Head of the parliamentary faction “Servant of the People” David Arakhamia has requested signature lists to remove Dmytro Razumkov from the post of chairman of the Verkhovna Rada, the speaker himself said.
“As expected, my colleagues came for signature lists to recall me from the post of chairman of the Verkhovna Rada of Ukraine. The corresponding proposal was submitted by chairman of the Servant of the People faction David Arakhamia. I immediately copied a document for the Verkhovna Rada Administration. As I promised, I will not hesitate with the process. Today, colleagues will receive signature lists. I wish them Productive Work in Truskavets!” Razumkov wrote on his Facebook page.
He attached a photocopy of the corresponding appeal of Arakhamia to his post on Facebook. It notes that the Chairman of the Rada may be recalled from office in accordance with Article 76 of the Rules of Procedure, in particular, due to his unsatisfactory work or due to other circumstances that exclude the possibility of performing his official duties.
“In accordance with the first part of Article 76 of the Law of Ukraine On the Rules of Procedure of the Verkhovna Rada, the Chairman of the Verkhovna Rada may be recalled from office by the Verkhovna Rada at any time at his request, or due to his unsatisfactory work in this position, including in the case of suspension from holding plenary sessions three or more times during one regular session of the Verkhovna Rada, or for other reasons that make it impossible for him to perform his duties. The early termination of parliamentary powers by the chairman of the Verkhovna Rada results in the termination of his powers as chairman of the Verkhovna Rada,” the text of the appeal says.
Proposals to recall the speaker may be submitted to parliament by at least one third of the MPs from the constitutional composition of the Rada with their signatures.

Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov notes the constructive cooperation between Ukraine and Luxembourg at the inter-parliamentary level at international platforms, the Ukrainian parliament said on its website.
“Our states are constructively cooperating on international platforms, in particular, within the PACE. Ukraine appreciates the support that Luxembourg provided even at the beginning of the annexation of Crimea,” Razumkov said at a meeting with representatives of the Foreign and European Affairs Committee of the Luxembourg Chamber of Deputies on Tuesday.
According to the chairman of the Verkhovna Rada, the exchange of visits and the format of personal meetings at various levels are important elements of inter-parliamentary cooperation. “Cooperation and coordination of our parliamentary delegations at international platforms are also important,” he said.
After that, Razumkov invited a delegation from the Chamber of Deputies of Luxembourg to visit Ukraine.
The chairman of the parliament believes the members of the Foreign and European Affairs Committee of the Chamber of Deputies of Luxembourg will continue to support Ukraine’s efforts to restore its territorial integrity within internationally recognized borders. He drew attention to Ukraine’s attempts to achieve progress in a peaceful settlement of the Russian-Ukrainian armed conflict. Razumkov also expressed gratitude to Luxembourg for the constant sanctions policy against Russia.
“We remember well that Luxembourg was a non-permanent member of the UN Security Council, and it was your representatives who had a clear position and provided assistance to our country,” Razumkov said.
According to the chairman of the parliament, in 2014 Ukraine chose its own path, to the EU and NATO, and this decision is enshrined in the Constitution. “We have made our choice and will not withdraw from it. However, part of our territories is occupied, and we continue to lose our servicemen. We have lost two servicemen over the last four days,” Razumkov said.

UKRAINIAN PARLIAMENT’S CHAIRMAN SAYS THRESHOLD TO PARLIAMENT SHOULD BE LOWER

Verkhovna Rada Chairman Dmytro Razumkov has said that threshold to the parliament for the parties should be lowered.
“To my mind, a threshold must be less than 5%. This is my personal viewpoint. Each of the factions will have its own viewpoint,” he said in an exclusive interview with Interfax-Ukraine.
However, the speaker said that the Election Code, which was vetoed by president, should be improved, and the MPs will do this.
“It seems to me better when, nevertheless, the threshold will be less – 3% or 2%. So that new political forces could enter the Rada. It will be difficult for me to say what this indicator will be, since I am not directly involved in the work of the group (in preparing the Electoral Code for consideration),” said Razumkov.
