NAEK Energoatom and Kyivzelenstroy in October became the biggest violators of the localization law, having purchased a total of more than UAH 20 million worth of machine-building goods from foreign manufacturers, Deputy Head of the Parliamentary Committee on Economic Development Dmytro Kisilevskyy said with reference to the monitoring of public procurement by the analytical center CMD Ukraine.
“It is impossible not to note the cynicism with which the heads of some state enterprises steal from the Ukrainian state. “Energoatom” directly in the title of the tender as the subject of purchase specifies the Turkish international bus ”AR-Temsa Prestij SX or equivalent.” Can you imagine that, for example, the mayor’s office of Istanbul indicated “Etalon bus of Chernihiv automobile plant or equivalent” as the subject of purchase in its tender?” – wondered the MP on his Facebook page.
He added that “Kyivzelenstroy” also specified a Turkish backhoe loader TLB 870 Mecalak or equivalent as the subject of the purchase.
Kisilevskyy reminded that Ukrainian manufacturers can 100% meet the needs of Ukrainian state institutions and communities, in particular, in buses or excavators.
The parliamentarian once again emphasized that he was sending information about the eight purchases with the most gross violations to the Ministry of Economy and the State Audit Service for response.
Among the eight biggest violators of the localization legislation are the State Enterprise “Ukraine”, which purchased a Turkish bus for UAH 7.15 million, a village council in Dnipropetrovsk region, which bought a Chinese bus JAC Sunray for UAH 1.85 million, as well as other local companies with purchases of a Turkish diesel generator for UAH 1.09 million and a Chinese tractor for UAH 0.62 million.
According to the monitoring data CMD Ukraine, cited by the MP, in October in “Prozorro” published information about 810 purchases of engineering goods worth 10 billion UAH, which are subject to the requirement of localization, with violation of the requirement revealed in 151 tenders (18.6%).
The legislation on localization in 2024 requires in public procurement of machine-building products to contain at least 20% of the component produced in Ukraine. At the same time, new rules for keeping the Register of localized goods have been in force since July 2.
State enterprise NAEK Energoatom (Kiev) on November 20 announced a tender for compulsory insurance of motor liability of owners of land vehicles (MTPL).
As reported in the Prozorro electronic public procurement system, the total expected cost is UAH 111.1 thousand.
The deadline for submitting tender documents is November 28.
American Holtec International has invited Energoatom specialists to join the project team that will work on the deployment of the SMR-300 small modular reactor (SMR) at the Palisades NPP site in the United States.
This was announced by Energoatom with reference to Holtec President and CEO Chris Singh on its Telegram channel on Wednesday.
“Participation of Energoatom representatives at the stages of construction, testing and commissioning of SMR at the Palisades NPP site (USA) will allow the company to gain experience for further implementation of this technology in Ukraine,” the NNEGC noted.
According to Energoatom CEO Petro Kotin, the invitation of the company’s specialists to the Holtec project team is another evidence of the high confidence in Ukraine and Energoatom from strategic partners.
“We are pleased to receive this invitation, which demonstrates not only support in this difficult time for the country, but also recognizes the high professionalism and competence of our nuclear scientists,” he emphasized.
Earlier, Holtec received a $1.52 billion loan from the US Department of Energy to restart the Palisades NPP, with two SMR-300 reactors planned to be deployed at the plant.
As reported, Energoatom and Holtec have implemented a project for the construction and commissioning of the Centralized Spent Fuel Storage Facility in Ukraine (CSFSF).
The companies also reached an agreement on the implementation of two large-scale projects in Ukraine: the construction of a plant for the production of SMR components and the construction of a plant for the production of components for the Centralized SFSF, which have been produced in the United States until now.
NNEGC Energoatom has connected a 1000 MW nuclear power unit to the Ukrainian power grid 12 days ahead of schedule, the company said.
“On October 1, after scheduled preventive maintenance, Energoatom specialists successfully connected a power unit of one of the nuclear power plants to the grid. The power is being ramped up. Thanks to the high-quality work of nuclear engineers, the unit was brought out of repair 12 days ahead of schedule,” the company said in a telegram on Tuesday.
It added that after the unit reaches full capacity, the power system will have plus 1000 MW of capacity.
“The repair campaign is entering the home stretch and by the start of the outage, all nine units located in the government-controlled territory will be ready to operate during the most difficult months. I thank the team for their excellent work in difficult conditions,” Energoatom CEO Petro Kotin said in a statement, emphasizing that the work is being performed efficiently and ahead of schedule.
As reported, after the occupation of the 6 GW Zaporizhzhya NPP on March 4, 2022, nine units at the South Ukrainian, Khmelnytsky and Rivne NPPs with a total installed capacity of about 7.8 GW have been operating in the Ukrainian power system.
Deputies of the Chigirinsky city council granted permission to develop a land management project for allotment of land plots for permanent use by NAEK Energoatom, the company reported in Telegram.
The matter concerns the transfer of land plots with a total area of 38.1493 hectares in the village of Orbita in Cherkassy region, where it is planned to build four units using AP1000 technology.
“Energoatom” intends to revive Orbita, making it one of the most modern towns like Netyshyn, Yuzhnoukrainsk or Varash. The successful realization of these plans, of course, represents a significant investment in the post-war recovery and support for the energy security of the state,” – said the head of NAEK Petro Kotin.
As reported, the site for the construction of a power plant in this area of Cherkassy region was prepared in the 1960s, and the decision to build a nuclear power plant there was made in the mid-80s, but was never realized.
In accordance with the Energy Strategy until 2050, Energoatom plans to build units No. 3-4 with VVER-1000 technology and No. 5-6 with AP1000 technology at the Khmelnitsky NPP site.
In September 2021, Energoatom and Westinghouse signed a memorandum on the construction of five NPP power units in Ukraine. In June 2022, the companies signed agreements to increase the number of nuclear power units to be built using AP1000 technology in Ukraine from five to nine units and to establish a Westinghouse engineering and technical center in the country.
In July 2022, the companies signed a contract to develop an updated feasibility study for the construction of two AP1000 units at the Khmelnytsky NPP site.
In December 2023, Energoatom and Westinghouse signed a contract for the purchase of a reactor plant for Ukraine’s first nuclear power unit based on AP1000 technology.
NNEGC Energoatom is to repair two more nuclear power units this year in preparation for the upcoming heating season, said the company’s acting chairman of the board Petro Kotin.
“We have two more power units left to repair this year, which will be in the grid until November, and we will operate all nine units in the OOP, as we announced earlier,” Kotin said at a press conference during a visit to one of the nuclear power plants on Wednesday, answering questions from Energoreforma.
He also noted that the company managed to reduce the duration of repairs by more than 40 days to return the units to the grid faster.
“After the Russian occupation of Zaporizhzhia NPP, Energoatom has three nuclear power plants – Rivne, Khmelnytsky and South Ukrainian NPPs with a total capacity of 9 power units of 7.8 GW. The company indicated that the repair of one more of them, in addition to the above two, is likely to be postponed until next year.
