In January 2024, insurance companies-members of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) concluded 556,241 thousand contracts of compulsory insurance of civil liability of owners of land vehicles (CTP), which is 1.37% less than in the same period in 2023.
According to the data published on the MTIBU website, 411 thousand contracts were concluded in electronic form, which is 14.31% more than in January last year.
In January 2024, the Bureau’s members increased the collection of insurance premiums under MTPL policies by 19.25% compared to the same period in 2023 – up to UAH 706.7 million, including UAH 560 million (+34.05%) under electronic contracts.
The total amount of accrued insurance claims under domestic insurance contracts increased by 40.7% to UAH 400.7 million, including UAH 81.951 million paid using the Europrotocol (+23.02%).
The Bureau also recorded an increase in the number of settled insurance claims by 22.2% to 12,498 thousand, including 4,550 thousand (+5.25%) using the Europrotocol.
MTIBU is the only association of insurers in Ukraine that provides compulsory insurance of civil liability of owners of land vehicles for damage caused to third parties. The Bureau’s members include 35 insurance companies.
The average insurance premium for compulsory motor third party liability insurance (MTPL) in 2023 increased by 16.9% to UAH 1,141 thousand, according to the website of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU).
It is noted that in 2024, the insurance premium is expected to grow by another 6.7% to UAH 1,217 thousand.
In addition, the MTIBU also forecasts a 7.7% increase in the number of MTPL insurance contracts in 2024 (in 2023, 7.6 million insurance contracts were concluded (+6.77%) compared to 2022). The total amount of insurance premiums amounted to UAH 8,750.4 million, which is 24.87% more than in 2022.
In 2023, insurance companies paid UAH 3.8 billion to victims of road accidents, which is 38.9% more than in 2022, and settled 127,837 thousand claims for insurance compensation (+15.56%). The insured event frequency ratio is 1.67, which is 8.4% more than in 2022, but less than the “pre-war” figure of 1.92 in 2021.
More than 69% of issued insurance policies in 2023 are electronic and only 31% are presented in paper form.
Over the past year, 42,158 thousand claims were settled under the direct claims settlement system (DSS) and UAH 796 million of insurance indemnity was paid. The average time to settle a loss in the DDS system is 32 days, which is almost half as long as in the general settlement system.
The MTIBU Victims’ Protection Fund amounts to UAH 3,320.28 million, accumulated through paid premiums and contributions from insurers of the Bureau’s members.
In 2023, the number of complaints against insurers from victims and policyholders decreased by 54%.
Over the past year, 1.6 million international insurance contracts were concluded, and the total amount of accrued premiums under them amounted to UAH 5.207 billion (+27.3% compared to 2022).
The number of settled claims under international insurance contracts “Green Card” in 2023 amounted to 15.122 thousand, the total amount of compensation amounted to EUR 46.66 million.
The largest number of road accidents caused by Ukrainian drivers occurred in Poland – 31%, Germany – 19%, Romania – 7%, Czech Republic – 7% and Italy – 4%.
Premier Alliance Insurance Company (formerly Salamander Ukraine, then Van Click) and Alfa Insurance Company have been expelled from the Motor (Transport) Insurance Bureau of Ukraine (MTIBU).
This decision was made at the general meeting of MTIBU members held on January 22, a participant in the meeting told Interfax-Ukraine.
The membership of Premier Alliance Insurance Company was terminated on the basis of the company’s application in connection with the termination of its activities, all its funds were transferred to Salamandra Insurance Company, Alfa Insurance Company – due to the loss of the license for compulsory motor third party liability insurance (MTPL).
As reported, on December 20, 2023, the National Bank of Ukraine revoked all insurance licenses of Premier Alliance Insurance Company PrJSC and excluded information about it from the State Register of Financial Institutions based on the company’s application.
According to the NBU, according to the insurer’s latest financial statements for the first nine months of 2023, the company’s insurance premiums amounted to UAH 14.361 million, assets amounted to UAH 62.419 million, and insurance reserves amounted to UAH 3.840 million. Premier Alliance, like Salamandra, was part of the non-banking financial group Salamandra, the ultimate beneficiary and owner of which is Yuriy Yavtushenko.
As reported, on December 14, 2023, the NBU revoked all licenses of Alfa Insurance (Kyiv) due to violation of the regulations on licensing and registration of financial service providers, namely, inconsistency of business reputation of the owners of significant participation.
According to the NBU, according to the latest filed financial statements of PrJSC “IC “Alfa Insurance” as of September 30, 2023, the company’s insurance premiums amounted to UAH 3.991 million, the value of assets – UAH 644.129 million, insurance reserves – UAH 21.053 million. The company’s market share in terms of insurance premiums amounted to 0.13%.

