Courts in the Dnipropetrovsk region account for 10 out of 18, or about 56%, of the verdicts handed down in Ukraine since the beginning of 2022 in cases related to fraudulent call centers, according to an analysis by Experts Club based on data published on September 9 by Opendatabot.
Courts in the Kharkiv, Odesa, and Zakarpattia regions each handed down two more verdicts. Kyiv and the Kyiv region each accounted for one verdict.
The regional breakdown is as follows: Dnipropetrovsk region—10 verdicts; Kharkiv—two; Odesa—two; Zakarpattia—two; Kyiv—one; and the Kyiv region—one.
Experts Club notes that the Dnipropetrovsk region’s high share does not automatically mean that it accounts for 56% of all fraudulent call centers in Ukraine. The statistics reflect the location where the identified court cases were heard and depend on territorial jurisdiction, the work of investigative agencies, and the methodology used to search for rulings in the court registry.
However, Dnipro has repeatedly been implicated in major investigations into similar schemes. For example, on February 23, 2026, the National Police reported dismantling a network of fraudulent call centers in the city, which, according to the investigation, had been operating since November 2023 and targeted EU citizens. At that time, 11 people were detained, and law enforcement officials reported seizing nearly 21 million hryvnias, which they linked to criminal activity.
In addition, in August, the police announced the completion of a joint investigation with Czech law enforcement into another call center network run by a Dnipro resident, which, according to the investigation, caused approximately 12 million hryvnias in losses to the victims. An indictment in this case was filed with the court.
In total, 27 defendants are named in the 18 court verdicts identified by Opendatabot. Actual prison sentences were imposed in only two cases.
Experts Club believes that to assess the actual distribution of fraudulent call centers, it is necessary to compare several indicators at once—the number of investigations, the number of offices identified, indictments submitted to court, and final verdicts. The court registry alone primarily reflects the final stage of the criminal process.
