The European Investment Bank is considering a EUR70 million project to supply Mykolaiv with drinking water.
“The sub-project aims to restore Mykolaiv’s access to drinking water after serious damage to its water supply infrastructure as a result of the destruction of the Kakhovka hydroelectric power plant by Russian troops in 2023. The implementation of the sub-project will bring significant environmental and social benefits, including improved water quality, reduced pollution, and increased energy efficiency,” the project description states.
In addition, temporary jobs will be created during the construction of infrastructure elements, the document notes.
According to information on the bank’s website, the beneficiaries of the financing are state bodies and companies. The project is part of the Ukraine Municipal Infrastructure Development Program, launched in 2015 with financing in the form of a EUR400 million framework loan.
As reported, in September 2024, the government reached preliminary agreements with the EIB to attract donor funds for the construction of a water intake from the Southern Bug River and a main water pipeline in Mykolaiv.
The EIB has been operating in Ukraine since 2007. Following Russia’s full-scale invasion in 2022, the Bank stepped up its financial support to help strengthen the country’s resilience and rebuild its infrastructure. Since then, the EIB has provided Ukraine with EUR 4 billion in financing.
One of the largest grain market operators in Ukraine, JV Nibulon LLC, has built a gallery at the transshipment terminal for receiving cargo from water transport at the Mykolaiv Grain Hub, the grain trader’s press service reports on Facebook.
“From now on, Nibulon’s largest grain hub in Mykolaiv can work not only for unloading grains and oilseeds from rail to water transport, but also vice versa. The new gallery has the capacity to load one railroad car per day and, if necessary, can transship grain not only from Nibulon barges but also from Panamax vessels,” the statement said.
The agricultural holding intends to use these facilities to receive cargo from Voznesensk and Novoodessk branches after the resumption of water transportation on the route.
“This will reduce the burden on agricultural producers in terms of logistics costs, as it offers the cheapest way of transportation on the site with subsequent transshipment to wagons and transportation to the ports of Izmail and Greater Odesa,” the agricultural holding explained and invited colleagues to cooperate.
Nibulon JV LLC was established in 1991. Prior to the Russian military invasion, the grain trader had 27 transshipment terminals and crop reception complexes, a one-time storage capacity of 2.25 million tons of agricultural products, a fleet of 83 vessels (including 23 tugs), and owned the Mykolaiv Shipyard.
“Before the war, Nibulon cultivated 82 thousand hectares of land in 12 regions of Ukraine and exported agricultural products to more than 70 countries. In 2021, the grain trader exported the highest ever volume of 5.64 million tons of agricultural products, reaching record volumes of supplies to foreign markets in August – 0.7 million tons, in the fourth quarter – 1.88 million tons, and in the second half of the year – 3.71 million tons.
Nibulon’s losses due to Russia’s full-scale military invasion in 2022 exceeded $416 million.
Currently, the grain trader is operating at 32% of capacity, has created a special unit to clear agricultural land of mines, and was forced to move its headquarters from Mykolaiv to Kyiv.

The international corporation NEFCO (Nordic Environment Finance Corporation) is launching a EUR 7.2 million project to reconstruct the water supply system in Mykolaiv’s Korabelnyi district with funding from the Danish Ministry of Foreign Affairs, the NEFCO press service reports.
NEFCO and the city administration of Mykolaiv have signed a new grant agreement for the reconstruction of the water supply system in the Korabelnyi district, which has been selected as a pilot. A total of EUR 7.2 million has been allocated for the project, as well as technical assistance through the Ministry of Foreign Affairs of Denmark.
As reported, Mykolaiv’s water supply system has been out of service for almost 2.5 years after the destruction of the main water supply system in April 2022. Residents of Mykolaiv depend on emergency water supply, which is provided mainly by trucks and supplemented by desalination of salt water from the Dnipro-Bug estuary, as well as newly drilled wells. Many citizens are forced to take water for their daily needs from centralized emergency water supply points.
The densely populated Korabelnyi district of Mykolaiv, where water leakage reaches 40%, was chosen to implement a demonstration project to restore and reconstruct the entire water supply system. The goal of this project is to reduce water losses and increase the energy efficiency of water distribution processes by identifying water leaks, improving water supply efficiency, and creating a sustainable basis for further development of the freshwater system in Mykolaiv. New wells will be installed and pipes will be replaced.
