Million-dollar cryptocurrency transactions in Montenegro pass attention of regulators

According to the Serbian Economist, the exchange of cryptocurrencies for cash in Montenegro is massively going into the “gray zone”: transactions are conducted through unregulated dealers, forums and Telegram groups, with multi-million dollar transactions taking place without any government oversight. This is according to an investigation by the Balkan Investigative Reporting Network (BIRN).

According to BIRN, Montenegro still does not have a separate law on digital assets, although the development of such a document was announced back in 2020. The cryptocurrency market was only partially affected by the February amendments to the Law on Prevention of Money Laundering and Terrorist Financing, which provided for the creation of a register of service providers related to digital assets.

Due to the lack of clear regulation, citizens and residents widely use so-called OTC-trading: exchange of cryptocurrency for cash through intermediaries, announcements on forums and Telegram chats, with personal meeting and settlement in cash, without applying customer verification procedures (KYC). Ivan Jolicic, a cryptocurrency expert and creator of Montenegrin digital currency Perper, told BIRN that in addition to local dealers, foreigners are active in the market – in particular, Russians, Ukrainians and Turks, for whom it is often the only way to make money to live in the country amid the difficulty of opening bank accounts.

BIRN journalists identified a number of crypto exchanges on Telegram, operating both throughout the Balkans and only in Montenegro. One of the largest groups – “Currency Exchange Montenegro” – has more than 7 thousand participants, communication in it is conducted in Russian; the ads indicate the amount of exchange (from hundreds to tens of thousands of euros), rates, commissions and specific places of cash transfer. The symbolism of the group’s administrators overlaps with that of the libertarian community Montelibero, but its representatives told BIRN that they are not affiliated with this Telegram channel.

The Montenegrin police told BIRN that the Financial Intelligence Sector has the technical capabilities to analyze blockchain transactions and uses Chainalysis Reactor software solutions and the Kodex platform to obtain off-chain data from crypto service providers. However, the IRS noted that until a separate digital asset law is passed, it cannot actually act on such transactions, as taxation is only possible on legally recognized assets.

Amendments to the AML law, passed by Parliament on February 28, provide for the creation of a register of service providers with crypto-assets and mandatory KYC procedures for every transaction over €1,000. At the same time, experts, including Jolicic, believe that the current regulation remains fragmented and does not cover mass “street” OTC trading, due to which a significant volume of crypto transactions continues to pass “under the radar” of state authorities.

Medical insurance will become mandatory for entry into Georgia from 2026

Georgia from January 1, 2026 introduces a mandatory requirement of medical insurance for all foreign citizens crossing the border of the country. This is reported by the National Tourism Administration of Georgia and local media with reference to the updated Law on Tourism.

From this date, foreign tourists must have a medical and accident insurance policy in Georgian or English upon entry. The document must be valid from the moment of crossing the border and cover the entire period of stay in Georgia.

According to explanations of insurance companies and tour operators, the minimum parameters of coverage include payment for emergency outpatient services for at least 5 thousand dollars and inpatient treatment for at least 30 thousand dollars, including risks of accidents, injuries, sudden illnesses, medical evacuation and repatriation. A number of materials also mention the benchmark of the minimum sum insured at the level of GEL 30 thousand equivalent, but in the market for non-residents the benchmark of USD 30 thousand is used as a basic benchmark.

In case of absence of a valid policy, a fine of 300 GEL (about $110) is envisaged, and the border guard at its discretion can either offer to issue insurance on the spot or refuse entry. The new rules apply to all foreign citizens, regardless of citizenship and mode of entry, Georgian and international media emphasize.

Tour operators note that the greatest practical significance of the innovation will be for independent travelers who book flights and accommodation without package tours.

Copper prices set new historical record on Monday

Copper prices on Monday updated the historical maximum on fears of a supply shortage in the global market. Quotes of three-month futures for copper on the London Metal Exchange (LME) by 13:25 Q1 rose by 0.3% to $11,653 per ton. At the same time during the session they rose to a record $11,771 per ton.

“Supply shortages continue to provoke panic buying,” The Wall Street Journal quoted analysts at ANZ Research as saying.

The market has been pressured this year by a series of problems at major oilfields. In addition, the build-up of stocks in the U.S. because of fears of the introduction of the authorities of the country in the next year of duties on imports of refined copper increases the risk of shortages in other regions.

Prices are also supported by the promise of the Chinese authorities to strengthen support for the economy to stimulate domestic consumption through a “more proactive” fiscal policy and the preservation of “moderately soft” monetary policy, analysts say ANZ Research.

Earlier, the information and analytical center Experts Club released a video dedicated to global copper production and the leading producing countries – https://youtube.com/shorts/_h8iU50z8C0?si=a-XkgGEfeUxseQNa.

Mayor-elect of Bucharest: Romania’s prime ministerial candidate has won election

The Serbian Economist reports that the candidate of the National Liberal Party of Romania (PNL), backed by Prime Minister Ilie Bolojan, Ciprian Ciuc won the early election for mayor of Bucharest with about 36% of the votes after almost all ballots were counted.

According to Romanian and international media, Ciuc beat far-right Alliance for the Unification of Romanians (AUR) candidate Anca Alexandrescu, who received about 22% of the vote, as well as Social Democratic Party (PSD) nominee Daniel Belutse, who came in third. The election was seen as a test of the influence of AUR, which is leading in part of the nationwide polls.

The post of mayor of the Romanian capital became vacant after the former mayor Nicusor Dan was elected president of the country in 2025, necessitating an extraordinary vote. The victory of the EU-oriented liberal candidate is seen by observers as an important political success for incumbent Prime Minister Bolojan and his pro-European ruling coalition amid the growing popularity of right-wing and far-right forces in the region.

Analysts note that the outcome of the Bucharest election reduces the risk that one of the first capitals of an EU member state could become a city governed by a radical right-wing party, while strengthening the government’s position ahead of further political battles at the national level.
