Insurance companies that are members of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) in January-March 2021 increased the collection of insurance payments under the policies of compulsory insurance of land vehicle owners’ civil liability (OSAGO) by 13% compared to the same period in 2020, to UAH 1.670 billion, including under electronic contracts in the amount of UAH 744.4 million, which is 65.2% more than in 2020.
During this period, the companies entered into 1.913 million OSAGO agreements, which is 7.7% more than in the same period in 2020. Out of the total volume of agreements, some 877,743 were concluded in electronic format, which is 62.6% more than in the three months of 2020.
According to the data published on the MTIBU website, the total amount of accrued insurance claims under internal insurance agreements in January-March 2021 increased by 26%, to UAH 862 million. In particular, UAH 162.3 million was paid using the European road accident record forms, which is 32% more than in 2020.
The bureau also recorded an increase in the number of settled claims for insurance compensation by 14%, to 42,763, including with the use of European road accident record forms 15,450 (more by 18%).
The MTIBU is the only association of insurers that provides compulsory insurance of land vehicle owners’ civil liability for damage caused to third parties. The bureau members are 48 insurance companies.
Some 76.7% of OSAGO claims in Ukraine were settled within 90 days, according to the performance indicators of insurers for the fourth quarter of 2020.
According to the Motor (Transport) Insurance Bureau of Ukraine (MTIBU), the share of claims settled within 60 days was about 58.5% (Q4, 2019 – 62.7%), up to 90 days – 76.7% (75.1%), up to 120 days – 85.1% (81.7%).
The MTIBU notes that the best performance in the settlement of insurance events was shown by Motor-Garant insurer, which settled 87.7% of all OSAGO claims within 60 days, VUSO – 82%, Ukrainian Insurance Standard – 79.1%, Kniazha VIG – 76.4%, Alfa-Insurance – 75.8%, ASKO-Donbas Pivnichny – 75.1%, Inter-Policy – 75.1%, ARX – 74.6%, Express Insurance – 73.1%, Guardian – 72.8%, Ukrainian Insurance Group – 72.5%, Arsenal Insurance – 72.2%, TAS – 72.3%, INGO – 70.7%, Krayina – 70.7%.
In addition, it is reported that in the fourth quarter of 2020, the MTIBU received 333 complaints from victims and policyholders about the actions of insurance companies, which is 11 more than in the fourth quarter of 2019. The largest number of complaints was received against Omega – 32, which is 11.72% of the total number of resolved OSAGO events, ASKA – 51 complaints (6.81%), Unives – nine (6%), U.S.I. – 53 (1.83%).

The average OSAGO payment in Ukraine in January-June 2020 amounted to UAH 18,271, which is 5.01% more than in the same period a year earlier, the Motor (Transport) Insurance Bureau of Ukraine has said on the website.
At the same time, it is noted that the average cost of an OSAGO policy was UAH 685, while in the first half of 2019 it was UAH 664.
It is reported, with reference to Director General of the MTIBU Volodymyr Shevchenko, that in 7.1% of insured events the amount of property damage exceeded UAH 100,000, while in 2019 there were only 4% of such events.
“These data emphasize the importance of increasing the sums insured (by 30%), which took place at the initiative of the MTIBU in September last year, and the need to ensure their further approximation to European sizes by changing the norms laid down in the law on OSAGO,” Shevchenko notes.
According to the report, in January-June 2020 the MTIBU made 3,154 payments from the bureau’s guarantee funds for a total of more than UAH 104.3 million. Compared to the same period last year, this indicator slightly decreased by 4.3%, while the amount of payments increased by 10.6%.
The largest number of payments was made for harm caused by the owners of unsecured vehicles (who became the perpetrators of road accidents without a valid OSAGO policy): 1,931 payments in the amount of UAH 68.6 million. The number of payments under this item increased by 23.2%, and the amount of payments by 25.7%.
The average period of settlement of insurance claims for damage caused to property declared under compulsory insurance of civil liability of motor vehicle owners (OSAGO) in the second quarter increased by 8 days compared to the previous one and amounted to 77 days (for claims settled within 365 days), the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) reports.
The bureau also notes that the reason for this is the quarantine introduced in Ukraine in connection with the COVID-19 pandemic, which affected the work of insurers’ offices, claims settlement processes, as well as the ability of victims to promptly submit the documents necessary to receive insurance payments.
According to the MTIBU, within the framework of the direct claims settlement system, the average settlement period increased slightly, amounting to 43 days (in the first quarter of 2020 some 41 days). Despite the impact of quarantine measures, OSAGO insurers in annual terms have improved the speed of settlement: compared to the second quarter of last year, the average settlement period decreased by 2 days, and within the direct settlement system by 13 days.
In April-June 2020, within 60 days from the date of an accident 55.3% of claims were settled, up to 90 days some 69.9% of claims, and up to 120 days some 77.4% of claims.
Insurance companies that are members of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) as of October 31, 2019 had signed almost 1.030 million electronic OSAGO insurance contracts, the website of the bureau reports. According to the report, the total amount of premiums under such agreements exceeded UAH 757.3 million.
To date, OSAGO agreements in an electronic form are signed by 42 MTIBU member insurers.
Monthly, the number of electronic contracts is growing by 12-28%.
The leader in the number of electronic contracts is PZU Ukraine with 175,500 contracts worth UAH 147.8 million.
The share of top ten insurers in the number of signed electronic contracts in the total number of electronic policies is almost 74%, which is 6% less than the same indicator at the end of the first half of this year.
Electronic policies were introduced in February 2018 and became one of the first steps in the system of digitalization and the creation of a single digital OSAGO environment, which is defined as one of the priorities for the development of the industry and the work of the bureau.
Insurance companies that are members of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) in January-February 2019 increased collection of insurance premiums for compulsory insurance of motor vehicle owners’ civil liability (OSAGO) by 18.12% compared to the same period of 2018, to UAH 661.448 million. According to data posted on the MTIBU’s website, the number of OSAGO contracts in January-February rose by 7.06%, to 1.066 million.
The total amount of insurance claim fees paid on domestic insurance contracts for the two months grew by 8.5%, to UAH 393.3 million. In particular, UAH 73.116 million was paid using European accident report forms, which is 43.1% more than in January-February 2018.
The bureau also recorded an increase in the number of settled claims for insurance compensation by 6.4%, to 22,500.
