In August 2026, Ukraine’s major pulp and paper companies produced 54,300 metric tons of paper and cardboard, which is 2.3% less than in August of last year and 1.8% lower than the July figure, according to the UkrPapier Association.
At the same time, the value of commercial products produced by these companies continued to rise. In August, it reached 2.75 billion UAH, which is 17.5% higher than the figure for August 2025. Compared to July of this year, however, the figure fell by nearly 10%.
Thus, the growth in industry revenue occurred against the backdrop of a decline in physical production volumes, which may reflect a change in the structure of output and higher prices for finished products.
Paper production in August slightly exceeded last year’s figure, totaling 12,280 metric tons. The bulk of this was base paper for sanitary and hygiene products—11,080 metric tons—which was 1.8% less than a year earlier.
Cardboard output fell by 3.1% to 42,000 metric tons. Of this total, 33,100 metric tons consisted of packaging cardboard and paper for corrugation, the production of which declined by 7.8%.
Among the largest enterprises providing data to the association are the Kyiv Cardboard and Paper Mill, the Trypillya Packaging Plant, the Kokhavyn Paper Mill, “VGP” (TM “Ruta”), “Poninkivska KPF-Ukraine,” and the Lviv-based “Cardboard and Paper Company.”
In 2025, paper and cardboard production in Ukraine increased by 4.8% to 630,000 metric tons.

Production of corrugated cardboard boxes by Ukraine’s leading companies in the industry in August 2026 decreased by 11% compared to August of last year—to 46 million square meters, according to data from the “UkrPapier” association.
Compared to July of this year, corrugated packaging output decreased by approximately 8%.
The decline in finished packaging output was accompanied by a reduction in the production of raw materials for it. In August, companies produced 33,100 metric tons of packaging board, including paper for corrugation, which is 7.8% less than last year’s figure.
Total cardboard production amounted to 42 thousand metric tons, down 3.1% year-over-year.
August’s performance contrasts with last year’s results. By the end of 2025, Ukrainian companies had increased production of corrugated cardboard boxes by 2.1%—to 599.6 million square meters.
Corrugated packaging is widely used in the food industry, e-commerce, logistics, consumer goods manufacturing, and export shipments; therefore, its production volume serves as an indicator of activity across several economic sectors.
According to previously published data from the association, in the first seven months of 2026, corrugated packaging production also lagged behind last year’s level by approximately 2.7%. August significantly exacerbated this downward trend.

Paper and cardboard production by major enterprises in Ukraine’s pulp and paper industry in January–July 2026 fell by 2.9–3% compared to the same period in 2025, despite improved performance in July.
This is according to data from the UkrPapir association.
Paper production alone fell by 8.2% over the seven-month period, while cardboard production fell by 1.2%.
Production of corrugated cardboard boxes fell by 1.6%, while wallpaper production decreased by 6.3%.
At the same time, production of toilet paper rolls increased by 7% compared to January–July of last year.
Production of certain types of sanitary and hygiene products grew even faster. Production of 100% cellulose toilet paper rose by approximately 20.4% over the seven-month period, while production of paper towels in rolls increased by 9.5%.
Notebook production also showed positive growth. Over the seven-month period, it increased by 11%.
Meanwhile, the industry’s largest segment—cardboard and packaging materials—already shifted to significant growth in July. Cardboard output for the month increased by 11.2% year-over-year, including a 16% increase in containerboard.
The total monetary value of commercial output by companies in the industry for January–July increased by 19.3% compared to the same period in 2025.
Thus, while physical production volumes of paper and cardboard for the first seven months remain below last year’s levels, the industry’s revenue is growing significantly faster. At the same time, July statistics point to a recovery in the production of cardboard and certain categories of consumer paper products.

In July 2026, Ukrainian pulp and paper companies increased paper and cardboard production by 5.2% compared to July of last year, reaching 55,300 metric tons, according to data from the UkrPapir association.
Compared to June of this year, production rose by 5.3%.
The main driver was cardboard production, which increased by 11.2% year-over-year to 43,560 metric tons. In particular, the output of packaging cardboard, including paper for corrugating, rose by 16% to 36,360 metric tons.
At the same time, paper production in July fell by 12.5% compared to July 2025, to 11,740 metric tons.
The bulk of this was base paper for sanitary and hygiene products—10,620 metric tons, which is 9.2% less than a year earlier. Production of writing and printing paper nearly halved, falling to 64 metric tons.
Production of corrugated cardboard boxes totaled 50.06 million square meters, which is 2.5% less than in July of last year.
Despite mixed trends in individual product categories, the industry continued to grow in monetary terms. The value of commercial output from enterprises that submitted data to the association reached 3.056 billion UAH in July, an increase of 28.8% year-over-year and 3.3% compared to June.
The “UkrPapir” statistics include, in particular, the Kyiv Cardboard and Paper Mill, the Trypillya Packaging Plant, the Kokhavyn Paper Mill, “VGP” (TM “Ruta”), “Poninkivska KPF-Ukraine,” and the Lviv-based “Cardboard and Paper Company.” The association does not publish figures for individual enterprises due to wartime risks.
Zelenyi Park LLC (Iziaslav, Khmelnytskyi region), which produces corrugated paper (fluting) and containerboard, increased its production by 19.4% in January-November this year compared to the same period in 2023, to UAH 514.6 million.
According to statistics provided by UkrPapir Association toInterfax-Ukraine, the company’s growth rate slowed down a bit over the first 11 months of the year, with a 24% increase in the first ten months and a 26.6% increase in the first nine months.
In January-November, production in physical terms increased by 3.8% to almost 29 thousand tons. At the same time, in November, the company reduced the production of fluting and test liners by 36.4% by November 2023 and by 39% by October this year, to 1.9 thousand tons.
Zelenyi Park LLC was registered in 2011 and manufactures products from waste paper, processing up to 72 thousand tons of waste paper annually.
The factory is equipped with Finnish Valmet equipment, which allows it to produce fluting and testliner with a density of 70 to 200 g/sq. m and a roll width of up to 2.8 m.
According to the Clarity Project, the owner of 100% of Zelenyi Park LLC is Cyprus-registered Carton Mill Limited, and the ultimate beneficiaries are ATB Corporation co-owner Gennadiy Butkevych and Volodymyr Shandra (full name is the same as the full name of the former Minister of Industrial Policy (2005-2006) and the former Minister of Emergency Situations (2007-2010) – IF-U).
The company ended 2023 with a loss of UAH 78.2 million (56% more than a year earlier) on a 6.8% drop in revenue to UAH 498.6 million.
Zelenyi Park LLC (Iziaslav, Khmelnytskyi region), which produces corrugated paper (fluting) and containerboard, increased its production by 24% in January-October this year compared to the same period in 2023, to UAH 474.07 million.
According to statistics provided by Ukrpapir Association to Interfax-Ukraine, the company’s growth rate slowed slightly over the first 10 months of the year, compared to 26.6% in the first nine months of the year.
In January-October, the company’s output in physical terms increased by 8.6% to almost 27 thousand tons. At the same time, in October, the company reduced production of fluting and test liners by 9.4% by October 2023 and by 17% by September this year, to 3.1 thousand tons.
