The Cabinet of Ministers of Ukraine has adopted a resolution that will allow users to report the start or completion of construction work via the Diya app, according to the Diya website.
It is noted that owners of private houses will be able to use two digital services: submit a notification about the start of construction work and a declaration of readiness of the facility for operation.
Notifications about the start of construction work based on a construction passport and a declaration will be available for houses up to 500 square meters with up to two floors and outbuildings on the site, such as garages, sheds, summer kitchens, etc.
Previously, this service was only available on the “Dія” portal or at the Administrative Services Center. The app will simplify the process of preparing documents, and data will be automatically pulled from the registries. “Dія” will immediately show if something is wrong and suggest how to fix it, and will also send push notifications when a document has been sent, reviewed, or accepted on the portal of the Unified State Electronic System in the Field of Construction (ЄДЕСББ), according to the announcement.
These changes will reduce the human factor, simplify procedures for obtaining services, and ensure process control.
The digitization of construction services is being implemented in cooperation with the Ministry of Community and Territorial Development and the Ministry of Digital Transformation, with the support of the “Digitization for Growth, Integrity, and Transparency” project (UK DIGIT), which is implemented by the Eurasia Foundation and funded by UK Dev. The project partner is the Eastern Europe Foundation.
Prices for construction and installation works in Ukraine increased by 6.3% in February 2025 compared to February 2024, the State Statistics Service (Ukrstat) reported.
According to the statistics agency, in February 2025 compared to February 2024, prices increased in all segments of construction: in residential construction, the growth was 6.8%, in non-residential construction – 6.6%, and in engineering – 5.9%. Compared to January of this year, prices increased by 0.4%, 0.5% and 0.6%, respectively.
In February 2025 to December 2024, prices for construction and installation work increased by 1.3%, while in the first two months of 2025, prices for construction work increased by 6.7% compared to the same period a year earlier.
As reported, in 2024, prices for construction and installation work increased by 7.9% compared to the previous year, and in 2023, they rose by 15.8% compared to 2022.
The State Statistics Service indicated that the figures are given without taking into account the temporarily occupied territories and part of the territories where hostilities are (were) conducted.
The volume of construction work performed in Ukraine in January-June 2023 increased by 43.8% compared to the same period in 2022 to UAH 53.1 billion, according to the State Statistics Service (Ukrstat).
According to the statistics agency, in June 2023, the construction work index was 138.6% of the June 2022 figure. At the same time, the index increased by 4.5% in June compared to May this year.
According to the State Statistics Service, the growth of construction work in the first half of this year compared to January-June 2022 was observed in all segments of construction. Thus, in residential construction, the indicator increased by 14.2% to UAH 8.92 billion, in non-residential construction – by 32.3% to UAH 13.67 billion, in the category of engineering structures – by 62.46% to UAH 30.59 billion.
The share of new construction in the total volume of construction work was 44.3%, repairs – 32.8%, reconstruction and other works – 22.9%.
The State Statistics Service notes that the publication of the data was postponed due to martial law. The statistical data exclude the temporarily occupied territory and parts of the territory where military operations are (were) conducted.
The volume of construction work performed in Ukraine in August 2021 increased by 8.9% compared to August 2020.
According to the State Statistics Service, in January-August 2021 compared to January-August 2020, the index of construction products amounted to 101.8%. The volume of construction work completed in the eight months amounted to UAH 121 billion.
According to the statistics department, in August 2021, the seasonally adjusted index of construction products amounted to 107.3% compared to the previous month.
The service reported that in August 2021 from August 2020, an increase in the volume of construction work was observed in construction of residential buildings – by 27.2%, non-residential buildings – by 9.8%, engineering structures – by 5.2%.
The share of new construction in the total volume of completed construction work was 34.9%, repairs – 38.4%, reconstruction and technical re-equipment – 26.7%.
An increase in the volume of construction work in January-August 2021 compared to January-August 2020 was recorded in Ternopil (by 55.5%, to UAH 2.24 billion), Cherkasy (by 32.1%, to UAH 1.84 billion), Rivne (by 21.9%, to UAH 2 billion), Ivano-Frankivsk (by 19.3%, to UAH 2.38 billion), Volyn (by 14.3%, to UAH 1.54 billion), Khmelnytsky (by 13%, to UAH 3.7 billion), Odesa (by 10.1%, to UAH 15.6 billion), Kharkiv (by 9.7%, to UAH 10.7 billion), Kyiv (by 7.9%, to UAH 8.7 billion), Mykolaiv (by 0.3%, to UAH 2.15 billion) regions and Kyiv (by 4.7%, to UAH 27.7 billion).
In other regions, there was a decrease in construction volumes. The most significant drop was shown by Chernivtsi (37.2%) and Kirovohrad (30.9%) regions.
The statistics are given without taking into account the temporarily occupied Crimea and the temporarily occupied territories in Donetsk and Luhansk regions.
As reported, the volume of construction work performed in Ukraine in 2020 increased by 4% compared to 2019.

An increase in the volume of construction work in January-July 2021 compared to January-July 2020 was recorded in Ternopil (by 54.8%, to UAH 1.8 billion), Rivne (by 23.9%, to UAH 1.6 billion), Volyn (by 10.8%, to UAH 1.2 billion), Cherkasy ( by 18.8%, to UAH 1.3 billion), Ivano-Frankivsk (by 14.8%, to UAH 1.8 billion), Khmelnytsky (by 13%, to UAH 2.7 billion), Odesa (by 5.8%, to UAH 11.9 billion), Donetsk (by 6.5%, to UAH 4.1 billion), Kharkiv (by 9.4%, to UAH 9 billion), Kyiv (by 8%, to UAH 7 billion UAH) regions and Kyiv city (by 0.3%, to UAH 22.3 billion).
In other regions, there was a decrease in construction volumes. The most significant drop was seen in Chernivtsi (by 30.6%) and Kirovohrad (by 33.2%) regions.
The volume of construction work performed in Ukraine in January-June 2021 increased by 0.2% compared to the same period in 2020.

According to the statistics department, in June 2021 the seasonally adjusted index of construction products amounted to 116.4% compared to the previous month, the one adjusted for the effect of calendar days compared to June 2020 – 121%.
The service reported that in June 2021 from June a year earlier, an increase in the volume of construction work was observed in all segments of construction: in residential – by 24.1%, non-residential – by 1.2%, engineering – by 29.3%.
The share of new construction in the total volume of completed construction work was 36.8%, repairs – 35.7%, reconstruction and technical re-equipment – 27.5%.
An increase in the volume of construction work in January-June 2021 compared to January-June 2020 was recorded in Ternopil (by 52%, to UAH 1.4 billion), Rivne (by 24.8%, to UAH 1.2 billion), Volyn (by 24.6%, to UAH 1 billion), Cherkasy (by 17.9%, to UAH 994.8 million), Ivano-Frankivsk (by 14.3%, to UAH 1.4 billion), Khmelnytsky (by 12.7%, to UAH 2 billion), Odesa (by 8.6%, to UAH 8.8 billion), Donetsk (by 8%, to UAH 3 billion), Kharkiv (by 10.3%, to UAH 7.3 billion), Zhytomyr (by 3.7%, to UAH 801.4 million), Kyiv (by 2.4%, to UAH 5.3 billion), Lviv (by 0.5%, to UAH 4.8 billion) regions and Kyiv (by 1.7%, to UAH 18.1 billion).
In other regions, there was a decrease in construction volumes. The most significant drop was shown by Chernivtsi (by 38.7%) and Kirovohrad (by 34.1%) regions.
