The bill on the use of the English language provides for the use of English in the educational process for children of preschool age and the learning of English by children of senior preschool age in kindergartens from September 1, 2026.
Bill No. 9432 dated June 28 on the use of the English language in Ukraine determines that ensuring the mandatory use of English in the educational process for children of early, primary and secondary preschool age in preschool education institutions, as well as ensuring the mandatory learning of English by children of senior preschool age in kindergartens will be introduced from September 1, 2026.
It is also determined that during four years from the date of the end of martial law, the state will provide financial assistance to citizens of Ukraine for learning English as part of adult education.
As reported, on June 28, President of Ukraine Volodymyr Zelenskyy submitted a bill to the Verkhovna Rada that defines English as the language of international communication in Ukraine, and also promotes the learning of English by citizens of Ukraine.
The European Bank for Reconstruction and Development (EBRD) with the Eastern Europe Energy Efficiency and Environment Partnership Fund have provided EUR 12.5 million for energy-efficient modernization of schools and kindergartens in Dnipro.
“The European Bank for Reconstruction and Development, with which Dnipro is successfully cooperating in the construction of the subway and renovation of rolling stock, together with the Eastern Europe Energy Efficiency and Environment Partnership Fund, provided EUR 12.5 million to the city for the energy-efficient renovation of 84 schools and kindergartens,” Dnipro Mayor Borys Filatov said in the Facebook social network.
According to him, modernization works include insulation of facades and roofs, replacement of windows, as well as the placement of heat points, which reduce heat loss in the winter period by half.
According to Filatov, by the end of 2019, it is planned to complete the modernization of 15 facilities, the rest – by the end of 2020. The works are performed by Azerbaijan’s Akelik, which was selected by the European partners at a tender.
The Regional Development, Construction, Housing and Utilities Economy Ministry of Ukraine has drawn up the updated national construction requirements allowing the placement of pre-school educational centers on the first two floors of residential high-rise buildings. “We want to expand opportunities for kindergartens located in residential buildings. We previously built kindergartens attached to buildings. Now we divided them into groups: if the children stay in the kindergarten until 16:00, they can be located in buildings, the same requirements apply to kindergartens with up to 80 children. Kindergartens 120 children can be located in attached premises, and maybe later we can expand these requirements to 160 children,” the press service of Deputy Minister Lev Partskhaladze said, citing him.
“In many cases, especially in the central districts of large cities, there is not even enough space to place a new separate preschool educational institution. The ability to design small kindergartens in residential buildings or attached to them will significantly reduce this disparity and provide residents with the necessary social infrastructure, where there is no possibility to build separate preschool educational institutions,” Partskhaladze said.