The cost of a one-month Green Card for cars is now UAH 1,595 thousand (compared to UAH 1,511 thousand before), buses – UAH 5,230 thousand (UAH 4,954 thousand), and trucks – UAH 3,138 thousand (UAH 2,972 thousand).
Semi-annual and annual Green Card policies for cars will now cost UAH 7,083 thousand and UAH 8,769 thousand, respectively, for trucks – UAH 14,855 thousand and UAH 28,036 thousand, for buses – UAH 18,307 thousand and UAH 33,999 thousand.
The cost of policies for traveling to Azerbaijan and Moldova for passenger cars for 15 days will be UAH 730 (previously UAH 691), for one month – UAH 1,074 thousand (UAH 1,017 thousand), for six months – UAH 2,462 thousand (UAH 2,332 thousand), for a year – UAH 3,506 thousand (UAH 3,321 thousand).
The amounts of single insurance premiums under contracts of international compulsory motor third party liability insurance for owners of land vehicles are set in accordance with the Resolution of the Cabinet of Ministers dated January 6, 2005 and are denominated in euros.

According to the MTIBU, the last change in tariffs was on April 21, 2023, upward by 3.15%, on December 30, 2022, upward by 3.1%, before that they were also raised on November 17 by 6.9% after a decrease of 5.5% on October 3, before that, on July 26 of the same year, they were raised by almost a quarter (by 26.3%).

The cost of a one-month Green Card for cars is now UAH 1,511 thousand (compared to UAH 1,564 thousand before), buses – UAH 4,954 thousand (UAH 5,126 thousand), and trucks – UAH 2,972 thousand (UAH 3,075 thousand).
Semi-annual and annual Green Card policies for cars will now cost UAH 6,709 thousand and UAH 8,306 thousand, respectively, for trucks – UAH 14,070 thousand and UAH 26,566 thousand, for buses – UAH 17,340 thousand and UAH 32,204 thousand.
The cost of policies for traveling to Azerbaijan and Moldova for passenger cars for 15 days will be UAH 691 (previously UAH 715), for one month – UAH 1,017 thousand (UAH 1,052 thousand), for six months – UAH 2,332 thousand (UAH 2,413 thousand), for a year – UAH 3,321 thousand (UAH 3,436 thousand).

According to a message on the bureau’s website, MTIBU has recalculated the cost of Green Card insurance certificates, which are being introduced upward by 26.3%.
The last change in tariffs was on July 18, 2022, downward by 4.4%.
Green Card policies have been implemented since 2009 in two types: all of Europe, Moldova. Also, from January 1, 2016, Ukrainian Green Card policies began to operate on the territory of Azerbaijan.
According to the MTIBU, the cost of a “Green Card” in Ukraine for 15 days for trips around Europe for cars rises to UAH 913 (previously – UAH 723), for buses – up to UAH 3,429 thousand (UAH 2,715 thousand), for trucks – up to UAH 2.153 thousand (UAH 1.705 thousand).
The cost of the “Green Card” for one month for cars is now UAH 1.453 thousand (previously UAH 1.150 thousand), buses – UAH 4.763 thousand (UAH 3.772 thousand), trucks – UAH 2.858 thousand (UAH 2.263 thousand) .
The cost of semi-annual and annual Green Card policies for cars is UAH 6,451 thousand and UAH 7,986 thousand, respectively, for buses – UAH 16,673 thousand and UAH 30,964 thousand, for trucks – UAH 13,529 thousand and UAH 25,534 thousand respectively.
The cost of policies for trips to Azerbaijan and Moldova for cars for 15 days will be UAH 665, for one month – UAH 978, for six months – UAH 2.242 thousand, for the year – UAH 3.193 thousand.
The amounts of unified insurance payments under international compulsory civil liability insurance contracts for owners of land vehicles are established by the Cabinet of Ministers on January 6, 2005 and are defined in euros.
“Green Card” – a system of insurance protection for victims of a traffic accident, regardless of their country of residence and the country of registration of the vehicle. The “Green Card” covers the territory of 47 countries of Europe, Asia and Africa.
