PARLIAMENT OF UKRAINE ADOPTED IN 1ST READING BILL ON THERMAL MODERNIZATION OF BUILDINGS

The Verkhovna Rada adopted in the first reading bill No. 6485 on creating conditions for comprehensive thermal modernization of buildings, MP Ivan Yunakov (Servant of the People faction) said.
“We considered this bill at the committee on February 23 … We will prepare for the second reading, taking into account the conditions and challenges that the country faced the next day,” the people’s deputy wrote on Facebook on Tuesday.
According to the explanatory note to the bill, the document will remove a number of legislative obstacles to the implementation of thermal modernization projects, including in the case of state support.
The bill amends the law “On the Energy Efficiency Fund” in terms of the procedure for developing, reviewing and accepting applications, implementing and verifying projects.
The draft law will also simplify the implementation of partial thermal modernization projects by reducing the number of procedures, as well as introducing clear criteria in terms of energy efficiency indicators for such projects.
In addition, the procedure for the creation and functioning of associations of co-owners of an apartment building (OSMD) will be simplified.

CHORNOBYL ZONE AND COMPLEX OF BUILDINGS ON CHORNOBYL NUCLEAR POWER PLANT TERRITORY IS CONNECTED TO 4G

The Kyivstar mobile communications operator has connected Chornobyl (Kyiv region) and the complex of buildings on the territory of Chornobyl Nuclear Power Plant (NPP, the Shelter facility) to the 4G high-speed Internet network. The operator said on Monday that in the near future, 4G communications will be turned on at the main checkpoint at the entrance to the Chornobyl zone in the village of Dytiatky.
To date, the 4G communication network from Kyivstar operates in 6,795 cities and towns, with 29 million people living in them (70% of the country’s population).
The 4G high-speed mobile Internet has already been used by 7.250 million subscribers. In just a year, the number of such subscribers has quadrupled compared to August 2018.

KYIV-BASED RAUTA GROUP TO CONSTRUCT BUILDINGS OF MEDIUM, HIGH CONSEQUENCE CLASSES

Kyiv-based Rauta Group LLC, which deals with design and installation of fast-track buildings, has received a license for construction of the building with medium and high consequence class (CC2, CC3).
“Obtaining a license is a logical continuation of the company’s development in the highest quality construction materials supply and services provision,” the company quotes Rauta Director Andriy Ozeichuk as saying.
Now in addition to the supply of European produced sandwich panels, facade cladding and steel structures, the company carries out a full list of construction and installation works, as well as a general contracting.
Rauta Group was founded in 2014. Ozeichuk is a 100% shareholder of the company.

NEARLY 9,000 BUILDINGS LEGALIZED SINCE INTRODUCTION OF “CONSTRUCTION OBLIVION”

The construction oblivion rules introduced by the Ministry of Regional Development, Building and Housing of Ukraine in 2018 have allowed to accept into service about 9,000 buildings of CC1 class (minor class of consequences).
Deputy Prime Minister, Minister of Regional Development Hennadiy Zubko told a press conference on January 24 that the “construction oblivion” for small houses was one of the main changes in the construction industry in 2018, along with the decentralization of powers of the State Architectural and Construction Inspectorate of Ukraine, the introduction of new state construction standards, reduction in licensing procedures, etc.
As reported earlier, the rules were developed in pursuance of law No. 2363 on amendments to Section V, Clause 9 of the Final Provisions of the law on the regulation of urban development activities to extend the deadline for the commissioning of construction projects built without a permit for construction work adopted by the Verkhovna Rada on March 22, 2018.
The law provides for an indefinite term for the legalization of self-erected facilities belonging to CC1 class. A body of the state architectural and construction inspection agency is obliged to accept the object in operation after a technical survey within 10 days from the date of the application.
The law applies to individual residential buildings, garden cottages, and country houses with a total area of up to 300 square meters, as well as amenity (homestead) buildings and structures with a total area of 300 square meters (built from August 5, 1992 to April 9, 2015) and agricultural buildings and facilities (built before March 12, 2011).

KYIV CITY COUNCIL CUTS TAX ON LAND FOR HIGH-RISE BUILDINGS BY 100 TIMES

Kyiv City Council on October 18 at second reading passed a decision to set up the rate of a tax on land meant for the construction and maintenance of high-rise buildings at 0.01% of the recognized estimated monetary value of land. The current rate is 1%.
The respective changes are stipulated in Kyiv City Council’s decision on the establishment of local taxes and fees in the city of Kyiv dated June 23, 2011, which was taken as a basis on July 19, 2018.
Leonid Antonenko, a member of the Kyiv Team group of deputies, said that the changes had been introduced to provide reduced rates for multi-apartment building co-owners associations, however, in its current state the adopted norm can be enjoyed by real estate developers as well.
“Real estate developers have been given a gift – a tax on land meant for the construction and maintenance of high-rise buildings that was decreased by a factor of 100! The first decrease from 1% to 0.1% was voted for in July at first reading,” the deputy said in a post on his Facebook page.
