Private houses in the suburbs of Kyiv, Kharkiv, Odesa, Dnipro and Lviv from July to September 2021 have risen in price by an average of 3-5%, President of the Association of Real Estate Specialists (Realtors) of Ukraine Yuriy Pita has told Interfax-Ukraine. “Over the past three months, a slowdown in the growth rate of their cost has been observed in the market for private estates. At the moment, the demand for private houses has been met by almost 90%,” Pita said. According to him, houses with an area of up to 150 square meters, located in the near suburbs (up to 20 km) of million-plus cities, were actively getting more expensive. The cost of other properties in the third quarter increased insignificantly, within 2.5-3%.
According to the association, a gradual decrease in the demand has been observed since the second half of this year: from July to September, the number of potential buyers decreased by 10%.
“Gradually, the supply begins to prevail over the existing demand, this is a significant factor for pricing in the segment of private houses,” the specialist said.
According to him, by the end of the year the price situation in the segment of private estates will remain stable with insignificant price fluctuations within 1.5% for small houses.
“According to the forecasts of the association, the cost of private houses is the ceiling for the existing demand. And further price increases will not be economically justified. Price stability may last until April 2022,” he said.
According to Pita, prices of land plots for private development in the third quarter increased by an average of 5%. At the same time, more than 60% of the demand is concentrated on plots with an area of 8-15 acres with supplied communications in picturesque locations at a distance of up to 20 km from the city limits. The demand for plots for construction of cottage townships remains stable, but here the choice of options is not very large, the expert notes.
He believes that price stability in the segment of land plots can hold out at least until April 2022, the start of a new active season.
The administration of Pivdenny seaport (Odesa region) has revised the discount applied to port dues for ships that enter the port to carry out cargo operations with grain cargo.
According to the website of the Ukrainian Sea Ports Authority (USPA), from January 1, 2022, for ships that call at the seaport to carry out operations for loading or unloading general and bulk grain cargo, a 30% discount will be applied to the rates of all types of port dues that are levied in favor of the USPA.
This decision was made in accordance with the order of the port administration under No. 195/27 dated October 13, 2021.
“Grain cargo refers to cereals, legumes, oilseeds used for food, seed, fodder and technical purposes, as well as products of their processing,” the report says.
A 30% discount will be applied if the following criteria are met: loading and unloading grain cargo; bulk and general (bags and big bags) grain cargo; carrying out cargo operations at the berths located in the seaport.
The USPA emphasizes that the discounts established for the rates of port dues do not apply to the administration fee.
The Irish low cost airline Ryanair has announced the launch of a new flight from Lviv to Manchester (the UK), which will operate twice a week from November 5, 2021.

Some countries of the European Union may temporarily restrict entry for citizens of Ukraine due to the increase in the incidence of coronavirus (COVID-19) and the exclusion of our country from the so-called “green zone,” but at the moment such a decision has not yet been made, Spokesperson of the Ministry of Foreign Affairs of Ukraine Oleh Nikolenko has said.
“The European Union has not yet made a formal decision. However, the Ministry of Foreign Affairs of Ukraine has previously reported that in the event of an increase in the incidence of COVID-19 in Ukraine, the EU may adopt a recommendation to exclude our state from the list of countries whose citizens can make non-essential trips to the European Union. Brussels reviews the list of countries every two weeks and adjusts it depending on the development of the epidemic situation,” he said on Facebook.
The Foreign Ministry spokesperson said the epidemic situation is worsening not only in Ukraine and in recent weeks the EU has already significantly reduced the list of countries in the “green zone,” and some EU countries have already started to strengthen quarantine measures for their citizens.
“It is important to understand that […] if a decision is made, the EU does not automatically establish new rules for crossing the border, but only provides recommendations to the EU member states. He said that one should not expect a complete closure of borders, as last year, and vaccination in the future will remain one of the key conditions for unhindered entry into most countries.
The Foreign Ministry spokesperson also said that if the EU decides to exclude Ukraine from the green zone, it does not cancel the visa-free travel, but only introduces temporary restrictions on tourist trips to counter the spread of COVID-19 infection. “The decision can also be later revised at the next update of the list in case the epidemic situation improves,” the representative of the foreign ministry said.
According to Nikolenko, the Ministry of Foreign Affairs of Ukraine and the embassies are actively working with foreign partners so that even in the difficult conditions of the COVID-19 pandemic, the circle of countries open to travel for Ukrainian citizens remains as wide as possible and further expands.