Earlier, in an interview with Interfax-Ukraine, Mykolaiv Mayor Oleksandr Senkevych said that a feasibility study had already been developed with the French company Egis to provide water supply for the entire city, the first of three phases of implementation could cost about EUR130 million, and the city was looking for sources of funding – “both public funds and donor funds.” And as an example, he cited a grant allocated by Denmark in the spring of 2024 – up to DKK 40 million (approximately EUR 5.36 million) through the Danida Sustainable Infrastructure Finance (DSIF) program.
This project is also being implemented in the Korabelnyi district, and involves the replacement of about 11 km of pipes, which is about 8% of the total length of the network in the district; installation of 55 main meters with remote data collection in multi-storey buildings; and replacement of pumps at three water pumping stations. The project is currently in the procurement phase, with the tender expected to be announced in September.
Mykolaiv region has received 102 powerful “power banks” from Tesla, said Vitaliy Kim, head of the regional state administration, in a telegram.
These are Tesla Powerwall 2.0 energy storage systems with a System Backup Gateway 2 power management source for use in cases of power outages and instability of the local power grid.
On Friday, 30 devices were handed over to healthcare institutions, 38 to educational institutions, 25 to the State Emergency Service, and 9 to social infrastructure institutions.
The project was implemented thanks to the Ministry of Digital Transformation of Ukraine, Tesla, the Institute of Telecommunications – National Research Institute (Warsaw), the Polish government, the American charity Direct Relief, and the Yevhen Pivovarov Charitable Foundation.
According to Kim, the region is actively cooperating to provide the region with alternative sources of generation, in particular, the installation of solar and wind power plants.
More than a thousand families have received monetary assistance from the Ukrainian Red Cross for rehabilitation.
“1,196 families from Kiev and Mykolaiv have received monetary assistance from the Ukrainian Red Cross for the rehabilitation of children and adults totaling more than 35 million hryvnias,” the Ukrainian Red Cross said on Facebook on Thursday.
The Ukrainian Red Cross provided cash assistance to patients undergoing rehabilitation at the National Children’s Specialized Hospital of the Ministry of Health of Ukraine “Okhmatdet” in Kiev and several rehabilitation centers in Mykolaiv under the Cash for Rehabilitation program supported by the British Red Cross. Each patient under the program received 30 thousand hryvnias.
“This amount was determined based on the results of a preliminary survey among families whose children or relatives are undergoing or need physical rehabilitation in medical institutions of the country, in particular, in the Okhmatdet hospital in Kiev and institutions in Mykolaiv,” said Elena Skrypnikova, head of the Innovative Financing Department of the Ukrainian Red Cross.
According to her, the categories of injuries and illnesses for which monetary assistance is provided have also been defined: rehabilitation after wounds received as a result of hostilities or the action of explosive objects; rehabilitation services due to congenital diseases; rehabilitation due to chronic diseases, in particular, oncological, cardiovascular and others.
The majority of children and adults who received cash assistance already have disability status or are in the process of obtaining it. In addition, families surveyed indicated a need for auxiliary aids such as wheelchairs, walkers, hand or foot orthoses.
The Turkish company Anadolu Isuzu will supply new low-floor buses to Mykolaivpastans for a total of EUR 4.5 million as part of the Urban Public Transport of Ukraine project funded by the European Investment Bank (EIB).
The announcement of the award of the contract based on the results of the tender was published in an annex to the Official Journal of the EU, which AllTransUA refers to.
The number of buses is not specified, however, as reported, in July 2023, the Chernihiv Automobile Plant of the Etalon Corporation stated that it had offered 55 buses for this amount, while two Turkish companies offered 26 and 28 units, respectively.
As reported, the terms of the tender provide for the supply of diesel-powered buses with a length of 8.2 m to 10.5 m, including basic and consumable spare parts, equipment and tools for maintenance and repair, and related services.
The buses must have a passenger capacity of at least 60 people, including at least 24 seats (plus one wheelchair space).
The first batch of buses should be delivered no later than five months from the date of receipt of the advance payment by the supplier, and the contract should be completed in 12 months.
Mykolaivpastrans announced the tender on April 5, 2023, as part of the resumption of cooperation with the EIB under the Urban Public Transport of Ukraine project.
In turn, in April this year, Kyivpastrans signed a contract with the same Turkish company for the supply of 12-meter fully low-floor buses for EUR 18.595 million (approximately up to 85 units) with EIB funding.
Ukrainian bus manufacturers have repeatedly noted that they are either unable to participate in EIB tenders due to the conditions or prefer foreign bidders.
