PRESIDENT OF UKRAINE ANNOUNCES LAUNCH OF PROJECT TO BUILD HOSPITALS ACCORDING TO EUROPEAN STANDARDS

Ukraine this year will launch a project to build a new format of hospitals that will correspond to the level of European clinics, President of Ukraine Volodymyr Zelensky has said.
“One of the steps towards high-quality medicine will be our new project – the launch of hospitals of a new, qualitatively different format, according to the best international standards. Hospitals are equally comfortable for both the patient and the doctor. We are starting this project this year with regional clinical and children’s hospitals, which should correspond to the level of European clinics,” Zelensky said during a speech on the Medical Worker Day, which was broadcast by the President’s Office on Facebook.
According to the president, this project will be implemented in every region.
“The new institutions will become an example of quality for future plans to renovate all hospitals in Ukraine,” he added.
According to Zelensky, the construction of hospitals is also ongoing under the Big Construction national program.
“Some 33 hospitals and 60 rural outpatient clinics have already been created. It is planned to have 30 more medical institutions and 340 rural outpatient clinics by the end of 2021, plus 200 modern admission departments throughout Ukraine,” the president said.

UKRAINIAN CENTRENERGO AND ODESA PORT-SIDE PLANT READY FOR PRIVATIZATION

President of Ukraine Volodymyr Zelensky believes that the state stakes of PJSC Centrenergo and PJSC Odesa Port-Side Chemical Plant are ready for sale at privatization tenders.
“I believe that the privatization of Centrenergo is important. Today we have cleared the company of many influential groups and Centrenergo is open [for privatization] … So is Odesa Port-Side Plant. I believe that it is ready for today,” he said, when speaking with journalists at the all-Ukrainian forum Ukraine 30. Economy without Oligarchs.
Zelensky noted that when selling large enterprises, it is not so much a one-time receipt of the maximum possible funds that is important, but the obligation of potential investors to invest in the modernization of companies with the subsequent stable receipt of taxes from their economic activities.
“It is important not how much the state will receive at once, but how much later – from taxes every month, every year. Business is not about buy and sell, this is not about mediation, business is a constant investment of money in technologies, in ideas,” the head of state explained.
As reported, in early June, the Supreme Court satisfied the claim of Odesa Port-Side Plant and the State Property Fund of Ukraine (SPF) and denied Ostchem Holding Limited of Dmytro Firtash in the execution of the decision of the Stockholm Arbitration Court to recover over $ 300 million from Odesa Port-Side Plant for gas supplies.
According to Head of the SPF Dmytro Sennychenko, this is a very important decision for the transparent privatization of the plant, since now any potential buyer can be sure that creditors will not be able to challenge his ownership of the plant.

PRESIDENT OF UKRAINE PROPOSES TO OBLIGE CIVIL SERVANTS TO FILE DECLARATION OF CONTACTS WITH OLIGARCHS

President of Ukraine Volodymyr Zelensky has proposed that public servants are obliged to submit a declaration about contacts with oligarchs included in the relevant register.
According to president’s bill No. 5599 on the prevention of threats to national security associated with the excessive influence of persons with significant economic or political weight in public life (oligarchs), a public servant, after contacting an oligarch or his representative, must fill out a declaration of contacts on the official website of the National Security and Defense Council of Ukraine.
According to the bill, a contact is a meeting and conversation, including online meetings and conversation, about anything.
At the same time, persons included in the register and their representatives are obliged to inform public officials about the fact that information about themselves or the persons they represent has been included in the register before the meeting or a conversation.
The obligation to submit a declaration of contacts applies to the President of Ukraine, the Chairman of the Verkhovna Rada, his deputies, MPs, the prime minister and deputy prime ministers, the minister and his deputies, the head of the SBU and his deputies, the prosecutor general and his deputies, the governor of the National Bank and his deputies.
The declaration of contacts is also required to be filled out by judges of the Constitutional Court, judges, the head of a permanent subsidiary body created by the president and his deputies, chairmen and members of the National Council on Television and Radio Broadcasting, the Antimonopoly Committee, the Accounting Chamber, the Central Election Commission, the High Council of Justice and other state collegial bodies.
Among the officials required to submit a declaration of contacts are the secretary of the National Security and Defense Council and his deputies, the heads of the State Property Fund, the National Agency on Corruption Prevention and their deputies, directors of the National Anti-Corruption Bureau of Ukraine, the State Bureau of Investigations, Bureau of Economic Security and their deputies.
In addition, among the declarants are the Verkhovna Rada commissioner for human rights; civil servants holding civil service positions of A category; heads of local state administrations, their first deputies and deputies; servicemen of the Armed Forces of Ukraine and other military formations who have been awarded the highest military rank; persons of the commanding staff of law enforcement agencies and employees of other bodies who have been awarded the highest special rank.
According to the bill, violation of the obligation to submit a declaration of contacts is the basis for bringing a person to political or disciplinary responsibility.
The declaration of contacts shall contain information about the persons who submitted the information, about the oligarchs included in the register and their representatives, with whom there was contact, the date and place of the conversation and its brief content.
The transitional provisions to the bill indicate that the law will be limited to 10 years. Also, according to the transitional provisions, the Cabinet of Ministers shall, within three months, bring its regulations in line with the law after its entry into force, as well as ensure that ministries and other central executive bodies bring their regulations in line with the law.

