The Cabinet of Ministers of Ukraine has approved the powers of notaries in certifying real estate transactions during martial law, the press service of the Ministry of Justice reported.
According to the relevant resolution of the Cabinet of Ministers, notarial certification of contracts on real estate transactions is allowed only to those notaries who were included in the relevant list of persons who are allowed to carry out notarial acts in relation to valuable property during martial law.
In addition, such actions are prohibited for notaries whose workplace is located in territories where access to unified and state registers has been terminated, in particular, in the temporarily occupied territories of Ukraine.
It is also prohibited to sell real estate within one month from the date of state registration of ownership, as well as real estate transactions by proxy.
Certification of contracts for the sale of real estate, mortgages, trusts is allowed only at the location of the property. At the same time, in Kyiv and the Kyiv region, notarial actions with real estate are allowed only for local notaries, if the property or legal entity is located in this territory, or at the registered place of residence of an individual – one of the parties to the agreement.
Such conditions will be in effect during martial law for one month after, the Ministry of Justice notes.
The Ukrainian parliament (Verkhovna Rada of Ukraine) has extended martial law in Ukraine for another 30 days, that is, until May 25, 2022, MP Yaroslav Zhelezniak (the Holos faction) has said.
“Parliament met again today and adopted… We voted on a number of important decisions,” Zhelezniak said on his Telegram channel on Thursday.
According to him, the extension of the martial law in Ukraine is stipulated in bill No. 7300 on approval of the presidential decree on extension of the martial law in Ukraine, for which 300 MPs voted.
The Ministry of Social Policy of Ukraine says that more than 10,000 children from vulnerable categories have been evacuated from areas of active hostilities during martial law.
“As of today, due to active hostilities, as a result of a large-scale military invasion of Russia in Ukraine, some 10,224 children from vulnerable categories have been evacuated. Of these, some 6,548 children are orphans, children deprived of parental care and other children who are around the clock in institutional care institutions under the jurisdiction of the Health Ministry, the Ministry of Education and Science and the Ministry of Social Policy,” the ministry’s press service said.
It is noted that another 3,676 evacuated children are children from vulnerable categories who are in family forms of education: foster families, family-type orphanages, in care, guardianship, in foster families.
According to the statement, some 4,425 children have been moved within Ukraine to safe areas, of which 3,640 are children who are in institutions of institutional care, and 785 children from vulnerable categories who are in family forms of education.
However, some 5,799 children have been relocated abroad, of which 2,908 are children in institutional care and 2,891 are children from vulnerable categories who are in family forms of upbringing.
Within Ukraine, more children have been moved to Zakarpattia, Lviv, Ivano-Frankivsk regions. There are also children in Dnipropetrovsk, Chernivtsi, Volyn regions.
As for evacuation abroad, most of the children from vulnerable categories were accepted by Poland, Germany, Romania, Czech Republic, Italy, Spain. There are also children in France, Austria, Bulgaria, Lithuania, Greece, Belgium, Latvia, Hungary and other countries.
“All evacuated children are safe, provided with housing, food, medical and educational services,” the ministry said.
EVACUATED, HOSTILITIES, MARTIAL LAW, VULNERABLE UKRAINIAN CHILDREN
The Verkhovna Rada has extended martial law in Ukraine until April 25, 2022, MP Yaroslav Zhelezniak (the Holos parliamentary faction) has said.
“Today, the parliament has gathered again at the Verkhovna Rada… a number of important… decisions have been made,” Zhelezniak wrote on his Telegram channel on Tuesday.
According to him, the extension of the martial law in Ukraine is stipulated in bill No. 7168 on the extension of the martial law in Ukraine, which was backed by 343 MPs.
“The period of martial law in Ukraine is extended from 05.30 on March 26, 2022 for a period of 30 days,” the bill says.
On February 24, after the Russian attack and the shelling of all regions, martial law was introduced in Ukraine.
