President of Ukraine Volodymyr Zelensky signed a decree approving the National Human Rights Strategy.
Decree No. 119/2021 was published on the President’s website and comes into force on the day of its publication.
According to the text of the document, the Cabinet of Ministers of Ukraine is instructed to draft, with the involvement of representatives of state and local authorities, as well as civil society institutions, domestic scientists and international experts, and to approve within three months an action plan for the implementation of the strategy for 2021-2023.
“The strategy is aimed at uniting society in matters of values of human rights and freedoms, which are ensured and protected on the basis of the principles of equality and non-discrimination. The document focuses on solving the main systemic problems in the field of ensuring the implementation and protection of human rights and freedoms in the face of new challenges the society is faced with,” the press service of the head of state said.
It is envisaged that the implementation of the strategy will be carried out in 27 main directions, including the prevention of torture and ill-treatment of people, ensuring the right to a fair trial, ensuring freedom of peaceful assembly and association, preventing and combating discrimination, ensuring equal rights and opportunities for women and men, combating domestic violence, ensuring the rights of indigenous peoples and national minorities, ensuring the rights of the child, environmental rights, the rights of war veterans, the rights of internally displaced persons and persons living in the occupied territories of Ukraine.
The implementation of the strategy also provides for the restoration of the rights of persons deprived of their liberty as a result of the armed aggression of the Russian Federation against Ukraine and the occupation of a part of the territory, ensuring the rights of persons who disappeared under special circumstances and their family members, overcoming the negative consequences of the conflict caused by the armed aggression of the Russian Federation, etc.
The result of the implementation of the strategy should be the introduction of a systematic approach to ensuring human rights and freedoms, as well as the coordination of actions of the authorities, civil society and business and the creation in Ukraine of an effective mechanism for the implementation and protection of human rights and freedoms.
In addition, the implementation of the strategy should ensure progress in the implementation of Ukraine’s international treaties in the field of human rights, in particular the Association Agreement with the European Union, as well as contribute to the implementation of the Sustainable Development Goals of Ukraine for the period up to 2030 and improve the country’s position in international human rights rankings.

Some 76.7% of OSAGO claims in Ukraine were settled within 90 days, according to the performance indicators of insurers for the fourth quarter of 2020.
According to the Motor (Transport) Insurance Bureau of Ukraine (MTIBU), the share of claims settled within 60 days was about 58.5% (Q4, 2019 – 62.7%), up to 90 days – 76.7% (75.1%), up to 120 days – 85.1% (81.7%).
The MTIBU notes that the best performance in the settlement of insurance events was shown by Motor-Garant insurer, which settled 87.7% of all OSAGO claims within 60 days, VUSO – 82%, Ukrainian Insurance Standard – 79.1%, Kniazha VIG – 76.4%, Alfa-Insurance – 75.8%, ASKO-Donbas Pivnichny – 75.1%, Inter-Policy – 75.1%, ARX – 74.6%, Express Insurance – 73.1%, Guardian – 72.8%, Ukrainian Insurance Group – 72.5%, Arsenal Insurance – 72.2%, TAS – 72.3%, INGO – 70.7%, Krayina – 70.7%.
In addition, it is reported that in the fourth quarter of 2020, the MTIBU received 333 complaints from victims and policyholders about the actions of insurance companies, which is 11 more than in the fourth quarter of 2019. The largest number of complaints was received against Omega – 32, which is 11.72% of the total number of resolved OSAGO events, ASKA – 51 complaints (6.81%), Unives – nine (6%), U.S.I. – 53 (1.83%).
The MTIBU is the only association of insurers in Ukraine that provides compulsory insurance of land vehicle owners’ civil liability for damage caused to third parties. The bureau members are 48 insurance companies.
The delivery of a next batch of AstraZeneca (CoviShield) vaccine to Ukraine may be postponed for a certain period due to the active information campaign that was launched against the Indian vaccine in our country, Chairman of the Verkhovna Rada Committee on Public Health, Medical Assistance and Medical Insurance Mykhailo Radutsky (the Servant of the People faction) said.
“The Ministry of Foreign Affairs has received a letter from the Indian Embassy, which emphasizes the inadmissibility of defamatory statements about India as a manufacturer of medicines and the AstraZeneca [CoviShield] vaccine supplied to Ukraine,” Radutsky wrote on Facebook on Wednesday.
He said that, as noted by the Indian side, the AstraZeneca vaccine (CoviShield) is an absolutely safe and effective drug, which has been confirmed by the World Health Organization.
“Only in Europe and India, about 50 million doses of this vaccine have already been used. Significant volumes of the drug have been contracted by countries such as Canada, Great Britain, Brazil and others,” the MP said.
He said that Ukraine has contracted 1.5 million doses of vaccine produced in India, but for the manufacturer “it is not a problem to transfer this batch to other customers”, since the demand for vaccines in the world significantly exceeds the production capacity.
“According to my information, President Volodymyr Zelensky instructed Ministers Maksym Stepanov and Dmytro Kuleba to find additional ways to speed up the delivery of the next batch of CoviShield vaccine to Ukraine. The Ministry of Health and the Ministry of Foreign Affairs of Ukraine should do everything necessary as soon as possible to convince Indian partners that the state and Ukrainian society are not involved in discrediting the vaccine supplier,” Radutsky said.
He said that both odious pro-Russian politicians and pseudo-patriotic political leaders who are doing everything to return to power, amid the destabilization of the country, worked to disrupt cooperation with India.
“We all remember the shameful statement of one of these figures, which he made during a meeting of the conciliation council of the Verkhovna Rada. It was a deliberate cynical game to disrupt the supply of vaccines and block the vaccination campaign. This man doomed thousands of Ukrainians to death in order to satisfy his own political ambitions,” the MP said.