NO TREES TO BE CUT FOR CONSTRUCTION OF ‘PRESIDENTIAL UNIVERSITY’ IN KIEV

Not a single tree will be destroyed during the construction of the “presidential university” on the territory of the state Expocentre of Ukraine (VDNH, Kyiv), Minister of Education and Science Serhiy Shkarlet said.
“There will be no construction in the park there, not a single tree to be destroyed,” he said at a press conference during the “Ukraine 30. Education and Science” All-Ukrainian Forum on Tuesday, June 1.
The minister said that the construction of the new university is fully in line with the concept of VDNH development.
As reported, on May 31, President of Ukraine Volodymyr Zelensky signed a decree on the creation of the presidential University of Information and Cybersecurity.
According to the Minister of Education and Science Serhiy Shkarlet, the construction of the presidential University on the territory of the state Expocentre of Ukraine (VDNH, Kyiv), will cost UAH 7.2 billion in three years.

CLUSTER AT PRESIDENTIAL UNIVERSITY IN UKRAINE TO BE DEDICATED TO BIOTECHNOLOGY

A separate cluster dedicated to the study of biotechnology, in particular, countering biological threats, will be created at the Presidential University of Information and Cybersecurity, Minister of Health of Ukraine Viktor Liashko said.
“A separate cluster at the President’s University will be devoted to biotechnology: biological threats, chronic non-infectious diseases, aging of the population, many pathogens that cause diseases in humans and animals. These are all the threats for which we must prepare,” he said at the All-Ukrainian Forum entitled “Ukraine 30. Education and Science” on Monday.
According to him, this cluster will include: School of Biotechnology, Center for Clinical Research, National Health Research Center, Higher School of Medicine, BSL-3 laboratory, School of Public Health, and Center for Safe Professional Development.
As reported, President of Ukraine Volodymyr Zelensky signed a decree on the creation of a presidential University, which will study information and cyber security, artificial intelligence, nanotechnology, aerospace, energy and biotechnology.
The decree has not been made public yet.

CURRENT PRESIDENT OF UKRAINE ZELENSKY TOPS PRESIDENTIAL RATING WITH 28% SUPPORT

Current President of Ukraine Volodymyr Zelensky would receive the most support in the presidential elections if they were held in the near future. This is evidenced by the results of a survey conducted by the sociological service of the Razumkov Center.
So, among those who plan to take part in the elections and have decided on a candidate, 28% of those polled are ready to vote for Zelensky in the first round of elections (20% among all respondents). Fifth President of Ukraine, leader of the European Solidarity Party Petro Poroshenko is in the second place with the support of 18% of respondents (12.5% ​​of all respondents), leader of the Opposition Platform – For Life Party Yuriy Boiko is in the third place with the support of 14.5% and 11% of respondents, respectively.
Leader of the All-Ukrainian association Batkivschyna Yulia Tymoshenko would be supported by 10.5% among those who made their choice and 8% among all respondents, leader of the Strength and Honor party Ihor Smeshko is supported by 6% and 4%, respectively.
Some 3% of determined respondents (2% among all respondents) would vote for leader of the Ukrainian Strategy of Volodymyr Groisman party, and 3% (2% among all respondents) would choose leader of the Radical Party Oleh Liashko.
A total of 2% of those who decided on the choice and 2% of all respondents are ready to vote for chairman of the Verkhovna Rada Dmytro Razumkov; also 2% and 2% respectively would choose leader of the Civil Position party Anatoliy Hrytsenko; some 2% and 1% of respondents respectively would vote for representative of the All-Ukrainian Association Svoboda Ruslan Koshulynsky. Mayor of Kyiv Vitali Klitschko is supported by 1% among those who made their choice and 1% among all respondents.
If Zelensky and Poroshenko entered the second round, the current president would receive 60.5% of the votes of those who will take part in the elections and have decided on a candidate (32% among all respondents). Some 39.5% (20% of all respondents) are ready to vote for Poroshenko in the second round.
If Zelensky and Boiko entered the second round, 71% would vote for Zelensky among those who made their choice (36% among all respondents), some 29% and 15.5%, respectively, would vote for Boiko.
The study was conducted from April 22 to 29, 2021 using a face-to-face interview method at the place of residence of the respondents. A totral of 2,021 respondents aged 18 and over were interviewed in all regions of Ukraine, with the exception of Crimea and the occupied territories of Donetsk and Luhansk regions, according to a sample representing the adult population in terms of basic socio-demographic indicators. The theoretical sampling error (excluding the design effect) does not exceed 2.3% with a probability of 0.95.
