The Cabinet of Ministers has published a resolution on the suspension of competitions for the heads and members of the supervisory boards of state-owned companies during martial law, except for Ukrenergo, NJSC Naftogaz Ukrainy, Ukrhydroenergo, the Ukrainian Sea Ports Authority, Boryspil International Airport and Energoatom, as well as members of the supervisory boards of state-owned banks.
As evidenced by government resolution No. 643 of May 31 on the governmental portal, the Cabinet of Ministers allowed the use of “technical means of communication,” including telephone and video conferences, to hold competitions for the heads of supervisory boards in state-owned companies that are especially important for the economy during martial law.
At the same time, the government suspended competitions for managers, heads of executive bodies and members of state-owned companies, which were announced before martial law, the document says.
The resolution also allows to appoint without competition, in agreement with the Cabinet of Ministers, heads and members of supervisory boards in state-owned companies of strategic importance for the economy and security of the state, whose asset value according to the latest financial statements or whose annual net income exceeds UAH 200 million, as well as enterprises important for the economy with assets over UAH 2 billion or an annual net income over UAH 1.5 billion.
At the same time, the Cabinet of Ministers obliged the relevant subjects of government to hold competitions for the heads and members of the supervisory boards, who were appointed outside the competitive selection, within three months after the abolition or termination of martial law, the document says.
Kyivshliakhbud road construction company from RDS group of road construction companies intends to participate in tenders for the completion of the N-14 Mykolaiv-Kirovohrad road and the construction of the M-05 Kyiv-Odesa road in Odesa region, company CEO Oleksandr Raschupkin has said.
“There was information that it is planned to build a concrete road that will connect the ports of Kherson and Mykolaiv. We will also be interested in this project. We have already made large investments in concrete laying technologies, and in this segment we are very competitive,” he said in an interview with the Interfax-Ukraine agency.
Speaking about the current work, he noted that Kyivshliakhbud operates at seven sites in Kyiv, therefore, it is in strict compliance with quarantine restrictions. In particular, antiseptics, masks were purchased at all bases and dormitories, sanitary treatments were carried out, rapid tests that are used for the most minimal colds were purchased, 20 medical staff conduct daily temperature measurements for all employees. According to the director, at the end of April there were no COVID-19 patients from the company.
He also said that under a “moderately optimistic” scenario, involving the passage of the peak of the pandemic in the first half of the year, the company will be able to additionally employ about 300 people by the end of the year.
According to the head, despite the quarantine, there is no shortage in the supply of goods and services from contractors.
He also expressed hope that the company will act as a consultant on the further infrastructure development of Kyiv and other cities.
“I see a strategy in that the general plan for building the city is coordinated with Kyivavtodor and it would be possible to lay the replacement of all networks there. We also need studies regarding traffic, this is what you lay for 5-7 years in advance depending on the construction of residential and non-residential buildings,” he said.
The CEO added that despite the pandemic, the company and the group remain interested in entering neighboring markets.
“We constantly monitor announced tenders in Bulgaria, Moldova, Romania, Poland, these countries are close to us, although they have their own nuances. If we meet the qualifications of the organizers of tenders, of course we will file bids, we have ambitions and skills,” he said.
Speaking about new technology, Raschupkin expressed the opinion that in Kyiv concrete roads can be built on large avenues or on circular highways.
RDS Group is included in the top three road building companies of Ukraine. Its structure includes Kyivshliakhbud and Rostdorstroy. The core business is construction, reconstruction and maintenance of roads and bridges, construction of airfield complexes.
President of Ukraine Volodymyr Zelensky has invited Turkish companies to participate in tenders for concession of Ukrainian airports, seaports and roads which will be held soon.
“One of our priorities is large-scale modernization of our infrastructure, including roads, airports, seaports, launch of river transport. We have announced the first tenders for concession of the Olvia and Kherson seaports. We are also preparing new tenders for Ukrainian airports and seaports, as well as concession projects for road. We are inviting Turkish businesses for active participation in them and we hope you will invest in this sector,” he said during the Ukrainian-Turkish Business Forum in Kyiv on Monday.
Ukraine has started a tender to select candidates for the posts of independent members of the supervisory boards of state-owned PrivatBank, Oschadbank and Ukreximbank. According to a posting on the website of the Finance Ministry, the tender was started on April 5 and will be completed before May 10.
As reported, the Finance Ministry early April 2019 selected Pedersen & Partners recruiting company to search for candidates to the post of independent members of the supervisory board of state-owned Oschadbank, Ward Howell Ukraine to search for candidates for state-owned Ukreximbank and Talent Advisors, part of Odgers Berndtson Ukraine, to search for candidates for state-owned PrivatBank.
According to the ministry’s report, candidates who want to take part in the tender must apply to these recruiting companies by April 25.
As reported, the Verkhovna Rada early July 2018 adopted a law on the reform of the supervisory boards of state-run banks, according to which the supervisory board of state-owned banks should consist of nine members. Six of them should be independent, three – representatives of the state, one each from the president, the Cabinet of Ministers and the parliament.
INDEPENDENT MEMBERS, OSCHADBANK, PRIVATBANK, TENDERS, UKREXIMBANK
PJSC Kyivoblenergo has announced a tender to build the Boryspil solar power plant with a power capacity of 5 MW at 36A, Zaporizhska Street in Boryspil, Kyiv region.
According to the ProZorro e-procurement system, the expected cost of works is UAH 7.305 million. Bids can be submitted before March 1. The auction is to take place on March 4.
At the end of 2017, the executive committee of the Boryspil City Council provided Promin-Energo LLC with town-planning conditions and construction restrictions on a land plot at 36A, Zaporizhska Street in Borispol for the construction of a 5 MW solar power plant. At the end of 2018, Promin-Energo LLC obtained a license to generate electricity for the first stage of the solar power plant at the specified address with a capacity of 996.36 kW from the National Commission for Energy, Housing and Utilities Services Regulation (NCER).
According to the public register of owners of legal entities, as of February 2019, Promin-Energo LLC with a statutory fund of UAH 60 million belonged to four individuals – Eduard Nikitiuk, Yulia Merezhko, Ihor Protsenko and Asatur Baghdasaryan.
The Ukrainian Sea Ports Authority plans to announce tenders to transfer Olvia stevedoring company and Kherson maritime merchandise port in concession in May 2019, Ukrainian Sea Ports Authority Head Raivis Veckagans said at a briefing at the Infrastructure Ministry of Ukraine on Thursday.
“An important process in 2019 will be our concession projects. We plan to set up a tender commission for project evaluation in February. In March, we plan that the tender documents and criteria for evaluating potential bidders will be approved, and in May we plan to announce the tender,” he said.
Veckagans expects that by autumn, the Ukrainian Sea Ports Authority will sign the first concession agreements with public stevedoring companies.
“Also this year we plan to complete work on the feasibility studies for the following concession projects: the railway ferry complex at Chornomorsk and the public stevedoring company at the Yuzhny seaport.
As reported, the Infrastructure Ministry of Ukraine was expecting to conduct tender procedures for the transfer of Olvia stevedoring company and Kherson maritime merchandise port in concession in March-April and sign contracts with the winners of the tenders in May-June 2019.
