This week, the Ministry of Digital Transformation (Mintsifr) added four new issues of military domestic government bonds (OVDPs) with maturity dates from April 2025 to June 2026 to Diia, traditionally naming them after the occupied cities, towns and territories in Ukraine.
In particular, the bonds are “Sudak” with a nominal rate of 16.24% per annum and a maturity date of April 30, 2025, “Gurzuf” – 15.25% and June 4, 2025, “Lazurne” – 14.72% and September 10, 2025, “Dzharylgach” – 15.47% and June 10, 2026.
The Ministry of Digital Transformation reminded that with the addition of new securities, the total number of them in Diia has increased to 11. Now you can also buy there issues maturing on November 20, 2024 (Askania Nova), January 15, 2025 (Simferopol), March 12, 2025 (Makiivka), June 18, 2025 (Yevpatoria), July 23, 2025 (Dzhankoy), October 15, 2025 (Kerch) and January 28, 2026 (Bakhchisarai).
The intermediaries are the state-owned Sens Bank (formerly Alfa-Bank) and Ukrgasbank, as well as ICU, bond.ua and Kinto.
As of September 6, there were UAH 1 trillion 677.30 billion worth of domestic government bonds in circulation. The largest portion is held by commercial banks (UAH 742.74 billion) and the NBU (UAH 677.60 billion), while legal entities and individuals hold UAH 166.46 billion and UAH 63.52 billion, non-residents UAH 26.22 billion, and territorial communities UAH 0.76 billion, respectively.
Since the beginning of the year, individuals have increased their investments in domestic government bonds by UAH 11.89 billion, while their total volume in circulation has increased by UAH 105.67 billion. According to the Settlement Center, there were almost 193 thousand investors in Ukraine as of September 1 this year, compared to 166.1 thousand at the beginning of the year.
The National Bank clarified that in January-August this year, the government of Ukraine raised almost UAH 319 billion in equivalent from the placement of domestic government bonds at auctions: UAH 232.96 billion, $1 billion 456.6 million and EUR670.8 million. UAH 133.94 billion, $1 billion 126.6 million, and EUR 841.2 million were allocated to redeem previously issued bonds during this period.
Thus, the state budget for the first eight months of this year was financed by UAH 105.20 billion in domestic government bonds, including UAH 9.11 billion in August.
At the latest primary auctions on September 3, the Ministry of Finance maintained the placement rate for one-year hryvnia bonds at 14.65% and raised the rate for two-year securities to 15.6% and for three-year securities to 16.6%-16.9% per annum.
The Cabinet of Ministers of Ukraine has supported a resolution that will allow employees to be booked through the Diia mobile app, said Mykhailo Fedorov, Minister of Digital Transformation of Ukraine.
“Now, to book an employee, you need to submit applications in paper form, collect signatures and wait for weeks for the result. “Diia will change this. The process will be fast, transparent, and without a human factor, and the result will be in an hour,” Fedorov wrote on Telegram on Friday evening.
According to him, “we will tentatively launch the service in early July.” The minister also said that at the first stage, critical enterprises and companies working for the needs of the defense forces will be able to book their employees online.
“If a business or government agency is eligible for booking, the manager will submit lists of employees through the Diia portal and electronically sign the application.
Next, Diia will automatically check the registers to see if the person is officially employed and if there is any data about him or her in Oberiz. If everything is okay, the employee is booked. The whole process will take an hour. The manager will receive a response about the employee’s booking in the Diia portal, and the person’s information will be updated in Reserve+. If they want to receive a paper confirmation, they will also have this option. And both formats are equally valid. If the reservation is denied, the manager will receive a response in his or her account on the Diia portal,” said Fedorov.
On Friday evening, the government’s website published Resolution No. 650 “Some issues of booking conscripts during martial law” of June 5, which instructs the Ministry of Digital Transformation, the Ministry of Defense, and the Ministry of Justice to ensure electronic information interaction between the Unified State Web Portal of Electronic Services within a month, the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, and the Unified State Register of Legal Entities and Individuals of Public Organizations (EDRPOU) in real time to ensure effective interaction with them in real time.
In addition, the Pension Fund of Ukraine and the Ministry of Defense must ensure electronic information interaction between the register of insured persons of the State Register of Compulsory State Social Insurance and the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists regarding employees of enterprises, institutions and organizations aged 17 to 60 years and their positions applying for reservation in real time to make reservations in electronic form within one month.
The Pension Fund must also ensure that this information is received electronically through its e-services web portal from state agencies, local governments, enterprises, institutions and organizations within a month.
Ukrainians will be able to use the Diia app to file claims for damaged or destroyed property with the International Register of Damages to receive reparations from Russia in the future, said Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology and Minister of Digital Transformation of Ukraine.
“Starting in April, Ukrainians will be able to file a report on damaged or destroyed apartments, houses, and cottages via Diia if they have a survey report from the local authorities. Then it will be possible to submit applications to the Register if they have not contacted the local authorities,” Fedorov said on his Telegram channel on Monday.
The service was launched after signing an agreement with Markiyan Kliuchkovskyi, Executive Director of the International Register of Damage Caused by Russian Aggression against Ukraine.
“Diia is becoming an important part of the transfer and display of the scale of damage caused by Russian aggression,” the head of the Ministry of Digital Transformation emphasized.
According to Fedorov, this is the first case of international data exchange for which Diia will be used. Later, the possibility of filing claims for forced displacement, harm to life, health, torture and sexual violence will be implemented. At the final stage, it will be possible to file a claim for damage to infrastructure, as well as to file claims for compensation for business damage.
“The Ministry of Justice is working on a rather complicated and lengthy process of reparations, and Diia helps to make the process of applying to the register simple, accessible and safe,” he wrote.
The Vice Prime Minister clarified that the Register of Damage Caused by the Russian Aggression against Ukraine was established under the auspices of the Council of Europe in May last year. To date, 43 countries and the EU, including the United States, Japan and Canada, have joined the Register. Its main goal is to record all claims of damage caused by the war so that Russia can pay fair reparations to Ukraine and Ukrainians.
Work is underway with international partners to create a mechanism that converts information from the Register into decisions on compensation payments to Ukraine and those affected by the war, the statement said.

The European cryptocurrency exchange WhiteBIT has launched integration with the Diia public service, the company’s press service reported on Saturday.
WhiteBIT said that thanks to integration with the Diia application, now any user from Ukraine can pass KYC verification on the WhiteBIT exchange in less than one minute. Usually this procedure on all cryptocurrency exchanges requires filling out a questionnaire, scanning documents and time for verification. To pass KYC, it will be enough to select “Quick verification with the Diia app.” After that one needs to confirm the transfer of documents on the Diia app.
