As of 10:00 a.m. on December 19, Kyivstar, Ukraine’s largest telecom operator, restored high-speed mobile internet in the Kyiv subway, and earlier mobile internet was restored in the Kharkiv subway, the company’s press service said on Tuesday.
“The My Kyivstar information system has been restored, where subscribers can view their account balances. Kyivstar’s telecom network has almost entered the stabilization period,” the statement said.
On the territory controlled by Ukraine, 99% of the base stations are in working order, and all basic services are available to customers: communication and mobile Internet services, SMS, international voice roaming services, etc., the mobile operator’s press service said.
In addition, Kyivstar stores have restored most services.
It is noted that Kyivstar continues to improve the Home Internet service in Kyiv and a number of other places, and also plans to gradually remove restrictions on mobile Internet speeds in the near future.
“Kyivstar specialists are working on the launch of high-speed mobile Internet in roaming and plan to launch this service for Ukrainian subscribers in Germany, the Czech Republic, Poland and a number of other countries in the near future,” the company said in a statement.
To stabilize the services, the company has engaged all available technical staff, as well as international partners from Sweden, Ireland, the United States, China, Finland and other countries, the press service said.
Earlier it was reported that Kyivstar expects to achieve full stabilization in the provision of services by the end of the week.
After a failure in the early morning hours of December 12 caused by a large-scale cyberattack, Kyivstar began restoring voice services in the evening of December 13, the company’s mobile Internet service started working again in some regions a day later, and the company announced its full restoration in the country on the evening of December 15.
On December 17, Kivestar resumed providing voice services, including roaming, mobile data, Home Internet, virtual private network (VPN) services and started restoring access to M2M (Machine-to-Machine) services for business customers. Kyivstar restored access to SMS services, including international roaming, and M2M services on 18 December.
Ookla (the United States), the developer of the Speedtest service for determining the speed of mobile Internet connection, recognized Kyivstar as a mobile operator with the highest average mobile Internet speed and the largest network coverage in Ukraine in the second half of 2021, according to an Ookla Speedtest report published on the Speedtest website.
According to it, in Ukraine, in July-December 2021, the company conducted more than 1.113 million tests, in which subscribers of all mobile operators participated. In particular, the total number of tests on the Kyivstar network amounted to 532,488 with an average download speed (download) of 31.33 Mbps and data transmission (upload) of 14.59 Mbps.
Some 283,798 tests were carried out on the Vodafone Ukraine network with an average download speed of 29.18 Mbps, transmission – 11.69 Mbps; on the lifecell network – 276,225 tests with an average download speed of 12.36 Mbps and an upload speed of 6.26 Mbps.
According to Ookla, Kyivstar’s Speed Score was 41.25 (34.65 in the first half of 2021), Vodafone Ukraine – 38.60 (32.05), and lifecell – 16.05 (15.24). This indicator includes data on the speed of Download and Upload data, regardless of the standard.
In general, in Ukraine, the application was launched on 293,180 unique devices, of which the top five in terms of popularity includes iPhone 11 (9,325 tests), iPhone 7 (7,922 tests), Redmi Note 8 Pro (7,537 tests), iPhone Xr (6,999 tests) and iPhone Pro Max 5G (6,741 tests).
In addition, as noted in the Ookla report, Kyivstar received the highest number of points when testing coverage in Speedtest – 623 (versus 595 in the first half of 2021). This assessment is formed on an analysis of the number of locations where operators provide their services and the quality of mobile communications in each of them. Vodafone Ukraine got 488 (versus 493 points), and lifecell – 338 (versus 321).
At the same time, compared to the results of the first half of 2021, the results of testing the networks of Ukrainian mobile operators deteriorated slightly. So, in January-June 2021, on the Kyivstar network, an average download speed was 33.2 Mbps, and an upload speed – 15.7 Mbps. On the Vodafone Ukraine network – 30.37 Mbps and 13.73 Mbps; on the lifecell network – 15.72 Mbps and 8.15 Mbps respectively.
At the same time, over the past year, Ukraine has significantly improved its position in the Speedtest Global Index, Ookla’s global rating of mobile Internet speed, climbing 15 positions at once, from 77th place in January 2021 to 62nd position in January 2022.
The increase in the average speed of mobile Internet in Ukraine is associated with an increase in the number of 4G users, according to Kyivstar.
Ookla is a leader in testing and analyzing fixed and mobile internet speeds. Every day, thanks to the application, users around the world perform more than 10 million tests. At the end of 2018 and 2019, Kyivstar has already been marked by the company as an operator with the highest average mobile Internet speed in Ukraine.
Ookla (the United States), the developer of Speedtest service, has recognized Vodafone Ukraine as the mobile network operator with the highest average mobile Internet speed in Ukraine in July-December 2020.
Such data were released during an online conference on Thursday.
“Now we have already recorded almost 5 million Ukrainians who have tested Internet services on this platform. This is an extraordinary figure in scale. Today we are here to welcome the fastest mobile Internet in Ukraine – Vodafone Ukraine,” the sales director at Ookla said during the conference.
According to him, in Q3-Q4 2020, Vodafone Ukraine reached the Speed Score of 30.85 (in 2019 it was 17.93). The average download speed was 29.38 Mbps, upload – 14.1 Mbps (in 2019 it was 19.37 Mbps and 11.16 Mbps, respectively).
He also said that in 2020, Ukraine climbed one position in the global ranking in terms of Internet connection speed, being 86th.

According to the report, in 2019, the company made over 3.15 million test counts for subscribers of all mobile operators. In particular, the total number of test counts in the Kyivstar network was 1.53 million with average download speed of 22.02 Mbps (17.94 Mbps in 2018) and average upload speed of 12.88 Mbps (8.99 Mbps).
Some 0.973 million test counts were made in the Vodafone Ukraine network with average download speed of 19.37 Mbps and average upload speed of 11.16 Mbps (14 Mbps and 6.63 Mbps in 2018), and in the lifecell network 0.583 million test counts were made with average download speed of 19.42 Mbps and average upload speed of 9.24 Mbps (16.64 Mbps and 6.69 Mbps).
According to Ookla, Kyivstar’s Speed Score was 20.31, lifcell’s – 17.77 and Vodafone Ukraine’s – 17.93. Speed Score incorporates a measure of each provider’s download and upload speed to rank network speed performance.
A total of 566,300 unique devices launched the Speedtest application in Ukraine, including iPhone 7 (27,600 test counts), Redmi Note 5 Pro (25,700 test counts), Redmi Note 4 (20,700 test counts), iPhone 6s (20,500 test counts), and iPhone X (18,100 test counts).
At the same time, in Kharkiv, according to Ookla, the speed of mobile Internet is on average higher than in Kyiv. So, Kyivstar’s Speed Score in this city was 25.08, while in Kyiv it was 19.79. Speed Score of lifecell in Kharkiv was 22.17, and in Kyiv was 18.06.
At the same time, the Speed Score of Vodafone Ukraine in Kharkiv was 16.87, while in Kyiv it was 18.88.
