Khmelnytskyi District Council Member Declared Largest Bitcoin Portfolio Among Public Officials

According to data from Opendatabot, Oleksandr Kizlyar, a member of the Khmelnytskyi District Council, declared the largest Bitcoin portfolio among Ukrainian public officials for 2025.

His declaration lists 100 BTC, which as of June 10, 2026, was valued at 278.8 million UAH.

Second place in terms of the amount of declared Bitcoin went to Oleg Bondarenko, a member of the Ukrainian Parliament and chairman of the Verkhovna Rada Committee on Environmental Policy and Natural Resource Use. He declared 80 BTC worth approximately 223 млн грн.

In third place is Kristina Pavlova, a representative of the Department of Public Works and Infrastructure of the Dnipro City Council, who reported 20 BTC worth over 55.7 млн грн.

Kizlyar also topped the ranking of Ethereum holders among those who filed declarations. He declared 1,000 ETH worth nearly 74 million UAH. Second place in this category went to Kristina Pavlova with 130 ETH, valued at 9.6 million UAH. Third place went to Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor’s Office, with 100 ETH worth approximately 7.4 million UAH.

The largest amount of Tether (USDT) was declared by Hanna Fazikosh, chair of the Zakarpattia Court of Appeals—over 1.019 million USDT, or nearly 46 million UAH. Second place went to Pavlo Shandra, a deputy of the Odesa Regional Council, with 719,000 USDT worth over 32.4 million UAH. Third place went to Maksym Kiselov, director of the Kyiv Research Institute of Forensic Expertise, who declared 647,000 USDT worth over 29.1 million UAH.

Among the 391 members of the Verkhovna Rada, 16 declared cryptocurrency holdings, or about 4%. Oleg Bondarenko declared the largest crypto portfolio among parliamentarians—80 BTC.

Data from Opendatabot shows that the largest crypto assets among Ukrainian officials are concentrated not only in central government bodies but also among local council members, representatives of the judicial system, the prosecutor’s office, and local self-government bodies.

In an international context, Ukraine ranks among the global top 10 in terms of cryptocurrency adoption. According to Chainalysis’ Global Crypto Adoption Index 2025, the top ten spots are held by India, the United States, Pakistan, Vietnam, Brazil, Nigeria, Indonesia, Ukraine, the Philippines, and Russia. Ukraine ranks 8th in the world by the overall index and 1st by the population-adjusted metric.

30% of officials “made mistakes” in their declarations, on average, by UAH 15 million

Every tenth declaration was subsequently corrected

1,246,435 declarations were filed by September 11, 2024, according to the National Agency for the Prevention of Corruption. The number of corrected documents has almost doubled compared to last year.

As of mid-September, the number of all declarations (1.2 million) is already 2.8 times higher than in the same period in 2023, when there were 445 thousand. More than 134 thousand, or 11% of the submitted declarations were subsequently corrected.

This year, the NACP has started verifying 734 declarations of officials. In half of them – 392 cases – the checks have already been completed.

Among the fully examined declarations, 46% contain violations totaling UAH 1,856.1 million. In general, all errors are related to incorrectly stated amounts in the declarations. The difference is in the amount of inaccuracies: the amounts were less or more than 500 subsistence minimums.

In 30% of all audited declarations, the data totaling UAH 1,808.7 million were incorrect (Article 366-2 of the Criminal Code). On average, officials “made a mistake” in each such declaration by UAH 15.2 million.

In another 16% of the audited declarations, officials made mistakes, on average, by UAH 790 thousand per declaration (part 4 of Article 172-5 of the Code of Administrative Offenses). In total, such errors amounted to UAH 47.3 million.

The amount of errors was less than UAH 268 thousand or up to 100 subsistence minimums in every second audited declaration.

Only 1 declaration out of all those checked had no violations.

In some cases, the declarations violated 2 articles at once. 7 declarations also have signs of illicit enrichment totaling UAH 146.3 million (Article 368-5 of the Criminal Code). In another 8 documents, officials could not explain the origin of money in the amount of UAH 30.1 million (Article 290 of the Civil Procedure Code).

UKRAINIAN HEALTH MINISTRY: TWO MLN UKRAINIANS SIGN DECLARATIONS WITH DOCTORS AS PART ‘DOCTOR FOR EACH FAMILY’ CAMPAIGN

Two million patients have signed declarations with doctors over the first month of the campaign for choosing a primary care physician, titled “Doctor for Each Family,” the press service of the Ukrainian Health Ministry has reported. The most active are patients from Kharkiv region, where 230,600 declarations were signed, Kyiv region (225,000), Vinnytsia region (over 186,000), as well as Donetsk and Dnipropetrovsk regions (177,700 and 168,000 respectively).
A total of 1,245 medical institutions providing primary health care have currently been connected to the e-health system. As many as 19,000 doctors can sign declarations with patients. A thousand doctors joined the system last week. According to the report, 73% of patients have already signed declarations with primary care physicians, 15% with therapists, and 12% with pediatricians. Ukrainians at the age of 40-64 years are most actively choosing doctors.
