The COVID-19 crisis has taken a heavy toll on human life, as well as damaged economies and livelihoods. Vaccines have emerged as the best way to ensure not only public health security, but also restore economic sectors affected by the crisis. In this context, the Government of Ukraine had reached out to the Government of India for support.
Given India and Ukraine’s multifaceted and strong bilateral relations, the Embassy of India in Ukraine, with the support of the Government of India, has facilitated the supply of vaccines to Ukraine in February, in order to initiate Ukraine’s public vaccination drive. Ukraine is one of the early countries to receive vaccine from India in February.
President Volodymyr Zelenskyy made a personal request to Prime Minister Modi. In addition, sustained efforts by the Ministry of Health of Ukraine in collaboration with the Ambassador of India in Ukraine Partha Satpathy have ensured that necessary agreements and permissions could be concluded on time for supply the first tranche of vaccines- 500,000 doses of Astra-Zeneca and Serum Institute of India developed COVISHIELD vaccine.
Going forward, larger quantities of Made in India vaccines are expected to be supplied as production is ramped up in India. There is regular contact between the Governments of Ukraine and India, and with vaccine manufacturers, to secure more vaccines for Ukraine. This supply of vaccine is another exemplar of the major role played by Indian pharmaceutical industry in ensuring the health security of Ukraine.

Ambassador’s meeting with Health Minister Maksym Stepanov
Minister of Health of Ukraine Maksym Stepanov has left from Boryspil Airport to India to conduct direct negotiations with manufacturers on additional volumes of Oxford/AstraZeneca and NovaVax vaccines in 2021-2022.
“Kyiv-Dubai-Delhi-Pune. I will be at my destination place in Pune in 17 hours. We are preparing for negotiations with the largest vaccine manufacturer in the world – Serum Institute of India,” Stepanov wrote on his Facebook page on Thursday evening.
According to him, the pandemic will be a global problem for the next several years.
“We understand that it is necessary to contract additional volumes now,” the minister said.
“The main task is to reach the already contracted 12 million doses, to reach direct agreements for the supply of additional volumes of Oxford/AstraZeneca and NovaVax vaccines in 2021-2022 directly with the manufacturer,” Stepanov emphasized.
He also noted that he will personally control the dispatch of the first batch. “The importance of the cargo obliges,” the head of the department added.
Oxford/AstraZeneca vaccine against coronavirus (COVID-19) has been submitted for registration in Ukraine under the obligation for emergency medical use.
According to the Center for Public Health website, an application for registration was submitted to the State Expert Center of the Health Ministry on Monday, February 15.
On the same day, WHO approved the AstraZeneca emergency vaccine and gave the green light for use of this vaccine worldwide through the COVAX initiative. The Oxford/AstraZeneca vaccine has previously been approved for emergency use in the UK, European Union and India.
The vaccine will be purchased for public funds directly from manufacturers. It is expected that at least 500,000 doses of the AstraZeneca vaccine will be supplied to Ukraine in February 2021.
As reported, Ukraine received information from COVAX on the supply of vaccines from the manufacturer Oxford/AstraZeneca in the amount of 2.2 to 3.7 million doses in the first or second quarter of 2021.
The vaccine produced by AstraZeneca may be delivered to Ukraine next week, Chief State Sanitary Doctor Viktor Liashko said.
“We are waiting for the Pfizer vaccine. Perhaps the first will be the AstraZeneca vaccine. We will receive two products next week. There are questions about the Pfizer vaccine, which we receive as part of the COVAX initiative, which is supplied to Ukraine for free,” Liashko said on the air of the Right to Power (Pravo na Vladu) program on 1+1 TV channel on Thursday night.
He noted that bureaucratic processes are currently underway.
Liashko said that vaccines would be used in Ukraine after their registration.
According to the Chief State Sanitary Doctor, Ukraine has agreed on a contract for the supply of 12 million doses of vaccines produced by AstraZeneca and Novavax. The drugs will be shipped from India, where they are manufactured at the facilities of the Serum Institute.
Also, through the COVAX mechanism, Ukraine should receive from 2.2 million to 3.7 million doses of the AstraZeneca vaccine in the first half of the year.

The pharmaceutical company Pfizer will soon provide documents for registration of a vaccine against coronavirus (COVID-19) disease in Ukraine, Deputy Minister of Health, Chief Sanitary Doctor of Ukraine Viktor Liashko said during a press briefing in Kyiv on Friday.
“Yesterday we had a telephone conversation with Pfizer headquarters. We were assured that all documents for vaccine registration in Ukraine will be submitted in the near future. The vaccine will be used only after registration,” he said.
Liashko recalled that vaccination in Ukraine would be free and voluntary.
“Vaccinations will be carried out by mobile teams, consisting of two nurses, a doctor, a registrar and a driver. They will provide organized professional teams [medical institutions, social institutions, and military units] with vaccinations at the first stage […] From February 5, we start medical trainings for doctors and regional coordinators to ensure logistical and coordination cooperation between the national, regional and vaccination rooms,” the deputy minister said.
At the same time, he said that the country had the necessary capacities for storing vaccines.
“We have capacities for storing vaccines with a temperature regime of minus 80 degrees Celsius and a temperature regime of plus 2 degrees Celsius. As for the latter, the state-owned enterprise Ukrvaktsyna can store about 30 million doses of vaccines. There are 25 warehouses at the regional level where it is possible to store the three-month need for vaccine. In addition, there are 490 district storage points and refrigeration equipment at vaccination points. We will closely monitor that the cold chain is observed,” Liashko said.
“At the same time, we have submitted an application to the European Investment Bank and we want to update all the refrigeration equipment in the vaccination rooms – even the one used for routine immunization,” he said.
Liashko said that citizens of Ukraine who are in the temporarily occupied territories of Donetsk and Luhansk regions and the Autonomous Republic of Crimea will also be provided with access to free and voluntary vaccination at vaccination points, which will be located in the territory controlled by Ukraine.
