Gazprom is booking extra capacities for gas transit through Ukraine for March at the same additional reservation volume as for February, according to the results of the monthly Regional Booking Platform (RBP) auction.
Gazprom has a long-term reservation of Ukrainian capacities in the volume of 40 billion cubic meters for 2021, which is equal to 110 million cubic meters per day.
The Russian gas company booked extra transit capacities for March via RBP on Monday. It requested 14.2 mcm per day of the offered 15 mcm per day. The auction result was the same for February.
From February 1 to 13, Gazprom pumped an average of 119.1 mcm per day through Ukraine, with a minimum amount of 115.4 mcm and a maximum of 121 mcm.
In January 2021, the company transported 124.51 mcm per day on average through Ukraine, and in December – 182.63 mcm per day.
NJSC Naftogaz Ukrainy in 2020 rendered services to PJSC Gazprom (Russia) in organizing transportation of natural gas through the territory of Ukraine for $ 2.11 billion.
“For 2020, Gazprom fully paid for the annual capacity of the Ukrainian gas transmission system (GTS) for gas transportation. According to the agreement dated December 31, 2019 between Naftogaz and Gazprom, the cost of booking 65 billion cubic meters of annual capacity is $ 2.1 billion. In addition, in the fourth quarter of 2020, Naftogaz additionally rendered services to Gazprom for the use of the Ukrainian gas transportation system, for which it receives over $ 30 million,” the press release of the company said.
According to the company, the total volume of Russian gas transported in 2020 amounted to 55.8 billion cubic meters.
Ukraine will be able to achieve the transfer of entry points for export of gas by Gazprom to the Ukrainian-Russian border only in close cooperation with the European Commission and other European institutions.
This opinion was expressed by representatives of Naftogaz Ukrainy and the Gas Transmission System Operator of Ukraine (GTSOU) at an online briefing devoted to five years of gas independence held on Friday.
“We believe that the possibility of transferring entry points is technically possible. But there is no political consent on the part of the Russian Federation, because they understand that the European gas market is declining and do not want additional competitors. Therefore, we believe that it is necessary to fight against the monopoly position of the Russian Federation together with our European partners and institutions. They will allow us to create such conditions to force the Russian Federation to allow the transit of energy resources through its territory and, if European traders have such a desire, to move the gas entry points to the Ukraine-Russia border,” Director General of GTSOU Serhiy Makogon said.
According to him, European traders have already approached the Russian Federation with a similar proposal, but so far received a negative answer.
According to Lana Zerkal, advisor to the executive board chairman of Naftogaz Ukrainy, it is extremely important for Ukraine to involve the European Commission to cooperate in this process.
“It is the involvement of the European Commission as a moderator of such a discussion that is extremely important, since we already have a positive experience of conducting such trilateral negotiations in the gas sector. And here we should not look like a supplicant. We should do our part of the homework, namely: together with the European Commission conduct full screening and full monitoring of Ukrainian legislation on its compliance with the Ukraine-EU Association Agreement, which will give us the necessary basis for further joint work,” Zerkal said.
The relocation of Russian gas entry points to the eastern border of Ukraine will allow the country to more closely integrate into the European gas market and, in particular, to even more actively involve European traders in the placement of gas in Ukrainian underground storage facilities, she said.
Naftogaz Ukrainy Executive Board Chairman Andriy Kobolev estimates the proceeds from PJSC Gazprom for the transit of Russian gas through the gas transmission system (GTS) of Ukraine at about $2 billion in 2020.
“I think this year the figure will be close to $2 billion,” he told journalist Yanina Sokolova on the YouTube channel on Tuesday evening.
The head of Naftogaz said that the “take or pay” principle enshrined in the contract during the economic crisis is important for the country in terms of obtaining a guaranteed income from the provision of transit services.
Ukrainian President Volodymyr Zelensky has proposed that $2.9 billion, which NJSC Naftogaz Ukrainy received from Russia’s Gazprom as the execution of the award of the Arbitration Institute of the Stockholm Chamber of Commerce, are sent for the implementation of infrastructure projects and healthcare development.
“We plan to additionally provide funds for road construction. This is our infrastructure priority, other infrastructure projects, the medical sector and energy efficiency. Among the plans is to build more than 200 medical aid stations across Ukraine,” he said at a meeting with representatives of the Cabinet ministers and the Verkhovna Rada on Tuesday, the press service of the head of state reported.
Zelensky invited the government to prepare the necessary draft documents within two weeks.
Gas Transmission System Operator of Ukraine (GTSOU), which replaced Ukrtransgaz as the operator of the Ukrainian gas transmission system on January 1, 2020, has reported continuation of Russian gas transit under the new agreement reached between Russia’s Gazprom and NJSC Naftogaz Ukrainy in furtherance of the previous ten-year contract.
“We have transported the first cubic meters of gas to the EU under the new gas contract consistent with European regulations. The gas transmission system is operating normally,” the operator said in a statement on Facebook on Wednesday.
