The overall level of illicit tobacco trade in Ukraine rose to 19.8% in April 2026 from 17.6% at the beginning of the year, according to the results of the second wave of the project “Monitoring Illicit Tobacco Trade in Ukraine,” conducted by Kantar Ukraine on behalf of leading manufacturers in the industry.
According to data published on its website, nearly one in five packs of cigarettes on the Ukrainian market is illegal. Analysts estimate that, given this level of the black market, annual losses to the state budget due to unpaid taxes amount to 33.3 billion UAH.
“The main factor driving this growth was an increase in the volume of counterfeit products, particularly cigarettes with forged excise stamps. At the same time, the volume of products labeled ‘Duty Free’ or intended for export but illegally sold in Ukraine has remained stable since the beginning of the year, although it exceeds the figures for 2025,” the study notes.
According to the study’s findings, 38% of the total volume of counterfeit products consists of cigarettes from local manufacturers with counterfeit excise stamps. The main producer of such products, based on the labeling on the packaging, remains Marshall Finest Tobacco (United Tobacco)/VK Tobacco FZE.
In the segment of products labeled “Duty Free” or intended for export but illegally sold in Ukraine, 55% of cigarettes are produced by the Vynnykivska Tobacco Factory, and another 44% by Marshall Finest Tobacco.
Geographically, 68% of the total volume of illegal tobacco products is concentrated in seven regions of Ukraine: Dnipropetrovsk (18%), Odesa (11%), Kharkiv (10%), Kirovohrad (8%), Lviv (8%), Khmelnytskyi (7%) regions, and Kyiv and the Kyiv region (6%).

According to the study, despite a certain decline in sales of illegal cigarettes through kiosks, it is precisely kiosks and stores that remain the main distribution channels through which about two-thirds of illegal tobacco products are sold.
Kantar Ukraine conducts the “Monitoring of Illegal Trade in Tobacco Products in Ukraine” project on an ongoing basis. The study is based on the collection and analysis of empty cigarette packs, as well as interviews with smokers, to determine the channels of supply and the origin of illegal goods on the domestic market.
Detectives of the territorial department of the Bureau of Economic Security (BES) in Lviv region have exposed a large-scale scheme of selling illegally manufactured tobacco products and smuggling them abroad, the agency’s website reported on Wednesday.
According to its data, the detectives of the Bureau in Lviv region conducted an immediate inspection of a truck with excisable goods, and in Zakarpattya region they searched a warehouse. During the search revealed and seized more than 330 thousand packs of tobacco products without excise tax marks, about 1.5 tons of hookah tobacco, a vehicle, as well as rough records and documentation evidence of illegal activities. The preliminary total value of excisable products seized from the illegal turnover is almost 18 million UAH.
Currently, measures are taken to establish the full range of persons involved in the scheme, the primary investigative actions.
BEB clarified that the pretrial investigation into criminal proceedings on criminal offence under Part 1 of Article 204 of the Criminal Code of Ukraine (illegal storage and transport with intent to sell excisable goods) is carried out by detectives of the territorial administration of the Lviv region, under the procedural guidance of prosecutors of the Lviv Regional Prosecutor’s Office.
As reported with reference to the tobacco market research institute “Kantar Ukraine”, the share of illegal tobacco products on the Ukrainian market in August 2022 increased by 5 percentage points (p.p.) compared to the annual average of 2021 – up to 21.9% from 16.9%, the volume of shadow market was the highest since the independence of Ukraine.
The Institute specified that 56% of the tobacco products illegally sold in 2022 as export or Duty Free products have the mark of production of Vinnikivska Tobacco Factory (Vinniki, Lviv region) and marked as not intended for sale in Ukraine. The share of unidentified producers was 24% (in 2021 – 23%), United Tobacco LLC (Zheltye Vody, Dnepropetrovsk oblast) – 19% (in 2021 – 15%).
The National Bank of Ukraine (NBU) has said that the number of counterfeit hryvnia banknotes and their sum in H1 2019 fell by 26% and 20% respectively year-over-year.
As the regulator said on the website, most (99%) of banknotes withdrawn from circulation traditionally had four denominations: UAH 500 (50% counterfeit), UAH 100 (24%), UAH 200 (14%) and UAH 50 (11%), then as counterfeit banknotes with face values from UAH 1 to UAH 20 amounted to only 1%.
“Most often, the detected counterfeit banknotes came true through the cash desks of fast food, retail outlets and gas stations,” the regulator said.
The National Bank said that 93% of the seized counterfeit banknotes were made using inkjet printers, 6% by laser printers and using color copiers, 1% of counterfeit banknotes was made by printing.
The NBU said that in August, there was an increase in the withdrawal from circulation of counterfeit banknotes with a face value of UAH 500 printed in 2006, counterfeited using inkjet printing with imitation of ultraviolet protection. “There was the seizure of about 60 banknotes that were sold at the box office gas stations in different regions of the country (Kyiv city and region, Zakarpattia, Volyn, and Zhytomyr regions),” the National Bank said.
