From January 1, 2025 the international certificate “Green Card” will be valid only on the next day after its registration and entering into the Unified Centralized Database of the MTSBU. According to the website of the Motor (Transport) Insurance Bureau of Ukraine (MTSBU), such a norm is enshrined in the new law on CMTPL insurance, coming into force from the beginning of next year.
Previously, drivers had the opportunity to issue an insurance certificate “Green Card”, which began its effect on the day of its registration, just before crossing the state border.
In addition, it is reported that from January 1, 2025 free pricing will be introduced for all liability insurance contracts for drivers. This also applies to “Green Card” insurance certificates.
Today, pricing is regulated by the state by establishing uniform amounts of insurance payments, which insurance companies are obliged to apply in tariff setting.
“Starting from January 1, these restrictions will be abolished, and insurance companies will be able to independently determine the parameters that will affect the formation of the cost of policies, based on their own underwriting models and insurance portfolios, as well as other factors relating to the risks caused by the occurrence of an insured event,” the report says.
Another innovation from the beginning of next year will be the full-fledged operation of the electronic certificate of “Green Card” in all member countries of the system. That is, drivers will be able to present the insurance certificate in digital form, saving it, for example, in a PDF file on a mobile device in any country that is part of the insurance system.
At the same time, the MTSBU recommends Ukrainian drivers to print and keep the certificate in paper format before going abroad to present it at the request of authorized foreign regulatory authorities.

The Motor (Transport) Insurance Bureau of Ukraine (MTIBU) has increased tariffs for Green Card policies for vehicles traveling abroad by 5% from 00:00 on July 19.
All insurance premiums under the compulsory motor third party liability insurance contracts established by the Cabinet of Ministers’ resolution of January 6, 2005, will remain in euros.
According to the MTIBU website, the cost of a Green Card policy for 15 days for cars will be UAH 1,214 thousand (previously UAH 1,156 thousand), for buses – up to UAH 4,542 thousand (UAH 4,325 thousand), and for trucks – up to UAH 2,598 thousand (UAH 2,474 thousand) starting July 19.
The cost of the Green Card for one month for cars is UAH 1,934 thousand (vs. UAH 1,841 thousand), for buses – UAH 6,342 thousand (UAH 6,039 thousand), for trucks – UAH 3,794 thousand (UAH 3,613 thousand).
Semi-annual and annual Green Card policies for cars will now cost about UAH 10,120 thousand and UAH 13,493 thousand (previously UAH 9,636 thousand and UAH 12,849 thousand), for trucks – UAH 17,019 thousand and UAH 32,196 thousand, for buses – UAH 22,129 thousand and UAH 41,110 thousand.
The cost of policies for traveling to Azerbaijan and Moldova is also increased by 5%. Thus, for cars for 15 days it is UAH 802 (previously UAH 764), for one month – UAH 1,180 thousand (UAH 1,124 thousand), for six months – UAH 2,706 thousand (UAH 2,577 thousand), for a year – UAH 3,853 thousand (UAH 3,669 thousand).
The last change in tariffs was on May 20, 2024, upward by 3.2%, on March 15, 2024, for cars – an increase of 11.8% in 15 days and 41.9% for the year, on December 22, 2023, upward by 5.6%, on September 29, downward by 3.4%, on April 21, 2023, upward by 3.15%, on December 30, 2022, upward by 3.1%.
Reportedly, the latest Green Card policies have been sold since 2009 in two types: all of Europe and Moldova. Also, as of January 1, 2016, Ukrainian Green Card policies started operating in Azerbaijan.

The number of concluded contracts “Green Card” in January-June 2024 decreased by 8.7% – to 716.7 thousand, according to the website of the Motor (Transport) Insurance Bureau of Ukraine (MTSBU).
According to the message, in general, accrued insurance premiums under such contracts for the first half of the year increased by 4.7% compared to the same period of 2023 – up to UAH 2.661 billion.
At the same time, the amount of claims paid increased by 19.04% to EUR 26.1 mln, while the number of paid claims increased by 12.8% to 8.028 thousand.
MTSBU also notes that if earlier “Green Card” policies were issued more for a short term of up to 3 months, now more and more drivers choose long-term or annual insurance contracts.

According to the report, in January-April 2024, the total accrued insurance premiums under international insurance contracts “Green Card” concluded by the member companies of the Bureau increased by 3.81% compared to the same period in 2023 – up to UAH 1.680 billion.
At the same time, the amount of compensation paid on claims increased by 21.51% to EUR 16.758 million.
The Motor Bureau also noted that while previously Green Card insurance certificates were mostly issued for a short period of up to three months, now drivers are increasingly choosing long-term or annual insurance contracts.
