The Fund for Reconstruction and Development of Ukraine, together with the Kontramarka Help project, plans to create a rehabilitation center for civilians and military personnel in western Ukraine, and later in other regions, president of the fund Artem Honcharenko has said.
“One of the projects that will be implemented by the Fund for Reconstruction and Development of Ukraine together with Kontarmarka Help is the creation of a rehabilitation center for civilian and military people. We plan to create it in the western region, and then scale it all over Ukraine,” Honcharenko said during press conference at Interfax-Ukraine on Thursday.
According to him, the center will provide assistance in physical and psychological rehabilitation, reintegration into civilian life, and job search.
“We have been seeing this problem since 2014, when combatants were not particularly actively recruited. Now there will be even more such people, so the problem needs to be solved in the near future,” he said.
The Fund for Reconstruction and Development of Ukraine (https://rdua.eu/) was established in April 2022 at the initiative of the International Technology Transfer Association and the I-Dolina start-up platform to organize and deliver humanitarian aid to Ukraine.

Kyiv National University of Construction and Architecture (KNUCA) will prepare bachelors under a reduced three-year program.
“We are ready to solve a problem of the shortage of specialists for restoration and construction of certain facilities. Now we are developing reduced programs, analyzing how to optimize them. After the victory, our defenders will be able to take these courses and get involved in restoration of the country as soon as possible,” professor, rector of Kyiv National University of Construction and Architecture Petro Kulikov said during a press conference at Interfax-Ukraine on Thursday.
According to him, the task is to “squeeze” the four-year bachelor’s program to three years.
The KNUCA rector noted that a smaller number of applicants is expected this year. “We are losing foreign students, as interest in the country at war, of course, is falling. Colleagues in European countries have provided preferences for our applicants, and a significant number of those who have gone abroad are considering this possibility. Despite this, we hope that we will have a full-fledged enrollment,” Kulikov said.
At the same time, he noted that international cooperation between universities is expanding. “I am grateful to our colleagues from Germany, Poland, and the Czech Republic. There are no political moments in the scientific and educational environment, there is, above all, a creative interest. In the coming days, we are signing an agreement with a French higher education institution, in June – an agreement between an association of Polish and Ukrainian universities. We are talking about the exchange of students and other forms of cooperation,” Kulikov said.

Mobile hospitals can temporarily provide medical care to communities where hospitals were destroyed as a result of hostilities, Artem Honcharenko, President of the International Technology Transfer Association and the Fund for Reconstruction and Development of Ukraine, has said.
“The creation of mobile hospitals, mobile operating rooms can ensure the operation of an almost full-fledged hospital based on a gym or any building, and tent camps can also be deployed, including in a simplified form. Until the stage of hospital recovery comes, such mobile hospitals will provide primary and secondary care,” Honcharenko said during a press conference at Interfax-Ukraine on Thursday.
The deployment time of the mobile hospital is only 40 minutes, they are designed to receive 150 patients per day, Oleksiy Honcharov, head of the international relations department of the public organization Kontramarka Help, has said.
“According to our estimates, about 40 such hospitals are needed throughout Ukraine. Of course, the more of them, the better. Currently, there is a serious problem with destroyed hospitals, so mobile hospitals can come to different cities to provide medical care,” he explained.

NGO Kontramarka Help (https://www.kontramarka.help/) was founded by the creators of automation products for ticket services mticket, esport, Kontramarka for humanitarian aid to the army, territorial defense, hospitals.
It is planned to build an IT campus for representatives of creative industries in Lviv region, Artem Honcharenko, President of the International Technology Transfer Association (ITTA) and the Fund for Reconstruction and Development of Ukraine, has said.
“Currently, we are implementing such a project, we have found a site in Lviv region. The legal process will begin soon. We plan to build the first campuses during the summer, where it will be possible to attract foreign partners and IT specialists, creative industries, youth to create a platform for discussion and start-ups,” Honcharenko said during a press conference at Interfax-Ukraine on Thursday.
He clarified that there are already agreements on the allocation of a land plot in Lviv region with an area of 8 hectares. The project provides for construction of campuses no more than five floors, the total area of spaces will be 10,000 square meters.
According to Honcharenko, the campuses of the town will be able to host up to 1,000 participants, and construction of places of temporary residence is also envisaged. In addition, a rehabilitation center as part of the technology park will be designed for 500-600 people.
Previously, the creation of such towns was planned in Kyiv region, Kharkiv, Odesa, and Lviv.
“We postponed construction of such a center in Kharkiv to the post-war period. We will start talking with local authorities about what needs to be taken into account for construction of such a town of creative industries in terms of restoring the city,” the ITTA president said.
“We would like to create not only a place for communication, but also, perhaps, with flexible taxation conditions, with the possibility of entering international markets,” he stressed.
The Ukrainian non-profit organization International Technology Transfer Association (https://itta.org.ua/) was founded in 2020, its activities include software development, development of the IT sector in Ukraine. In April 2022, ITTA co-initiated the creation of a charitable foundation for Reconstruction and Development of Ukraine to organize and deliver humanitarian aid to Ukraine.
BUILD, CREATIVE INDUSTRIES, HONCHARENKO, IT CAMPUS, LVIV REGION
Registration of tax invoices, interrupted at the beginning of the war, will resume on Friday, May 27, said Daniil Getmantsev, head of the parliamentary committee on finance, tax and customs policy.
“Friends, tomorrow we are opening the registration of tax invoices. The system will operate in the pre-war regime with the reservations specified directly in the law. I urgently ask converters, individual tax specialists and other professional evaders not to count on the fact that in the conditions of war the scheme tax credit will go unnoticed,” – he wrote in Telegram on Thursday evening.
According to him, the State Tax Service will react harshly to any such attempts, “according to the laws of war with all the consequences.”
Getmantsev also appealed to businesses with a request to immediately inform them of any local distortions on the part of the tax authorities, if any.
“The tax office has an absolutely unambiguous clear task – to ensure the registration of tax invoices in full compliance with the law and the requirement of white business,” the head of the committee said.
As reported, on May 12, the Verkhovna Rada adopted a law (draft No. 7360), which, in particular, completely resumes the operation of the VAT Electronic Administration System (SEA). Registration of tax invoices, according to him, for February-May 2022 is provided until July 15 this year.
According to the document, taxpayers are exempted from liability for late reporting or payment of taxes in the period after the start of the war on February 24, if these tax obligations were fulfilled within 60 days from the date of renewal of such an opportunity. The same concessions are given to taxpayers who switched to a simplified taxation system with the payment of 2% tax.

Ukraine and Finland have extended the implementation of the project “Finnish Support to the Ukrainian School Reform” until 2023, the press service of the Ministry of Education and Science of Ukraine reported on Thursday.
The corresponding agreement was signed during a meeting in Kyiv by Prime Minister of Ukraine Denys Shmygal and Prime Minister of Finland Sanna Marin. The project provides financial support from Finland for educational reform in Ukraine in the amount of up to EUR 6 million and up to EUR 2 million from the European Union.
“Since the beginning of Russia’s aggression in 2014, Finland has helped us on all international platforms, provided significant support in promoting reforms in Ukraine, in particular in the field of education,” Shmyhal said.
