The average insurance premium for compulsory motor third party liability insurance (MTPL) in January-March this year amounted to UAH 1.051 thousand, which is by 15.7% more than during the same period last year and by 36.8% more than in the first quarter of 2021, according to the website of Motor (Transport) Insurance Bureau of Ukraine (MTIBU). It is also noted that the average amount of payment has increased to UAH 29.020 thousand, or 30.6% compared with the first quarter of 2022, and by 44% compared with January-March 2021.
As it was reported, in Q1 2023 there were almost 1,6 mln. contracts on MTPL insurance (+14,1% and “minus” 17% respectively).
The amount of insurance payments amounted to 1,7 billion UAH (increase by 32,1% and 13,5%).
The insurance companies settled 31 thousand claims by making insurance payments (decrease by 1,7% and 27% in comparison with the figures of the similar periods of two previous years) and paid almost UAH 0,9 bn. to the victims of traffic accidents (increase by 28,4% and 4,4%).
At that the number of electronic CMTPL insurance contracts in January-March 2023 exceeded 1 mln. The share of electronic contracts in the total number of contracts amounted to 64,4%, in the total sum of premiums – 71,1%. These are the highest indices since the introduction of the electronic policy system.
The number of claims settled according to the simplified system without calling the police – “euro-protocol” increased in comparison with first quarter of 2022 by 2,9%, up to 2,7 thousand pieces. As compared to January-March 2021, the index dropped by 17.8%.
The part of claims settled by means of European prototype in total number of settled insured events continues to grow steadily: from 20,5% in Q1-2022 up to 22,5% for three months of the current year.
The amount of payments on euro-protocols has grown by 40,9% in January-March of the last year and made UAH 202,7mln. The share of claims settled by “Europrotocols” in the total amount of paid claims reached 41,0%, which is a record level.
March 22 Ukrainian state postal enterprise Ukrposhta announced its intention to conclude a contract with IC European insurance alliance (Kyiv) for compulsory civil liability insurance of vehicle owners (MTPL).
As reported in the system of electronic public procurement Prozorro, the price offer of the company amounted to 249.472 thousand UAH with an expected cost of purchasing services at the tender 1.007 million UAH.
Five insurance companies took part in the tender. The finalists besides IC “ESA” were IC “Krajina” with the price offer of UAH 444,648 thousand and IC “Guardian” with UAH 294,473 thousand.

On February 6, Ukrhazvydobuvannya announced a tender for the purchase of compulsory civil liability insurance (CMTPL) for owners of land vehicles.
According to the message in the system of electronic public procurement Prozorro, the expected cost -70,388 thousand UAH.
Documents will be accepted until 14 February.
On January, 26th “Vinnitsaoblenergo” Joint-Stock Company announced its intention to conclude the agreement on compulsory insurance of civil liability (OSAGO) with “Arsenal insurance” Insurance Company (Kyiv).
As reported in the electronic procurement system Prozorro, the price bid was 1,127 million UAH at the expected cost of 1.147 thousand UAH.
The company was the only bidder.
IC Arsenal Insurance is the successor of IC Arsenal-Dnepr, working in Ukraine since 2005. It is presented in all regional centers and some large cities of the country.
Odessa Customs announced a tender for compulsory motor third party liability insurance for owners of hired vehicles on November 28, the electronic state procurement system Prozorro reports.
The expected cost is 48.3 thousand UAH.
Tender documents will be accepted until December 6 inclusive.
In July-September 2022 insurance companies – members of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU) settled 51.1% of claims for property damage within 60 days from the date of the accident, up 43.1% compared to Q2 this year (35.7%) .
According to the report on the website of the IASBU, the percentage of claims settled within 90 days in the 3rd quarter of 2022 increased from 46% to 62.2%, up to 120 days increased from 60.2% to 67.4%, for 365 days decreased from 96.3% to 95.9% compared with the 2nd quarter of 2022.
IASBU reports that the greatest number of payments within 60 days performs insurance companies “Universalna” -79,6% (for the 2nd quarter. 61,7%), “Unique” – 77,6% (61.1%), IC “VUSO” -76,2% (57.3%), SG “TAS” -75,5% (62,3%), “ARCS” -75,4% (62,7%), “Knyazha VIG” – 74,3% (62,6%), “ROM Ukraine” -70% (64,1%), “USG” -69% (47,7%), Alfa Insurance -67.6% (56.8%), Arsenal Insurance -66.8%, Providna -66%, Brokbusiness -65.4%, INGO – 63% (45.5%), Oranta -62.1% (38.3%), Express Strakhovanie -60.8%.
The smallest proportion of claims on MTPL within 60 days in January-September 2022 at “Oranta-Sich” -%, “UTSSK” -0,6%, “Omega” -0,9% and “Etalon” -4%.
MLSBU also reported that for the third quarter of 2022 the bureau received 294 complaints against its members, which is 19,1% less than during the quarter before (363).
MTSBU is the only association of insurers, which performs compulsory insurance of civil liability of ground transport owners for damage, caused to third parties.
