Local budgets received 73.5 mln hryvnias in parking fees

Taxpayers in Ukraine paid 73.5 million hryvnias in parking fees to local budgets from January to April 2026, which is 12.3% more than during the same period last year, according to a report on the State Tax Service (STS) website on Thursday.

According to the report, this amount totaled 65.5 million UAH during the first four months of last year.

The agency noted that the leaders in terms of parking fee payments were Odesa Oblast—27.1 million UAH, Lviv Oblast—19.5 million UAH, Dnipropetrovsk Oblast—16.7 million UAH, and Ivano-Frankivsk Oblast—3.8 million UAH.

Tax officials attribute the positive trend to increased legal awareness among business owners, wider adoption of cashless payments, and effective oversight by the State Tax Service, which has ensured transparency in this sector. Funds from this fee remain entirely at the disposal of local communities to finance urban improvements and enhance road infrastructure.

The State Tax Service noted that the payers of the parking space fee are legal entities, their branches, and individual entrepreneurs who operate parking lots, while drivers do not pay this fee. The tax base is the area of the land plot allocated for parking by a local council decision, or the area of municipal garages and parking lots built using local budget funds. The tax rates are set by local authorities at up to 0.075% of the minimum wage per 1 sq. m of land area, which in 2026 amounts to up to 6.49 UAH per 1 sq. m.

From Monday, July 24, parking fees will be charged in Kiev

From July 24 in Kiev will resume payment for parking, free parking in the capital will be possible only on weekends, reported on the portal of the Kiev city Council.

“From July 24 resumes payment for parking through the mobile application Kiev Digital. Pay for parking will be necessary only on weekdays from 8:00 to 22:00. On weekends – parking remains free,” – stated in the message.

Some nuances of payment are also indicated, in particular, payment will be charged while parking in the application, regardless of the location of the car.

The write-off is carried out automatically when the total amount for hourly parking reaches 100 hryvnias. If the amount is less, the payment is deducted on the 1st of the next month.

Kyiv authorities inform that the user of “Kyiv Digital” can add several license plates to the application. Before parking, it is necessary to select the necessary one in the hourly parking menu.

It will be possible to pay only with a bank card. Municipal parking lots do not accept cash.

“If someone demands to pay for the service in this way – call the police,” – recommend the city authorities.

In addition, they note that during the air alert, parking inspectors will not fine drivers or evacuate cars.

PARKING AREAS ON TRAFFICABLE ROOFS OF MALLS COULD BE DESIGNED IN UKRAINE – MINISTRY

Changes to the national construction standards on designing of parking areas on trafficable roofs of shopping and entertainment centers will take effect from July 1, 2019, the press service of Deputy Regional Development, Construction, Housing and Utilities Economy Minister Lev Partskhaladze has reported.
“The new changes in the construction standards on the design of parking areas and garages allow placing car parking on the trafficable roofs of public buildings and structures, for example, malls and shopping and entertainment centers, administrative and other facilities. The exception is kindergartens, schools and hospital buildings with wards. The requirement comes into force on July 1,” the press service said.
These parking areas should have emergency exits, as well as take into account the requirements of the national construction standards Planning and Development of Territories in terms of fire-fighting distances to adjacent buildings and electrical installation rules. At the same time, the placement of temporary shelters for cars on such facilities is prohibited.
The changes in national construction standard V.2.3-15-2007 Parking Areas and Garages for Passenger Cars were developed by PJSC Ukrainian Zonal Research and Project Institute for Civil Construction.
