The government has launched the Ukrainian market for explosives and detonators by canceling most permits and licenses and simplifying procedures, said Deputy Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation Mykhailo Fedorov.
“We are opening the domestic market for explosives and detonators – the government has decided to scale up the production of ammunition,” he wrote on his Telegram channel on Friday.
According to the Deputy Prime Minister, the production of Ukrainian ammunition currently depends on the import of explosives and detonators. At the same time, Ukraine has its own potential for developing this sector, so the market needs to be stimulated and better conditions for manufacturers created.
“To increase the volume and accelerate the production of Ukrainian ammunition, we are killing all the bureaucracy for manufacturers. Companies will be able to produce, buy and import explosives and components without permits and licenses,” Fedorov wrote.
He clarified that it currently takes at least 12-18 months to complete the paperwork to start producing explosives. It takes about six months to obtain a waste management license alone, and another three months to obtain a permit for waste operations.
There are about 10 different bureaucratic documents to be processed.
As a result of the changes envisaged by the government’s resolution, the process of launching production could be reduced to one month, Fedorov said.
He noted that earlier, the markets for drones, robots, electronic warfare, and ammunition were opened in a similar way, which led to results on the battlefield.
The Cabinet of Ministers of Ukraine has supported a resolution that will allow employees to be booked through the Diia mobile app, said Mykhailo Fedorov, Minister of Digital Transformation of Ukraine.
“Now, to book an employee, you need to submit applications in paper form, collect signatures and wait for weeks for the result. “Diia will change this. The process will be fast, transparent, and without a human factor, and the result will be in an hour,” Fedorov wrote on Telegram on Friday evening.
According to him, “we will tentatively launch the service in early July.” The minister also said that at the first stage, critical enterprises and companies working for the needs of the defense forces will be able to book their employees online.
“If a business or government agency is eligible for booking, the manager will submit lists of employees through the Diia portal and electronically sign the application.
Next, Diia will automatically check the registers to see if the person is officially employed and if there is any data about him or her in Oberiz. If everything is okay, the employee is booked. The whole process will take an hour. The manager will receive a response about the employee’s booking in the Diia portal, and the person’s information will be updated in Reserve+. If they want to receive a paper confirmation, they will also have this option. And both formats are equally valid. If the reservation is denied, the manager will receive a response in his or her account on the Diia portal,” said Fedorov.
On Friday evening, the government’s website published Resolution No. 650 “Some issues of booking conscripts during martial law” of June 5, which instructs the Ministry of Digital Transformation, the Ministry of Defense, and the Ministry of Justice to ensure electronic information interaction between the Unified State Web Portal of Electronic Services within a month, the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, and the Unified State Register of Legal Entities and Individuals of Public Organizations (EDRPOU) in real time to ensure effective interaction with them in real time.
In addition, the Pension Fund of Ukraine and the Ministry of Defense must ensure electronic information interaction between the register of insured persons of the State Register of Compulsory State Social Insurance and the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists regarding employees of enterprises, institutions and organizations aged 17 to 60 years and their positions applying for reservation in real time to make reservations in electronic form within one month.
The Pension Fund must also ensure that this information is received electronically through its e-services web portal from state agencies, local governments, enterprises, institutions and organizations within a month.
The Verkhovna Rada has supported the resignation of Deputy Prime Minister and Minister of Digital Transformation Mikhail Fedorov, a member of the European Solidarity faction, Oleksiy Honcharenko, said.
“Fedorov will be appointed to a new position. Preliminarily, he will become Deputy Prime Minister for Innovation, Development of Education, Science and Technology – Minister of Digital Transformation of Ukraine. His candidacy for the new position will be submitted to the Rada at the next meeting,” the parliamentarian wrote in the Telegram channel on Monday.
At the same time, a member of the faction “Golos” Yaroslav Zheleznyak specified that the decision to resign Fedorov supported 298 people’s deputies at the plenary session on March 20.
Fedorov held the post of Deputy Prime Minister – Minister of Digital Transformation of Ukraine since March 4, 2020.
As previously reported by Prime Minister Denis Shmygal, Fedorov will be engaged in a number of other areas, in addition to digitalization. “His future position is Deputy Prime Minister for innovation, development of education, science and technology – Minister of digital transformation of Ukraine,” he wrote in his Telegram channel.
The Cabinet of Ministers of Ukraine will cooperate with Microsoft on documenting the war crimes of the Russian Federation, and the Xbox game service will be officially launched in Ukraine, Deputy Prime Minister – Minister of Digital Transformation Mykhailo Fedorov said.
According to him, Ukrainian accounts will appear on Xbox, and the Ukrainian language will appear on the consoles.
“This was agreed in Davos at a meeting with Microsoft President Brad Smith. In addition, the Microsoft team plans to help the digital industry of Ukraine during the recovery,” he wrote on his Telegram channel.
Fedorov noted that the Ministry of Digital Development has been cooperating with Microsoft for a long time, and they actively support Ukraine during the war: they became one of the first companies that suspended all new sales of products and services in Russia in early March and provided free cloud services for Ukraine until the end of 2022.
“Microsoft has supported and will continue to support Ukraine, it was very important to hear this from Brad Smith,” the minister added.
According to him, the company calculated that through their initiatives they provided Ukraine with digital support for $242 million. This includes financial grants, promotional campaigns, free access to the company’s products and services, and equipment.
