The volume of construction work completed in Ukraine in January-August 2025 increased by 19.5% compared to the same period in 2024, reaching UAH 140.2 billion, according to data from the State Statistics Service (Gosstat).
According to the statistics agency, over the eight months of 2025, the volume of building construction increased by 30.9%, of which residential buildings increased by 16.4%, non-residential buildings by 38.7%, and engineering structures by 11.5%.
The share of new construction in the total volume of construction work performed in January-August was 42.8%, repairs – 30.1%, reconstruction and other work – 27.1%.
According to the State Statistics Service, in January-August this year, the construction output index reached 113.1% compared to the same period last year, with the indicator standing at 109.1% in residential construction, 130.7% in non-residential construction, and 105.7% in engineering construction.
In August, the construction output index reached 124.4% compared to last year’s figure, and 87.2% compared to July 2025.
According to seasonally adjusted data from the agency, the construction output indices in August 2025 in residential construction were 61.4%, in non-residential construction – 130.4%, in engineering construction – 125.5%, and taking into account the effect of calendar days, the figures are 62.1%, 131.4%, and 128.3%, respectively.
The State Statistics Service notes that the publication of the data was delayed due to martial law.
Prices for construction and installation work in Ukraine in August 2025 rose by 5.4% compared to August 2024, according to the State Statistics Service (SSS).
According to the statistics agency, in August 2025 compared to August 2024, prices increased in all segments of construction: in residential construction, the increase was 5.7%, in non-residential construction – 5.5%, and in engineering construction – 5.2%. At the same time, compared to July of this year, prices rose by 0.2%, 0.1%, and 0.6%, respectively.
In August 2025 to December 2024, prices for construction and installation works increased by 4%, while in the first eight months of 2025, construction prices increased by 6% compared to the same period a year earlier.
As reported, in 2024, prices for construction and installation works increased by 7.9% compared to the previous year, and in 2023, they rose by 15.8% compared to 2022.
The State Statistics Service indicated that the figures do not include temporarily occupied territories and parts of territories where hostilities are (were) ongoing.
The volume of construction work performed in Ukraine in January-June 2025 reached UAH 92 billion 997.6 million, which is 8.15% higher than in the first half of 2024, according to data from the State Statistics Service (SSS).
The statistics agency reported that in the first six months of 2025, the volume of construction of engineering structures decreased by 3.5% compared to the same period last year, to UAH 49.7331 billion, compared to UAH 51.5498 billion in the same period last year. At the same time, the volume of work performed in residential construction increased by 11% to UAH 13 billion 684.6 million, and in non-residential construction by 33.7% to UAH 29 billion 579.9 million.
The share of new construction in the total volume of construction work performed in January-June was 43.6%, repairs – 29.6%, reconstruction and other work – 26.8%.
According to the State Statistics Service, in the first half of this year, the construction output index reached 102.4% compared to January-June 2024.
According to seasonally adjusted data from the agency, construction output indices in June 2025 were 56.3% in residential construction, in non-residential construction – 137.5%, in engineering construction – 167.6%, and taking into account the effect of calendar days, the figures are 57.1%, 131.1% and 159.4%, respectively.
The Cabinet of Ministers of Ukraine has adopted a resolution that will allow users to report the start or completion of construction work via the Diya app, according to the Diya website.
It is noted that owners of private houses will be able to use two digital services: submit a notification about the start of construction work and a declaration of readiness of the facility for operation.
Notifications about the start of construction work based on a construction passport and a declaration will be available for houses up to 500 square meters with up to two floors and outbuildings on the site, such as garages, sheds, summer kitchens, etc.
Previously, this service was only available on the “Dія” portal or at the Administrative Services Center. The app will simplify the process of preparing documents, and data will be automatically pulled from the registries. “Dія” will immediately show if something is wrong and suggest how to fix it, and will also send push notifications when a document has been sent, reviewed, or accepted on the portal of the Unified State Electronic System in the Field of Construction (ЄДЕСББ), according to the announcement.
These changes will reduce the human factor, simplify procedures for obtaining services, and ensure process control.
The digitization of construction services is being implemented in cooperation with the Ministry of Community and Territorial Development and the Ministry of Digital Transformation, with the support of the “Digitization for Growth, Integrity, and Transparency” project (UK DIGIT), which is implemented by the Eurasia Foundation and funded by UK Dev. The project partner is the Eastern Europe Foundation.
Prices for construction and installation works in Ukraine increased by 6.3% in February 2025 compared to February 2024, the State Statistics Service (Ukrstat) reported.
According to the statistics agency, in February 2025 compared to February 2024, prices increased in all segments of construction: in residential construction, the growth was 6.8%, in non-residential construction – 6.6%, and in engineering – 5.9%. Compared to January of this year, prices increased by 0.4%, 0.5% and 0.6%, respectively.
In February 2025 to December 2024, prices for construction and installation work increased by 1.3%, while in the first two months of 2025, prices for construction work increased by 6.7% compared to the same period a year earlier.

The volume of construction work performed in Ukraine in January-June 2023 increased by 43.8% compared to the same period in 2022 to UAH 53.1 billion, according to the State Statistics Service (Ukrstat).
According to the statistics agency, in June 2023, the construction work index was 138.6% of the June 2022 figure. At the same time, the index increased by 4.5% in June compared to May this year.
According to the State Statistics Service, the growth of construction work in the first half of this year compared to January-June 2022 was observed in all segments of construction. Thus, in residential construction, the indicator increased by 14.2% to UAH 8.92 billion, in non-residential construction – by 32.3% to UAH 13.67 billion, in the category of engineering structures – by 62.46% to UAH 30.59 billion.
The share of new construction in the total volume of construction work was 44.3%, repairs – 32.8%, reconstruction and other works – 22.9%.
The State Statistics Service notes that the publication of the data was postponed due to martial law. The statistical data exclude the temporarily occupied territory and parts of the territory where military operations are (were) conducted.
