Introduced from November 1, the lockdown in Kyiv will be valid for the unvaccinated, mayor of the city Vitali Klitschko has said.
“From November 1, the Ukrainian capital is included in the ‘red zone’ […] We are counting on clear interaction with the police. To monitor compliance with the key rules: both for travel in transport and for visiting various establishments. I want to emphasize once again that today the lockdown in Kyiv will be valid for those people who are not vaccinated,” the press service of Klitschko quotes his words, said on the air of the Freedom of Speech program with Savik Shuster on the Ukraine TV channel on Friday.
According to him, there is very disappointing statistics in Kyiv – 40-50 people died every day over the past week. Statistics will be released on Saturday that 54 people have died over the past day. “The situation is very difficult. And we are doing everything possible to help doctors from the capital’s budget, motivating them. We buy oxygen. As of today, we have no problems with provision to hospitals,” Klitschko said.
At the same time, he noted that the Ukrainian capital today is the leader in vaccination among other Ukrainian cities and regions. In total, since the beginning of the vaccination campaign in the Ukrainian capital, about 2.200 million vaccinations have been carried out.
Due to the rapid spread of coronavirus in the capital, strict quarantine restrictions are being introduced in the city from November 1, Kyiv Mayor Vitali Klitschko said during a briefing on Thursday.
According to him, at the moment the capital, according to a number of criteria, has already reached the indicators of the “red” zone, in connection with which the city authorities will turn to the government with a request to strengthen quarantine restrictions.
“The decision to refer a city or region to the ‘red’ zone is made by the State Commission for Emergency Situations. And we appeal to the government to make such a decision. But I want to state that the capital, within its powers, introduces strict restrictions, which we announced earlier,” said Klitschko.
According to him, from November 1, all capital catering establishments, shopping and entertainment centers, hotels, gyms and social institutions can be visited only with a negative PCR test or a certificate of vaccination.
In addition, all schools in the city will switch to distance learning from Monday, kindergartens will be able to work only if 100% of the staff are vaccinated. In this mode, educational institutions will work until the epidemiological situation in Kyiv improves.
Public transport will not be stopped, but only people who have a vaccination certificate or a negative PCR test for coronavirus will be able to use it. Law enforcement officers will carry out spot checks on vehicles.
“We are introducing these severe restrictions because there are no other options in order to save the life and health of people,” the mayor stressed.
The State Property Fund (SPF) during an auction held on Wednesday sold the First Kyiv Machine-Building Plant JSC (previously the Bilshovyk plant) for UAH 1.429 billion. The auction, which lasted about 10 minutes, was held in one round, during which participant 3 offered a price of UAH 1.409 billion, and participant 1, which was General Commerce LLC, offered UAH 1.429 billion.
The price grew by UAH 40 million. Participant 2 was Invest Novatsiia LLC, participant 3 was Developing Company Kaskad LLC.
General Commerce LLC was registered in Kyiv in 2018, the charter capital is UAH 4,100. Its head is Ihor Khyzhniak.
The ultimate beneficiary of the company, Volodymyr Dovhopolov, is also the founder with a share of 9.99% via UDP Asset Management.
As Head of the State Property Fund Dmytro Sennychenko said, after the auction, the procedure provides for 10 days to sign the contract, 30 days to pay the specified amount, as well as the approval of the Antimonopoly Committee.
As reported, the starting price of the plant was set at UAH 1.39 billion. According to the privatization conditions, the new owner shall pay off the debts of the plant to employees, the state budget and other creditors (now the debts are more than UAH 500 million), implement the current collective agreement and prevent dismissal within a certain period.
In addition, the buyer needs to invest at least UAH 57 million in the modernization of the enterprise over three years, to retain a part of the production that has potential at the site in Kyiv or Zhashkiv, or other production facilities in Ukraine.
The Spanish low cost airline Vueling will open direct flights from Kyiv (Boryspil International Airport) to Paris (Orly International Airport) from December 5, 2021.
According to the ticket booking system, the airline will fly on the route twice a week: in December with a shifted schedule, and from January 2022 – on Tuesdays and Sundays with a departure from Paris at 06:55 and from Kyiv at 12:10.
Previously, flights between Ukraine and France were operated by UIA, Air France and SkyUp.

Ukraine and the European Union signed the Common Aviation Area Agreement on October 12. Businessman Vasyl Khmelnytsky is looking for a partner for the joint development of Kyiv Sikorsky International Airport (Zhuliany).
“I am now looking for a partner in the airport [Kyiv International Airport]. But it is important for me not just to sell the airport, but to find partners who have a slot of aircraft, who have a reputation in this business, who have cheap loans, who will do the right strategy for the airport. I need their experience,” Vasyl Khmelnytsky said during an interview with co-owner and CEO of TIS port Andriy Stavnitser.
