whether there are new joint projects that the two countries plan to implement in the defense industry, and whether it is possible to start joint production of Turkish unmanned aircraft and the Antonov aircraft.
Zelensky said that Turkish unmanned aircraft have proven to be the best. “This is exactly the type of hardware that can completely change the situation on the battlefield. We are certainly interested in joint production. There is nothing special to explain, everything is simple. Turkey is showing serious success in this sector, and we purchase these products. Ukraine, in turn, produces engines for unmanned aircraft. Therefore, the launch of a joint venture is a natural move,” he said.
The president also said that these are far from all areas in which Ukraine can and expects to cooperate with Turkey in the context of the defense industry. “Engine building, development of air defense systems, joint production of a corvette-class ship. The potential for cooperation is huge,” Zelensky said.

The construction of a multi-field hospital in Berehove will be finished in 2021, Ukrainian President Volodymyr Zelensky said during his working trip to Zakarpattia region.
“We were in Berehove as well. It was very important for us to invest, both politically and geopolitically. Next year we will finish the construction of the multi-field hospital in Berehove. We know that Hungarians are our neighbors, and we need to find mutual understanding, we must always find a dialogue. However, it is important for us that we are constructing hospitals there, next to our neighbors, we are investing in Ukraine, and not only, as they say, Hungary is thinking about Zakarpattia,” the president said at the press briefing in Zakarpattia region on Friday.
