Cabinet of Ministers has changed rules for receiving grants for horticulture, viticulture and greenhouses

The Cabinet of Ministers has amended the procedure for granting grants for the creation and development of horticulture, berry growing, viticulture, and greenhouse development.
According to Taras Melnychuk, a representative of the Cabinet of Ministers in the Verkhovna Rada, on Telegram, the decision was made at a government meeting on Friday.
According to the report, the changes improve the mechanisms for supporting business entities operating in the relevant industries.
It is expected that the grant recipient will create jobs and employ full-time employees and pay them the mandatory minimum wage for such specialists.
In addition, the list of conditions for canceling decisions of the Ministry of Agrarian Policy has been expanded, in particular, in case the recipient unilaterally closes its bank account and in case of violation in the transfer of its entire share of co-financing within 30 days after the conclusion of the agreement.
The Cabinet of Ministers has clarified the number of employees required to provide grants for the establishment or development of greenhouse facilities and shortened the list of regions for almond planting.

Bad weather in Ukraine left more than 0.3 mln consumers without power

Due to unfavorable weather conditions, 306,000 consumers were without power on Saturday morning, the Energy Ministry reported.
According to its release, a total of 1,045 settlements in 14 regions – Vinnytsia, Volyn, Dnipropetrovs’k, Zhytomyr, Zakarpattia, Ivano-Frankivsk, Kyiv, Lviv, Rivne, Sumy, Ternopil, Khmelnytsky, Chernivtsi, and Chernihiv – were without power.
According to the ministry, most of the consumers in Khmelnytsky region were cut off from power in 400 settlements.
Also, the 750 kV interconnection line with Hungary and 750 kV overhead power lines were out of service in the region.
“Restoration work is underway,” the Ministry of Energy said.
For its part, DTEK energy holding reported that its electricity distribution system operators in Kyiv, Kyiv and Donetsk regions have been switched to an enhanced mode since the night before due to the bad weather.
As reported with reference to DTEK Kyiv Regional Electricity Networks, in Kyiv region, as a result of bad weather, there were emergency power outages, almost 89 thousand families are left without electricity, most of them in Obukhiv, Fastiv and Bucha districts.

Nova Poshta opens its first branch in Latvia

Nova Poshta Group has launched the first Nova Post branch in Latvia – in its capital Riga, the group’s press service said on Friday.

According to the company’s press release on Friday, the Nova Post branch in Riga, which is open seven days a week, allows customers to receive and send documents, parcels and cargo up to 100 kg to Ukraine.

The cost of delivery to Latvia from Ukraine is: UAH 250 for documents, as well as UAH 400, UAH 600 and UAH 1.2 thousand for parcels up to 2 kg, 10 kg and 30 kg, respectively. When sending a parcel from 30 to 100 kg, 40 UAH is paid for each kilogram.

It is noted that the delivery time from Ukraine to Latvia or vice versa is 5 days.

In addition, there is a courier call service in Latvia through the Nova Poshta app.

“You can call a courier through the website and mobile application. Delivery or pickup by courier from the address is an additional UAH 100 for shipments up to 30 kg or UAH 250 for every 100 kg,” the company said.

Nova Poshta has already opened 68 branches in Latvia, Estonia, Lithuania, Poland, the Czech Republic, Romania, Germany, Slovakia, and Moldova, and plans to open in Hungary, Italy, France, and Austria by the end of the year.

As of the beginning of July 2023, the Nova Poshta network in Ukraine included more than 10 thousand branches and more than 14 thousand post offices.

The group of companies includes Ukrainian and foreign companies, including Nova Poshta, NP Logistic, NovaPay payment system and Nova Poshta Global.

Ukrenergo starts court cases against its debtors worth about UAH 50 bln

Ukrainian courts are considering 443 cases on claims filed by NPC Ukrenergo against its debtors for a total principal debt of about UAH 50 billion, the company’s website reported on Friday.

At the same time, Ukrenergo called on the National Energy and Utilities Regulatory Commission to reconsider its decisions prohibiting the application of penalties to debtors and entities that postpone payments for the company’s services.

“The Commission’s decisions deprived the company of key tools for working with debtors. In particular, the NEURC Resolution No. 332 of February 25, 2022 (clause 16) prohibits “the accrual and collection of penalties provided for by contracts concluded in accordance with the law on the electricity market between participants in this market,” NPC said.

According to the company, by its decisions, the NEURC actually allowed the debtors not to pay Ukrenergo for the services provided, primarily for transmission and dispatching, depriving them of the “punishment” for late payment and accumulation of debts.

They also noted that in July 2022, Ukrenergo officially asked the NEURC to check companies that systematically fail to pay for electricity transmission services, but as a result, it has not been able to receive payments in full from the largest debtors for more than a year.

“The reason is that the Commission ordered to postpone payment for electricity transmission services for them. In 2023, by its decision, NEURC extended the possibility of postponing payments to Ukrenergo to large debtors,” explained NPC.

As reported, two days earlier, NEURC stated that the solution to the issue of debts in the electricity market is not to set a new tariff for transmission services, as Ukrenergo insists, but to establish effective economic activity, in particular, the company’s claim work with debtors for the payment of transmission tariffs, dispatch control and services in the balancing market, whose debts amounted to UAH 48.8 billion at the end of September.

For its part, Ukrenergo said that “realizing the sensitivity of the issue of electricity cost for Ukrainian business, it has prepared and sent to the NEURC three options for changing the company’s tariffs for transmission and dispatching services.”

“To cover its debts in the electricity market, Ukrenergo attracted loans from state and international banks and issued green bonds worth UAH 45.79 billion.

As of the end of October, the company’s receivables amounted to approximately UAH 60 billion, while its payables amounted to UAH 50 billion.

President of Ukraine appoints new Ambassador to Denmark

President of Ukraine Volodymyr Zelenskyy has signed a decree appointing Andriy Yanevsky as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Denmark.

The relevant document No. 714/2023 was published on the President’s website.

The decree comes into force on the day of its publication.

Previously, Andriy Yanevsky served as Head of the Department for Supporting the Work of the Management of the Ministry of Foreign Affairs of Ukraine.

By another decree, the President of Ukraine dismissed Mykhailo Vydoinyk from the post of Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Denmark.

The relevant decree No. 710/2023 was published on the President’s website.

The decree comes into force on the day of its publication.

Mykhailo Vydoinyk has been Ambassador of Ukraine to the Kingdom of Denmark since June 25, 2018.

Volodymyr Zelenskyy may visit Brazil

Ukraine’s Foreign Minister Dmytro Kuleba said that Ukrainian President Volodymyr Zelenskyy may soon visit Brazil.

“Zelensky may soon go to Brazil. Lula da Silva will always be welcome in Ukraine,” Kuleba said in an interview with El Economista (Mexico), La Nación (Argentina) and CNN Brazil.

When asked whether the date of Zelenskyy’s visit to Brazil was already known, the Foreign Minister said that “work is underway.”

In addition, according to the minister, after Zelenskyy’s visit to Brazil, a visit to other countries in the region may be planned.

“Argentina is included in the list because of the significant presence of Ukrainians in the country and for the humanitarian assistance it has provided us,” Kuleba said.

The minister also thanked Brazil for convening an emergency meeting as president of the Security Council after Russia’s brutal attack on the village of Groza in Kharkiv region. Thunderstorm in Kharkiv region.

He noted that the Brazilian National Security Advisor will continue to participate in consultations on the Ukrainian “peace formula.”
